太平洋战争爆发前美国对外援助与美国军备建设

从1937年中国全面抗战到太平洋战争爆发这段时间里，美国基于其国家安全利益的考虑，对各反法西斯国家进行了不同程度的援助。随着战争进程的发展，大体经历了三个阶段：即由最初的有限援助到初步推行租借援助，再到租借援助规模的扩大直至定型。其间，美国军备的建设也呈一个加速度的模式进行，这为盟军取得反法西斯战争的胜利奠定了坚实的经济、军备基础。     

在与工农相结合的实践中锤炼成才——学习贯彻“三个代表”思想的体会

本文以一个高学历人员到地方政府担任行政职务的亲身经历和体验 ,总结得出知识分子在与工农相结合的实践中的四点体会 :一是在参与政府经济管理的实践中 ,进一步增强市场经济观念 ;二是在为基层、为人民服务的实践中 ,进一步改造世界观 ,增强服务意识 ;三是向基层干部群众学习 ,坚定理想信念 ,提高管理协调能力 ;四是利用自身优势 ,服务基层 ,增强地方干部的科技意识。本文认为安排高学历人才到地方担任行政职务是实践“三个代表”重要思想的一种形式 ,具有重要意义     

Recent developments in high dimensional covariance estimation and its related issues,a review

In this paper we review some of recent developments in high dimensional data analysis, especially in the estimation of covariance and precision matrix, asymptotic results on the eigenstructure in the principal components analysis, and some relevant issues such as test on the equality of two covariance matrices, determination of the number of principal components, and detection of hubs in a complex network.     

民族院校成人高等教育持续发展的几点思考

当前,随着我国高等教育大众化进程的发展,民族院校成人高等教育的发展面临着新的机遇与严峻的挑战。认真探讨民族院校成人高等教育面临的问题与解决的策略,对民族院校成人高等教育的健康持续发展有着极其重要的意义。     

Policy transfer and role of policy entrepreneur in international aid: exploring international development cases of Korea and Vietnam

This paper looks at how an innovative policy comes to be transferred to another country and be successfully implemented. We explore three key dimensions (time, location, and people) in policy transfer studies using two cases of international aid (Saemaul Undong and e-Government projects). Utilizing a case study method, this paper upholds the predominant role of the policy entrepreneur over the environment (different time frame and different social, political, economic systems). The stakeholder analysis shows that policy entrepreneur’s role is critical in making policy transfer successful. In part, this argument is in line with previous “Advocacy Networks” studies, such as that of Keck and Sikkink (1998), highlighted the importance of policy entrepreneurs being able to navigate in the networks of international development. This paper aims to contribute to the literature by applying Dolowitz and Marsh’s policy transfer framework in the international aid context and calls for further empirical research employing the network analysis method.     

城市流浪乞讨人员行政救助政策的运行效应——基于重庆市的实证研究

基于对重庆市的城市流浪乞讨人员相关数据的调查研究,分析城市流浪乞讨人员行政救助政策在城乡统筹背景下的运。指出行政救助政策自身存在的缺陷是造成政策执行难的根本原因,社会保障制度不完善削弱了行政救助政策执行的实际效果。最后提出应当改善行政救助政策,加强与高校合作与健全社会保障制度等建议,以期对我国公民基本生活权益的保护工作有所裨益。     

What future for the Global Aid for Trade Initiative? Towards an assessment of its achievements and limitations

As with any form of contemporary global governance, the impact of the global Aid for Trade Initiative (2006) has been mixed. However, to dismiss it as a failure would be premature. The co‐ordination system established was based on best‐practice techniques of governance in a diverse non‐hierarchical environment, such as the international development community. This form of co‐operation cannot overcome global economic and political asymmetries, but it can be effective in several respects. In particular, the Initiative led to increased funding for AfT and kick‐started a range of initiatives and technical advances; while the monitoring process has evolved significantly to give voice to new actors and issues. Although the future of the AfT Initiative is uncertain, its achievements merit careful consideration.
