习近平外交思想指向下中日关系发展的新定位

近年来中日关系逐步转寒回暖,无论政治交流氛围,还是经济合作环境都得到了较大改善,这离不开中国政府根据国际形势及中日关系的变化及时调整对日政策,也充分体现了习近平新时代中国特色社会主义外交思想对中日关系缓和发展的引领作用。在安倍首相访华及习近平主席出席大阪G20峰会之后,两国政府在努力建设契合新时代要求的中日关系上达成多点共识。中日双方将依托“一带一路”倡议和第三方市场合作的平台,进一步致力于深化经济合作,维护多边主义和自由贸易体制,共同培育新动能和新的增长点,加速东北亚区域命运共同体的构建。     

The impact of planning for COVID-19 on private practising midwives in Australia

ProblemThe COVID-19 pandemic response has required planning for the safe provision of care. In Australia, privately practising midwives are an important group to consider as they often struggle for acceptance by the health system.BackgroundThere are around 200 Endorsed Midwives eligible to practice privately in Australia (privately practising midwives) who provide provide the full continuum of midwifery care.AimTo explore the experience of PPMs in relation to the response to planning for the COVID-19 pandemic.MethodsAn online survey was distributed through social media and personal networks to privately practising midwives in Australia in April 2020.ResultsOne hundred and three privately practising midwives responded to the survey. The majority (82%) felt very, or well informed, though nearly half indicated they would value specifically tailored information especially from professional bodies. One third (35%) felt prepared regarding PPE but many lacked masks, gowns and gloves, hand sanitiser and disinfectant. Sixty four percent acquired PPE through social media community sharing sites, online orders, hardware stores or made masks. Sixty-eight percent of those with collaborative arrangements with local hospitals reported a lack of support and were unable to support women who needed transfer to hospital. The majority (93%) reported an increase in the number of enquiries relating to homebirth.ConclusionPrivately practising midwives were resourceful, sought out information and were prepared. Support from the hospital sector was not always present. Lessons need to be learned especially in terms of integration, support, education and being included as part of the broader health system.     

Building relational capital: The contribution of episodic and relational community engagement

In this study, we provide evidence of the theorized connection between community engagement and the development of social capital, and the perceived value or worth of relationships among organizations and stakeholders. Using thematic analysis to understand the policy and practice frameworks of community engagement in Australian local government organizations, our analyses reveal two different types of community engagement—relational and episodic—each of which has the potential to contribute to relational dimension of social capital. The study introduces and develops new thinking around the ideas of episodic and relational engagement within the context of community engagement, and their respective contributions to the development of relational capital. Recognizing and identifying episodic and relational community engagement as separate phenomena allows researchers and practitioners to understand the theoretical dimensions of community engagement as a framework for practice.     

集体所有、村委管理与村民的行政诉讼原告资格——兼论“村”的公法人地位

村民是否有资格对村委会的集体财产处分行为提起诉讼,是当下我国村民自治实践中急待解决的法律问题。在实证法没有明文规定的背景下,法院都把集体财产处分纠纷作为民事案件处理,但对村民的原告资格问题却给出了两种相互矛盾的回答。而且,不管法院是肯定还是否定村民的原告资格,都分别隐含了把集体财产等同于村民共有财产,或者把"村"定性为私法人的理论错误,充分暴露了村民原告资格在民事诉讼制度框架下的解释困境。实际上,对依据法律和政府行为设立并承担大量公共管理职能的"村",我们只有把它定性为大陆法国家行政法上的公法人才是准确的。一旦恢复"村"的公法人面貌和地位,把村委会处分集体财产纠纷纳入行政诉讼,集体财产的均等分配性特征使村民个人和集体财产之间构成"法律上利害关系",每个村民对集体财产处分行为就都具有行政诉讼原告资格。     

我国社区矫正工作社会化模式的建构——基于社区矫正工作目标的分析

社区矫正是社会化的刑罚执行方式,但从实践运作看,我国社区矫正的社会化程度依然不够,没有最大效度地达到社区矫正的目标.本文在对社区矫正工作目标进行分析的基础上,提出了我国社区矫正工作的社会化模式:基于责任共担的社区服刑环境建设、基于社会工作方法的个案矫正模式、基于社会人力资源的社会帮教工作.     

Baan Mankong participatory slum upgrading in Bangkok, Thailand: Community perceptions of outcomes and security of tenure

A key problem facing slum dwellers is tenure insecurity - as well as the threat of eviction, residents are excluded from many services extended to legal residents, from water connections to public schooling. Thailand’s Baan Mankong slum upgrading program adopts a people-driven approach to resolving problems of insecure housing and poor living conditions, putting slum residents at the core of the process. This paper explores, through interviews, how residents in four Bangkok communities perceive the outcomes of upgrading, particularly their new homes and tenure situation. Participant satisfaction is key to ensuring successful scaling up of Baan Mankong, as this is done through community-driven exchange and learning-by-doing. The results show that while the respondents appreciate their new houses and improved living environment, they are wary of the resulting debt burden. While tenure is regarded as secure in the short term, the long-term situation is not so clear. Homes cannot be sold on outside the community, and therefore Baan Mankong is valued more for improving shelter and strengthening community cohesiveness, rather than as a profit-driven financial investment.     

Trains,chains, blame,and elephant appeal: A case study of the public relations significance of Mary the Elephant

Using the media coverage of the hanging of Mary the Elephant, the purposes of this article are to discuss the major implications of the press agentry model of public relations, the impact of corporate decisions on the reputation of its surrounding community, and how the values related to societal issues such as animal cruelty change over time. Findings reveal that public pressure, intense police attention, and the counsel of a master press agent led the circus owner to make the decision to hang Mary and ultimately adulterate the reputation of the town of Erwin, Tennessee indefinitely.     

高校志愿者参与社区来沪青少年管理服务机制探索

社区作为来沪青少年工作的主要阵地之一,承担了大量相关管理服务工作,伴随着来沪青少年数量的快速增长,出现了诸多新的困难和挑战。高校志愿者的有序参与,能够缓解社区人员有限、资源匮乏等各类困难,促进社区来沪青少年工作的有效提升。对高校志愿者参与社区来沪青少年工作机制的实证研究和理论分析。可以更好地为管理和服务社区来沪青少年提供合理化建议,对实现社区来沪青少年的有效引导具有积极作用。     

Immigration and violence: The offsetting effects of immigrant concentration on Latino violence

Despite longstanding interest in the effects of immigration on American society, there are few studies that examine the relationship between immigration and crime. Drawing from social disorganization theory and community resource/social capital perspectives, this study examines the effects of Latino immigration on Latino violence. Data on violence (i.e., homicide, robbery, and Violent Index) and the structural conditions of Latino populations are drawn from the California Arrest Data (CAL), New York State Arrest Data (NYSAD), and U.S. Census data for approximately 400 census places during the 1999–2001 period. Findings suggest that immigrant concentration has no direct effect on Latino homicide or Violent Index rates but may reduce Latino robbery. Immigration also appears to have multiple, offsetting indirect effects on Latino violence that work through social disorganization and community resource measures. These results suggest that (1) immigrant concentration does not contribute to Latino violence and may even reduce some forms of violence, (2) immigration simultaneously stabilizes and destabilizes structural conditions in Latino populations, and (3) it is useful to examine both the direct and indirect effects of immigration on crime.     

台湾社区工作:从“福利小区化”迈向“永续小区”

随着世界小区化服务潮流,自20世纪90年代中期以后,台湾各公共领域之以"小区化"为主轴的服务方案如雨后春笋般的出现."福利小区化"与"小区营造"是其中最获重视的两项计划;经过十余年的推动,"台湾健康小区六星计划"的出现,不仅包含了前两项计划的内容,同时也使小区建设扩展至诸如产业、环境、治安、人文等六个方面;永续小区发展策略在反思以前小区建设经验与问题的基础上出现.检视过去十余年来台湾小区工作发展脉络,特别是从"福利小区化"、"小区营造"到"健康小区六星计划"发展路径,可发现台湾小区工作发展具有多方面借鉴意义;应该从理念、政策和实务多角度省思,以有助于迈向"永续小区".
