从“三个代表“的高度谈高校网络思想政治工作

随着信息技术特别是网络技术的飞速发展 ,思想政治工作从内容到形式、方法、手段、载体等方面都发生了重大变革。高校作为实践“三个代表”的前沿阵地 ,开展思想政治工作应该密切按照“三个代表”的要求。从“三个代表”思想的高度加以论述 ,提出了三个观点 ,即 :高校网络思想政治工作要为发展先进社会生产力提供强有力的支持 ,要为中国先进文化导向领航 ,要牢固确定为师生员工服务的宗旨     

我国网络金融的发展现状与监管思路

继金融深化、金融自由化、金融国际化之后,金融网络化的问题再次成为关注的焦点。本文回顾了网络金融的发展态势及其可能对传统金融产业产生的深刻影响,对我国网络金融在发展过程中存在的主要问题进行了深入分析,在此基础上对如何加强金融监管以促进我国网络金融的健康发展提出了积极的对策建议。

Challenge of multi-level governance in developing countries and possible GIS applications

Of the three most prominent issues in governance discourse—the horizontal coordination of markets, government hierarchies and networks, global governance and multi-level governance—this paper argues that the last, developing and sustaining structures of multi-level governance, constitutes the most profound governance challenge for most developing countries.The paper identifies the major forces promoting change in favor of multi-level governance in developing countries. Using the growing literature and comparative national experiences (illustrated with the examples of India, the Philippines, Colombia and Nigeria), it highlights the key achievements of democratic decentralization as well as its nagging problems in these countries. Finally, the paper demonstrates the significance of these developments for democracy and development in these countries and shows some of the ways by which external partners—especially experts associated with the Geographic Information Systems for Developing Countries can assist and possibly benefit from this process.     

'Polyphonic' welfare: Luhmann's systems theory applied to modern social work

This article applies a series of concepts from Niklas Luhmann's systems theory in an analysis of modern welfare organisations. The point of departure is that social help in late modern welfare states has become 'polycentric' in that 'help' is today being defined by various different agents: public, voluntary and private care providers. Empirically, this article investigates re-housing work with homeless people, a kind of social work which involves several different welfare organisations. The case study shows how these organisations define themselves by making internal constructions of their surroundings, and how their self-enclosed nature creates a certain 'insensitivity' towards one another. How to coordinate and translate within this 'polyphony' of incomparable observations and values represents a major managerial challenge for present-day social workers.     

江南古镇商业化倾向及其可持续发展对策——以浙北三镇为例

江南水乡古镇旅游业发展20多年以来,商业化现象日益严重,古镇沿街充斥着服务旅游者的各色同质化的商铺和商品,不仅冲淡古镇原真景观特征,形成古镇因利趋同格局,而且改变了居民生活方式并成为重要的生活基础,直接干扰居民日常生活,破坏古镇整体人文生态系统的和谐,破坏古镇原有自然风貌和景观环境。立足于古镇原真性保护,在商业化快速发展的过程中政府应淡出商业利益,严格控制商业发展;拓展和营造多样化社区参与旅游的方式和途径,调整利益分配体制,建立行业利益平衡机制;鼓励和发展传统手工艺,形成旅游体验与民间非物质文化遗产保护双赢格局。     

Modelling heterogeneous space–time occurrences of earthquakes and its residual analysis

Summary. Earthquake intensities are modelled as a function of previous activity whose specific form is based on established empirical laws in seismology, but whose parameter values can vary from place to place. This model is used for characterizing regional features of seismic activities in and around Japan, and also for exploring regions where the actual seismicity rate systematically deviates from that of the modelled rate.

第二语言课堂教学的最终目的是促成第二语言的习得,而学习者的第二语言习得结果又为第二语言教学提供指导。本文对20世纪60年代以来关于第二语言课堂教学中的语言形式教学与第二语言习得的关系的研究进展情况作一概述,期望能给我们的外语教学研究以启示。     

白居易"中隐"及其对后世的影响

白居易"中隐"是以庄子的逍遥人生为理念,远离政治斗争的遂性自由的生存哲学和方式,其核心是"适",在适性逍遥的前提下,再安排对社会、家庭、国家、民族的责任.这是一种强调个体生命高于一切的现代人本主义精神,在儒家思想占据统治地位的专制集权社会,这一思想是超前的.而且,其适性逍遥并不是其最终的目标,其最终的目标是以适性逍遥为保证,实现自己的自由自在的艺术创造.故白居易"中隐"对后世苏轼、明代三袁均有很大影响,但毕竟时代不同了,这种影响终于以浪漫精神衰退为特点走向另一种形态.     

Fast retraction of evidence in a probabilistic expert system

We present and justify a propagation algorithm to facilitate the simultaneous calculation, for every node in a probabilistic exper system of the distribution of the associated random quantity, conditional on all the evidence obtained about the remaining nodes.
