This article analyses informal help and caregiving in Sweden with a focus on the scope and trends of change over time. The discussion is based on the results of three national surveys and of one survey conducted in the county of Stockholm. The results indicated that informal help and caregiving was common throughout the period under study. In the 1990s, the figures were fairly stable, while from the late 1990s to 2005 there seems to have been a dramatic increase in the prevalence of such support. Two interpretative perspectives are used to discuss this pattern. One locates its point of departure in recent welfare state changes and in the substitution argument, according to which cuts in welfare services put more pressure on people to provide informal help and care. The second perspective relates to the present debate on civil society and to its possible role in contemporary society. According to the civil society perspective, an increase in the prevalence of informal help and caregiving might be interpreted as an expression of growing civic involvement 'in its own right', without a straightforward and simple relationship to changes in the welfare state. It is argued in the article that the two frames of interpretation should not be viewed as mutually exclusive, but rather that they represent two partly complementary approaches to the understanding of the complex dynamics of unpaid work in contemporary Swedish society. 相似文献

Alternative accounts of the Northern Irish peace process are analyzed. It is noted that neither Unionist nor Republican accounts accord a significant or positive role to civil society in the reaching of a political settlement. It is only in what might be called the metropolitan liberal perspective that influence is attributed to the role of civil society in achieving a settlement. Two junctures at which civil society, centered on the third sector, played a prominent role in the peace process are analyzed: the Opsahl Commission before the launch of the peace process in 1993 and the nonparty Yes campaign during the referendum on the Belfast Agreement in May 1998. The paper then goes on to discuss why the influence of civil society has declined since the referendum, and draws attention to the conflict between the top-down implications of the consociational nature of the Belfast Agreement and the bottom-up promotion of political accommodation through civil society. 相似文献

This paper documents and analyzes how landholders managed to uplift status of their neighborhood from hazard land as designated by the 1978 master plan to a regularized residential settlement through land regularization in Dar es Salaam city. Specifically, explores policy framework governing land regularization and how the local community explored the opportunities it offers. Documents the local community planning and land regularization processes undertaken focusing on land use planning, drainage construction, and cadastral survey and discuses how financial resources were raised, trust was built as well as factors which sustained community involvement towards meeting their interests of securing tenure. The paper also, draws challenges facing land regularization policy and recommends areas for further interventions commensurate with the human dimension challenges in securing tenure.Underlying community involvement, those aspects of community, which have been connected to the idea of social capital namely existence of committed leadership in land development matters, embracing mechanism for participatory decision making process and educational background to local leaders were particularly important in determining success for the case. Others include economic ability to contribute, high proportion of landholder settlers, land conflict task force formulation, local consensus to solve commonly felt problems, existence of strong community organization, and unwritten norms put in place to regulate individual behavior in building construction. Weak legal recognition of informal settlement, lengthy and bureaucratic procedures in planning and approval of regularization plans, weak knowledge on land management matters, short-term title deeds with low financial betterments, political popularity are identified critical challenges.Some of recommendations put forward include formalization of the grass-roots role in decision-making, decentralizing some of land development control functions to sub-ward leaders and training the same in basic land management matters. Others include definition of norms; by-laws and government facilitation of informal land parceling. Besides community support should be sought so as to create partnership in the promotion of security of tenure in informal areas. The study concludes that, unless land development activities ongoing in informal settlements are closely monitored and regulated as the settlement grow, it will be too costly socially and economically to retrofit once the settlement have identified. 相似文献

Voluntary sector organizations claim to be private institutions acting for the public good. However, if the concept of public is disengaged from the state and connected instead to citizenship, VSOs can be shown to have both private and public origins, as well as private and public impacts. As citizens, VSOs are public organizations serving the public good through their purported representation of the people and civic leadership. A project is carried out for instructors in the agricultural extension service in Esfahan. Part of the project is study, conducted to inform the process of competency profile development for the instructors. The study, reported in this contribution, focuses on views of experts about competencies needed by the instructors. The survey is based on the methodology for developing models of HRD, in which 257 key experts participated. A mix of methods was used for collecting data. The most important competencies found in this study are subject matter and business understanding, and presentation skill. The most essential outputs are presentation of instructional materials, feedback to learners and equipping learners with new competencies after the course. In this contribution, competencies and outputs are elaborated. Further research is needed regarding performance improvement as a result of the efforts of the instructors, and the views of other stakeholders on the development of the agri-clusters. 相似文献

This article examines current career thinking and employability management practices within the Polish Information and Communication Technology (ICT) sector. The aim of this contribution is to identify career management problems and to determine obstacles for implementing employability management practices at a company level. Semi-structured interviews aimed at establishing company needs were conducted with 18 managers of small and medium-sized ICT enterprises in Poland. These firms appear to apply various developmental approaches to stimulate competitive advantage. Faced with a more demanding environment, firms aim for versatility rather than adopting simplified solutions. Managing the careers and employability of ICT professionals is acknowledged as vitally important for the survival and development of ICT companies. 相似文献

This paper explores the moderating role of cultural values on relationships between participation satisfaction (PS) and employees’ organizational commitment (OC). A survey of 1390 employees of Bharat Sanchar Nigam Limited, a Government of India Public Sector Undertaking providing telecommunication services across India, shows that PS is directly related to OC, and is moderated by employees’ cultural values at individual level. The form of moderation reveals: positive and insignificant relationship between PS and affective commitment for employees high in uncertainty avoidance; positive and significant relationship between PS and normative commitment for employees high in individualism/collectivism, low in masculinity/femininity, and low in power distance. No moderation has been found in the relationship between PS and continuance commitment. 相似文献
