文章拟从国家一社会关系的框架出发,通过对长春市一个城市基层社区建设现状的分析,指出当前在国家主导下的城市社区建设,实际上是国家使其权力触角重新延伸到城市基层生活的过程,而这种权力的延伸与渗透是以内卷化为特征的。换言之,社区建设的内在行动逻辑是国家权力技术在城市基层的改变。 相似文献

In an era where even citizenship is not a guarantee of access to the welfare state, can non-citizens gain access to social protection? Using health care as a lens, and the United States and Spain as cases, we find that non-citizens do have access to social protection via what we call ‘grey zones’, namely points of disagreement between national and local governments that create opportunities for non-citizens. Grey zones are possible due to processes that are often seen as disenfranchising: the denationalisation of policy and the disaggregation of citizenship. In addition, they tend to open up regardless of the nature or intent of national reforms. That said, we find significant variation in the extent to which subnational governments take advantage of them. While differences are somewhat explained by partisanship, significant outliers warrant further investigation. 相似文献

This field report discusses the contribution of religion and spirituality in postdisaster relief in Yushu. The conversion of customary land into leasehold tenure has sparked intense debates in Zambia and beyond. Growing interest in land in the last decade and half has led to a spike in demand for land across Africa, especially land adjacent to major cities, towns and developed infrastructure. This growing demand for land is gradually being directed at customary land, which well-resourced urban and local elites, as well as foreign investors, are converting from customary to private tenure, raising serious questions about the future of customary land in Africa. This paper discusses the emerging dynamics around customary land conversion drawing from a case study conducted in Chongwe and Chibombo districts in Zambia. Evidence gathered in this study suggest that while the conversion of customary land to leasehold tenure is generating opportunities for the urban elite, a few traditional leaders and international investors, it is, at the same time, creating serious challenges for the majority of the people in the local communities. 相似文献

ABSTRACTIncreasing globalisation, reorganisation of the Scandinavian welfare regimes and the awareness of increasing global roots of local social problems necessitated change in the curriculum of social work in three Scandinavian schools of social work in Denmark, Norway and Sweden. Recent global transformations, increasing global inequalities, increasing forced migration and the emergence of glocal social problems make the traditional education and methods of social work ineffective and in some cases harmful for people in need of social work intervention. This article examines the need to provide critical, global and multilevel perspectives in social work education in order to prepare social work students for the increasing social problems with global roots. The article, which is based on cross-national collaborations in social work education between three Scandinavian countries, addresses global and critical components in theoretical courses, professional training and field practice in the social work education of the countries in question. It is argued that social work education should move beyond the old division of classical and international/intercultural toward including global and critical perspectives in an integrative manner in all programs. 相似文献

Youth in foster care face educational disparities in terms of college access, retention, and graduation. To address this, 22 states have implemented tuition waiver programs targeting current and former foster youth. A comparative analysis was conducted of all 22 programs implemented since 2014. Similarities include student eligibility based on youth’s age upon foster care entry, university admission and time in care requirements. Differences include type of expenses covered, time limits on use, program oversight, and funding availability. No differences were found based on political party control, gubernatorial power, and state population composition. Recommendations for policy and practice reform are offered. 相似文献

The logical sequence of China’s state governance is “governing party—consultative conferences—people’s congresses—the people.” The “governing party—consultative conferences” link in the chain involves political consultation through people’s consultative conferences. The “governing party—consultative conferences—people’s congresses” link involves a process of obtaining legitimacy for the Party’s views based on political consultations which are then translated into the national will by the system of people’s congresses. The “people’s congresses—the people” link involves the two-pronged logic of elections and governing the country according to law. The “governing party—the people” link is an illustration of the party’s mass line, which essentially involves social consultation. Consultative democracy usually includes the political consultation in the “governing party—consultative conferences” link and the social consultation in the “governing party—the people” link in the chain, both of which are connected through the system of people’s congresses. This logically determines the inner relations between the Party’s leadership, consultative democracy and the people’s congress form of representative democracy and shapes the institutionalization of consultative democracy. That is, in the process of democratic decision-making, a circular system consisting of “political consultation—legislative consultation—social consultation” is created to guide development of the actual system. 相似文献

Active labour market programmes (ALMPs) are at the core of welfare regimes in many countries across the world. This study addressed youth‐focused ALMPs in Egypt, a country with high youth unemployment and a plethora of programmes ostensibly addressing this issue. Building on interviews with implementers, programme documentation and a publically accessible inventory of programmes in Egypt, the analysis locates ALMPs within the country's overall welfare system and the politics of programme targeting, design, governance and implementation modalities. The legacy of state ‘protective’ policies and the fragmented multiplicity of players within the field constrain the effectiveness and outreach of these programmes. Analysis of implementation modalities also shows that there is a pervasive lack of programme coordination, activity documentation, management for results, and pathways to achieving sustainability and programme institutionalisation. Key Practitioner Message: ? Egypt's fragmented ALMPs field must be integrated and coordinated within the country's broader welfare system ? This article addresses the puzzling case of shifting identity constructions in northern Cyprus, from ethnic to civic–territorial in 2003 and back to ethnic in 2009. It is argued that these shifts occurred when external factors (EU and Turkey) opened/closed windows of opportunity for internal elites’ reconfigurations. It then explains societal responsiveness to these nation-building changes sustaining that, over time, a process transforming the perception of the ‘other’ took place from below and a civic–territorial identity layer (Cypriotness) developed along the ethnic-Turkish layer.
