An industrial application of meta-evaluation

This article describes the efforts of an industrial training organization to increase the number and to improve the quality of “follow-up” evaluations (i.e., evaluations in terms of post-training job performance). Efforts included an analysis of the problems encountered in evaluating training, development and implementation of corrective actions, and an evaluation of the corrective actions. The project illustrates the process of “meta-evaluations.”

A formula for P(bi≤Ri≤ai, 1≤i≤m) under a general class of alternatives

Let X_i≤?≤X_m and Y_i≤?≤Y_n be two sets of independent order statistics from continous distributions with distribution functions F and G respectively. Let R_i denote the rank of X_i in the combined order sample. Steck (1980) has found an expression for P(b_i≤R_i≤a_i, all i) when F = h(G), h being the incomplete beta function with parameters (α,β?α+1). An alternative expression for the same probability is obtained which is computationally a substantial improvement on Steck's result.     

Leverage and evaluation effectiveness

Weaknesses in evaluations often can be traced to structural limitations in the positions of evaluation researchers. Conventional human relations techniques often are an insufficient basis for securing strong support for evaluation research. Strategies for increasing evaluation research leverage are reviewed. Alignment of evaluation research with regulatory bodies with authority to suspend public program expenditures is advocated. Several likely obstacles in the development of the regulatory evaluation model are anticipated and addressed.     

A survey of nested designs

A nest with parameters (r,k,λ)→(r′,k′,λ′) is a BIBD on (b,v,r,k,λ) where each block has a distinguished sublock of cardinality k, the sublocks forming a (b,v,r,k,λ)-design.These designs are ‘nested’ in the sense of W.T. Federer (1972), who recommended the use of these designs for the sequential addition of periods in marketing experiments in order to retain Youden design properties as rows are added. Note that for a Youden design, the b columns and v treatments are in an SBIBD arrangement with parameters v=b, k=r, and λ.     

Immigration,Growth, and Unemployment: Panel VAR Evidence from OECD Countries

This paper examines empirically the interaction between immigration and host country economic conditions. We employ panel vector autoregression (VAR) techniques for a large annual data set on 22 OECD countries over the period 1987–2009. The VAR approach addresses the endogeneity problem by allowing for endogenous interactions between the variables in the system. Our results provide evidence of migration contribution to host economic prosperity (positive impact on GDP per capita and negative impact on aggregate unemployment, native‐ and foreign‐born unemployment rates). We also find that migration is influenced by host economic conditions (migration responds positively to host GDP per capita and negatively to host total unemployment rate).
