This paper outlines four theoretical approaches to the sociology of weapons proliferation: strategic-functional theories, factional theories, geopolitical theories, and institutional theories. Although rarely formulated explicitly, the first three approaches are implicit in the existing literature on proliferation. All three see proliferation as the result of rational decision making, although they differ as to the locus of these decisions, with strategic-functional theories focusing on the nation-state, factional theories on subnational interests, and geopolitical theories on global superpowers. In contrast, the institutional approach disputes the rationality of procurement, arguing instead that weapons purchases are structured and driven by institutionalized normative structures that link advanced weaponry with modernization and sovereignty. The policy implications of this perspective are discussed, and parallels to recent developments in organizational theory are highlighted.  相似文献

Employment‐based pension plans constitute the main form of pension provision in Latin America. Although recent pension reform in the region has focused on strengthening these, old‐age poverty remains high in most countries in the region, with older people over‐represented among the poor. The article argues that ensuring old‐age support for poor and vulnerable groups involves a different set of priorities and options for pension reform, namely a strong focus on tax‐financed public cash transfer programmes. Cash transfer programmes focused on poor older people are the missing piece of pension reform in the region. The article examines the experience of the handful of countries with such programmes in place, and draws the lessons for the future of social policy in the region.  相似文献

本文采用代际账户核算方法,模拟测算了中国“现存代”和“未来代”的净税收负担值,探讨人口老龄化与代际财政不平等的关系。结果显示:如果保持当前财税制度和社会保障体制不变,未来代的净税收负担要明显高于现存代,中国存在较为严重的代际财政不平等问题,而且未来人口老龄化的进程越快,代际财政不平等程度就越高;但是,老龄化与代际财政不平等的关系还取决于劳动生产率和折现率的变化,折现率越低以及劳动生产率的增长率越高,将会缓解老龄化对代际财政不平等的冲击。据此本文认为,应逐步放开生育政策、延长退休年龄、提高劳动生产率,以改善老龄化背景下的代际财政失衡状况。  相似文献

This paper studies the roles of cognitive and non-cognitive characteristics in a standard Roemerian Inequality of Opportunity (IOP) model. Using Australian microdata, we model the effects of individuals’ backgrounds and their psychological traits on two adult income variables. We find that measurable psychological traits (intelligence, locus of control, big five personality traits) are slightly more important than background characteristics (such as race, gender, social class at birth) in explaining income disparities. However, the fraction of IOP confounded by psychological factors is small (11%–12%), which suggests that background inequalities do not meaningfully reflect differences in cognitive or non-cognitive ability.  相似文献

This paper explores the role of intra-company transfers in the United Kingdom government's labour immigration policy over the last quarter century. It demonstrates their role in determining the number of non-European Economic Area foreigners working in the country and examines the way policy, both generally and specifically, has developed. It presents new statistical data and uses that evidence to examine the interplay between the government and multinational corporations in the determination of a significant element of foreign labour immigration. Its findings demonstrate that intra-company transfers have consistently played a major role in the management of UK labour immigration with a small number of occupations and countries of origin characterizing the system at various times. It concludes that the system has operated through a symbiotic relationship between government and major companies to the mutual benefit of both. However, ‘Brexit’ and the COVID-19 pandemic are leading to reassessment of political and corporate objectives.  相似文献
