Chile has adopted a package of free-market, neo-liberal social policies. This follows a pattern established by the country's largely successful economic policies. Neo-liberal social policy consists of a series of two-tier systems, which are not in contradiction with the economic model. On the contrary, a key function of the social policies is to supplement a dynamic style of capitalist economic development through a number of mechanisms. These include: improving the skills, education and health standards of the labour force; increasing savings in a privately-run pension system; reducing labour costs to firms; and providing a safety net to those whom the "trickle down" does not reach. The paper examines social policy in three sectors: pensions, health and education. It explores historical roots, present characteristics, and the degree of success or othewise of policy in these sectors. The discussion refers to the role played by the legacy of the Pinochet military dictatorship (1973–90), the interface between public and private spheres, the whole question of social policy in the context of fast economic growth under free-market conditions (and the possible presence of causality links), the changing balance of power between suppliers and users of social sector services in favour of the latter, the threat of market failure, and questions such as whether these policies have been successful and whether (or why) Chileans are prepared to accept this unequal two-tier system.  相似文献

Contributing to debates on the status of comparison in transnational American studies, this essay offers a morphologically comparative approach to memory’s cultural politics in conflict resolution, juxtaposing two histo-ries — one ‘geo-political’ (nation-state, transatlantic) and the other ‘micro-history’ (small-town, regional) — whose ensuing negotiations unsettle paradigms of silencing and forgetting, especially as these pertain to ‘reconciliation’. Offering an alternative to predominantly psychoanalytic treatments of cultural memory and power, this essay employs morphological analysis and queer theory to explore cultural amnesia through blending ethnographic and media sources on the politics of it in the assignment of accountability and belonging.  相似文献

In 2004, Nigeria copied the 1981 Chilean pension reform and established a funded system based upon personal accounts. The new system was neither appropriate for a country such as Nigeria, nor did it meet aspirations of improving pension coverage or helping economic growth. The current financial and economic crisis hit the scheme in so far as it hit stock values. However, more important has been the negative real interest rates that can be earned on government bonds and on bank deposits — where the majority of contributions are invested. Bank scandals and rising fiscal deficits do not breed confidence in the system or the government's ability to deliver meaningful benefits in old age.  相似文献

This article addresses the educational context in which ethnically segregated high poverty schools operate in Chile, and the ways that inequalities within these establishments are understood by members of their administrative and teaching staff. In particular we draw attention to the unwillingness of the majority of these employees to name or recognize specific forms of institutional inequality. Following critical pedagogy literature we argue that the Chilean education system reproduces a fear of talk among teachers working in areas with high density indigenous populations, which obscures unequal social structures and opportunities for specific (class, gender, ethnic) groups in school contexts. Based on data from 12 interviews with school staff and observations from four schools in southern Chile, we analyze how intersecting inequality is discursively reduced by predominantly white teachers to individual deficit, de-politicized geographical problems of access to schooling, and the normalizing of low achievement across schools with students from similar backgrounds.  相似文献

In this article, we evaluate ethnic solidarity and the vote in Chile with reference to the Mapuche, the largest and most traditional ethnic group in the country. We use electoral data from the mayoral elections of 2012, drawn from all the municipalities of the Araucanía, the region with the largest percentage of Mapuche population. Using a multi-level linear regression model and controlling for poverty and rurality, we found that Mapuche candidates, regardless of their political orientation, were indeed more successful than non-Mapuche candidates in areas with the greatest concentration of Mapuche voters. Additionally, we used results from an unpublished opinion survey conducted in three municipalities of the Araucanía. We concluded that after controlling for other variables ethnic solidarity prevails as a robust predictor of electoral behaviour, albeit more strongly in rural areas than urban ones. The Chilean case, moreover, is useful for studying the strategies used by the traditional parties that promote this solidarity – that is, by presenting candidates with Mapuche surnames in their lists.  相似文献

This article utilizes the key themes of the just practice perspective (Finn &Jacobson, 2003ab) to examine a fifty-year history of community practice in La Victoria, a poor urban sector of Santiago, Chile. The author employs five key themes-meaning, power, context, history, and possibility-in exploring the challenges, contradictions and possibilities for community building under dictatorship and democracy. This article focuses on an analysis of social insurance models and reforms in Chile, Uruguay and Brazil. Noting that these three countries are following different reform trajectories, the article explores trends in the restructuring of each of these insurance systems across the course of successive reforms. In the systems, different trends are supporting a closer link between contributions and benefits, according growing importance to private individual accounts and favouring the expansion of the role played by social assistance. These trends all suggest a move towards various forms of multi‐pillared social insurance, but with uncertain results in terms of redistribution and the dynamics of the fundamental objectives of social insurance.  相似文献
