The work-welfare nexus is essential in all social policy regimes. The question is in what situations individuals should be entitled to social welfare benefits and in which situations they should be obliged to work. Social welfare law and administrative practices define mechanisms that separate the deserving poor from people able to work. This article analyses the functions and character of these "separation mechanisms" in Sweden during three periods in history: a) in rural society in the late 19th century; b) in industrial society during the successful years of the Swedish model from World War II until the late 1970s; and c) the present, including the period of welfare retrenchment and reconsideration since the early 1980s. The conclusion is that Swedish social policy has always been strongly work-oriented, but the specific form and content of the work ethic has varied under the influence of different ideologies and handled in different social policy institutions. Under specific conditions the work line has been either generous or restrictive and it has been based on structural attempts to improve the opportunities to work as well as on attempts to strongly pressure the individual to work. The work line of today is seen as an interesting attempt to combine an effort to create good work through improved work conditions and an effort to reinforce elements of work enforcement in the social insurance system. 相似文献

Since children, particularly daughters, are among the most important sources of help and support for older Americans, it has been suggested that women's increasing employment will affect filial relations. Empirical evidence on this issue is inconsistent, in part due to the use of nonprobability samples. Few studies have measured effects for men. We attempt to broaden the scope of this question beyond help to the frail elderly by asking whether employment affects filial relations in general. We examine effects of hours employed on telephone contact, visiting, feelings of closeness, filial attitudes, and assistance to biological parents, for an area probability sample of men and women over 40. There are no effects of employment for men or women on contact, closeness, or assistance. For the vast majority of this population sample, contact and assistance involve few hours per week, and thus do not seem to conflict with employment. 相似文献

Increasingly around the industrialized world, labour markets rely upon the paid work of women, many of whom have dependents. Such changing patterns of paid work by women — and by men — are located within work/care regimes that are more or less hostile to the needs of paid workers who care for others. This article sets out a model of work/care regimes and locates the Australian case within international and historical contexts. In Australia, the unchanging normative male worker archetype dominates institutions of work and care, while the cultures of motherhood and fatherhood remain stoically resistant to renovation. In the meantime, the behaviour of working women runs ahead of these unchanging cultures and institutions, creating a policy interest in ‘reconciling’ work and care, but a failure to provide it. My aim was to study the experiences and priorities of two age groups of social work students practicing in client-centered social work. This article is based on the research on rationality and language games in social work. The target groups of the research project as a whole were the actors: the heads and social workers or activists in public social welfare and health care agencies and institutions and in voluntary associations and action groups, and finally, two subsequent classes of students from a school of social work, during their practicing periods. This article concentrates on the trainees. At first, the trainees wrote essays and kept diaries. Secondly, they marked their standings on graphs visualizing different types of information contents and social relation structures. Thirdly, they made their choices of reasons for and solutions to social problems on a problem wheel. The trainees' study, using different data gathering techniques, partly confirms the results of the research of the other actor groups, in which the data were derived using questionnaires and interviews. The trainees' study shows variation in the respondents' priorities within and between specified social problem categories. Qualitatively analyzed, however, the characterizations of social work, both those who currently act in and those aiming to enter this field, resemble one another. 相似文献

This article uses data from 50 qualitative interviews with female part‐time workers in low‐level jobs in Britain to illustrate their attitudes, orientations and aspirations towards paid work. The research reports two main findings. Firstly, even female part‐time workers at the bottom end of the occupational structure are not a homogeneous group of workers. Secondly, they are not all highly satisfied with their jobs. The article argues that many women (especially those in working‐class households) still do not have a genuine choice between ‘family work’ and ‘market work’. This study assesses two competing theories about the extent to which homework—paid work in the home—helps integrate work and domestic roles for men and women. Contrasting male and female homeworkers with their counterparts working outside the home, it supports some aspects of both the resource and role overload theories, but predominantly the role overload perspective. Homeworkers, especially in the working class, experience less interference between job and family life, but perform more housework and child care. They have no more leisure time nor greater marital satisfaction than those working outside the home, but receive more family assistance with their paid jobs, suggesting that they combine tasks from their first and second shifts. Working at home does not break down gender roles in domestic life. Despite time saved from commuting, male homeworkers perform no more housework than comparable men working outside the home.
