新生代农民工城市融入的困境与出路——基于厦门市的调查

新生代农民工是中国现代产业工人的主体,是社会稳定与进步的重要影响因素。新生代农民工的文化程度相对较高,生活方式与老一代农民工有明显差别,他们的"城市梦"更执着。厦门是新生代农民工聚集的城市,在实证研究基础上,分析厦门新生代农民工当前面临的困境,以社会工作视角从宏观、中观和微观层面提出解决对策,以期更好地服务新生代农民工,团结新生代农民工,共同推进厦门市文明城市建设。     

Beyond survival: Strengthening community-based support for parents receiving a family service intervention

This paper presents parents' experiences of community support and their recommendations for how their communities, and the services within them, might support their families. Generated through a human-centred design methodology and using a desire-centred framework, the findings suggest that parents receiving a family service require support invoking feelings of intimacy, trust, reciprocity, inclusivity, connection and belonging. Parents' recommendations for community support include addressing material and attitudinal constraints impacting on engagement with services; creating non-judgmental services tailored to their needs but accessed as a last resort; and creating peer-based opportunities to support each other. Parents reflect that moving beyond basic survival of risk and vulnerability to a position where thriving is possible requires purposeful integration of parent's existing and desired community into service interventions. Facilitating deliberate change at the intersection of community and service support is pertinent to current and future social work policy and practice. Wider opportunities for understanding and enabling the needs and aspirations of parents, which are often overlooked because of a focus on addressing risk and vulnerability, are considered.

反对腐败,建设廉洁政治,关系党和国家的生死存亡。一年多来,党中央实施一系列反腐新举措,体现出新一届中央领导集体加强反腐败体制机制创新和制度保障的新思路：在党章制度框架下改革党的纪律检查体制,推动党的纪律检查工作双重领导体制具体化、程序化、制度化;明确党委和纪委在党风廉政建设中的责任定位,落实党风廉政建设责任制;修订和完善选人用人制度,把从严治吏、从严管理干部的要求具体化、细节化,解决选人用人方面的腐败问题;抓好组织管理和组织纪律的执行,严格遵守组织制度,为加强党风廉政建设和反腐败凝聚组织力量;运用法治思维和法治方式推进廉洁政治建设,健全反腐倡廉法规制度体系：健全和完善巡视制度等。     

Responding to the call: a conceptual model for kinship care assessment

Kinship care has become an important care option worldwide. However, in many jurisdictions, child welfare services use traditional foster care assessment systems. The assessment of the kinship home poses particular challenges. The initial assessment of the kinship home, enabling emergency placements, provides a child‐centred perspective. However, agencies frequently fail to meet the designated time frame for completion of the assessment/approval process. Such failures require the development of different conceptual models for kinship care service delivery, especially for assessments. This paper builds on earlier work on assessment models, drawing on the international literature and the author's involvement and research on kinship care in Ireland. The usability of the proposed model needs to be evaluated across different legislative, policy and practice contexts internationally.

The privatisation of some essential services in South Africa has raised severe difficulties for those for whom the idea of fees for services is quite foreign and who, in any case, cannot afford to pay for services. The government has developed several initiatives to educate people about the need to pay for services provided by local government, the largest of which was the Masakhane fees‐for‐services campaign. This article describes two recent initiatives that seek to engage local citizen participation, namely, Integrated Development Plans and izimbizo (or traditional forums). These are examined along with the challenges faced by local government in promoting citizenship participation in service delivery within a decentralised system of governance. The article concludes with some recommendations on how citizen participation can be enhanced so as to make the ‘public’ visible in public service delivery and thus improve social welfare services.     

明末清初传教士变译特性之考察

明末清初一批西方传教士借科学技术传播推进宗教在中国的传布,这是一群独特的翻译主体。作为中外文化接触、碰撞、融合的范例,受主客观各种因素的影响,这些西方传教士采用的并非是传统的全译策略,而是变译策略,诸如增(写、释、评)、减、编、述、缩、并、改等,无意中推动了西方科技在中国的传播,并对中国翻译事业产生了相应的影响。

＂人天价值观念＂是现当代人们通过社会实践方式在推动社会发展的历史进程中形成的主流性价值观念。这一价值观念的形成不是一蹴而就的,其间经过了肯定、否定和否定之否定的三个历史过程。而当代被人们看好的＂天人合一＂式的人天价值观念,就是历史上形成的人天价值观念发展的最新形态。在科学发展观成为主导性话语的现阶段,在以人为本价值诉求成为主导性诉求的当下,弘扬陕西省人民＂DNA管理文化＂中所蕴涵的＂性命天道价值观念＂,对于目前的全面小康社会发展目标的实现和和谐社会、和谐人格的建构不无裨益。     

A Legal Structure for Limiting the Agency Cost of Stock Rights Transfer

The unilateral disposition of stock rights’ voting rights detracts from the welfare of the other shareholders. Contractual arrangements restricting or prohibiting the transfer of stock rights under the capital majority rule may infringe upon shareholders’ right of withdrawal, further weakening stock market constraints on senior management and indirectly raising the agency cost of management abuse of power for private ends. In creating a legal structure for stock rights transfer, we need to find an appropriate balance between freedom of contract, capital majority rule and reduction of agency costs. Judges should determine that the transfer of voting rights is invalid in order to ensure that voting rights match residual claim rights and maintain the constraints on senior management represented by shareholder voting rights. The general prohibition of stock rights transfer in the articles of association blocks shareholders’ right of withdrawal; this is not conducive to restraining potential abuses of power on the part of senior management and should be made invalid. Judges must differentiate between long- and short-term contracts and the initial and revised clauses of the articles of association in order to distinguish between the efficacy of different arrangements limiting transfer of stock rights as laid down in the articles of association.     

从西雅图的信看美洲印第安人的自然观

在《18 4 4年经济学哲学手稿》的最后 ,马克思转向对黑格尔哲学的批判 ,马克思批判黑格尔哲学的根据事实上就是他在前面所做的对私有财产的批判 ,而这样做之所以可能的更为深刻的前提是私有财产同黑格尔哲学有着根本性的联系。对私有财产所做的批判 ,不仅使黑格尔哲学的根本局限性得以暴露 ,从而使对黑格尔哲学的批判得以完成 ;并且为哲学革命的发生 ,即感性对象性活动理论的创立提供了全部根据。
