论转型时期大学生的公民意识教育

公民意识是现代文明社会的重要标志。在中国特色社会主义现代化转型的关键时期,提升大学生的公民意识水准,有助于带动整个社会公民意识的提高。鉴于公民意识不可能简单引进移入,传统文化缺乏公民教育资源,我国大学公民意识教育的长期空白,转型期中外新旧观念的强烈撞击;我们应加强大学生的公民性品格、全球化意识与权利责任教育。就现状而言,公民意识教育应紧抓责任感教育的重点,垒实法制教育的基础,建设公民教育体系,让公民意识成为学校德育的重要组成。

Priority Topics in the Study of Environmental Risk in Developing Countries: Report on a Workshop Held at the East–West Center, August, 1988

The rapid industrialization occurring in developing regions of the world brings not only economic benefits, but changes in the types and severity of health and environmental problems that each region experiences. As the industrialized world moves toward the use of risk assessment methodologies to aid in problem evaluation and regulatory and policy decision analysis, it seems inevitable that these methodologies will be applied globally. The changes brought about by rapid industrialization, however, must be viewed within the context of societies that are still struggling with the more traditional and basic environmental problems associated with urban and rural poverty. The urgency of development and the lack of adequate resources for characterizing health and environmental changes, often present under these circumstances, offer special challenges to the application of risk assessment methodologies.

从近代以来中国文化两次转型之比较引发的思考

大的文化转型过程中总是渗透着阶段性文化转型。通过对近代以来的两次阶段性文化转型的比较可以看出,极度封闭的社会之后必将是文化的开放,文化发展的自身过程是由硬文化到软文化,其结果是从根本上拯救民族事业。今天的文化转型所承担的任务、自身的性质、引起的原因与五四运动时期有着根本不同。文化建设在我国现代化进程中具有重要的战略地位,我们在建设有中国特色社会主义的文化过程中,必须坚持马克思主义的指导,吸取中国传统文化和西方文化之精华,在实践中创造社会主义新文化。     

高等教育公平观与高等教育分流

本文在分析高等教育公平观历史演变的基础上认为,"教育公平"是一个历史范畴,它随着时代的变迁而改变。在我国社会急剧转型的今天,高等教育公平观应该是承认差异,尊重意愿,区别对待,分流施教。由此要求高等教育构建合理的分流结构体系,以确保更多的人能自由选择符合个人意愿和条件的、不断增多而又有着区别的高等教育机会。     

The politics of engagement between Islam and the secular state: ambivalences of 'civil society'

The paper reveals contemporary transformations of the interaction between Islam and secular states from opposition to engagement. In-depth ethnographic evidence challenges the predominant juxtaposition of Islam against the secular state. Following micro-sites of interaction between the Gülen movement and the state from Turkey to Kazakhstan, my fieldwork revealed a continuum of engagements between them. The paper analyses the engagements ranging from contestation and negotiation to co-operation. The case illustrates the extent to which scholarly interest in opposition and clash has left a wide-ranging variety of state-Islam interaction understudied with regard to civil society. It also reveals the conditions under which effective Islamic horizontal organizations have provided the platforms of vertical engagements with the secular states. The major argument of the paper is that both civil and uncivil outcomes in the Muslim world are primarily shaped by the nature of state-Islam interaction. The evidence suggests that the key to understanding the relationship between Islam and civil society is the state.     

中国与阿尔及利亚的能源合作

阿尔及利亚素有“北非油库”之称,中国与之开展能源合作虽起步较晚,却已取得较大成就,主要包括中石化的扎尔扎亭(zarzaitine)油田提高采收率工程,中石油的阿德拉尔(Adrar)上下游一体化项目、谢里夫(Cheliff)盆地112／102A区块和乌埃德姆亚(Oued Mya)盆地350区块的油气勘探项目、438B区块油气勘探项目、Octouat油田设计服务项目和斯基克达(Skikda)凝析油炼油厂建设项目等。随着中阿两国政治关系和经贸合作的日益加强,两国能源合作的互补性亦趋强,且阿国内政治经济形势的持续改善以及阿《新油气法》的出台均为双方的能源合作带来了有利条件,但由于阿产业结构单一,经济发展存在不稳定性,且阿政府对投资本国油气产业的外国公司设限增税,双方的能源合作面临严峻的挑战。
