In recent years, several governments have targeted nongovernmental organizations (NGOs) by enacting legislation that prohibits foreign funding for them. This article uses diplomatic cables, newspaper articles, and interviews with representatives from NGOs and donors to explain the Venezuelan government's passage of legislation prohibiting foreign funding for political NGOs in 2010. Existent political, sociological, and globalization‐oriented theories fail to explain the passage and timing of this legislation. Instead, I utilize and extend global fields theory to examine the Venezuelan government's redirection of its foreign relations, which I argue generated the political opportunity for the government to pass this legislation. I show that the government initially remained keyed into a global subfield involving groups that successfully pressured it to reconsider a more radical form of legislation prohibiting direct foreign funding for all NGOs when it came up for discussion in 2006, including the U.S. and Western European governments, and domestic NGOs. By 2010, however, the government had become embedded within a global subfield involving authoritarian and anti‐imperial governments that had already passed similar legislation, and domestic community councils. These newfound relations insulated the government from reconsideration and allowed it the political opportunity to pass a new, less radical piece of legislation.  相似文献

The study discusses the relationship between NGO strategy (both toward government and community), contextual conditions, and the sociological and political‐philosophic background of the leaders of the organization. The empirical section focuses on a specific Israeli NGO (Bimkom) led by a radical‐intellectual leadership whose aim is to promote the interests of poor communities. The organization under research activated a dual complex strategy, one that both criticizes and negotiates with the government, at the same time advocating for and empowering communities. The study points to a clear linkage between that strategy and leaders' own background. In fact, the latter served as a source from which the leaders carved out guidelines, perceptions, policy tools, and abstract resources (which in turn also affected outcomes). On a basis of these findings, the study suggests a model designed to improve the analysis of strategic management.  相似文献

Research suggests that children develop best in families, but millions currently reside in residential care centers. Many residential care centers have transitioned their programmes from a to a family care model. Using a mixed methods design, the current study examined (1) antecedents to transition, (2) key elements in the process and (3) outcomes of transitioning models of care. Participants included 39 non-government organizations that had fully or partially transitioned to family care. Programmes collectively served 12 325 children and 29 499 families in 22 countries annually. Data revealed programmes perceived the change in the model was better for the families and children served.  相似文献

The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. This article asks whether French NGOs have fallen into line with the wider trend towards professionalization that has marked the Northern nonprofit sector, most notably Anglo-American NGOs, over the last two decades or so. It shows how French NGOs, particularly those engaged in longer term development work, were characterized by militancy over the early post-colonial decades. It then demonstrates how, over the global era, the French state has encouraged developmental NGOs (NGDOs) to undertake bureaucratic forms of professionalization. Next, it looks at how these organizations have, in response, adapted their staffing, structures, and procedures, whilst stopping short of overly standardized forms of development. Finally, it shows how French NGDOs have, in eschewing “technical professionalism”, been acting in line with resource dependence theory and responding to the demands of their critical resource, which is not the French state but the donor public and their grassroots supporters.

This analysis compares broad and issue-specific political opportunity structures (POS) to help explain the domestic conditions under which migrant inclusion organizations across the European Union undertake political activity. Using data from an original survey of European migrant inclusion organizations, the analyses model nine domestic activity types that range from conventional lobbying to more confrontational tactics. The results show that the national issue-specific POS is a stronger predictor of groups' domestic action, mobilizing participation across a range of activities. In contrast, the broad POS tends to decrease participation after controlling for issue-specific factors. The results lend support to the importance of refining the concept of the POS to include variables specifically relevant to the movement in question. Moreover, they demonstrate that the nation-state is an important factor in explaining groups' activities.  相似文献

SUMMARY

This article discusses access to and involvement of non-governmental organizations (NGOs) in the United Nations Fourth World Conference on Women held in Beijing, China, in September 1995. It also looks at the impact on consensus-building of the growing diversity of NGOs participating in these global UN events and at the effect on the international women's movement of the frustrations and difficulties faced in the follow up to Beijing as agreements have been reopened or rolled back. In this climate, women activists and feminist analysts are questioning the future viability of the United Nations as a political space for women's organizing, and under conditions of rapid globalization, are increasingly divided on strategies for implementation and activism.  相似文献

This literature review focuses on the socio-economic development of low-income women in India. The study describes how non-governmental organizations (NGOs) in India attempt to fill gaps in governmental support for marginalized women in the Indian workforce. Some scholars have recommended expanding the boundaries of human resource development (HRD) to include multiple topics in a variety of contexts to investigate the holistic development of individuals. Gaps exist in current HRD literature regarding the status of low-income women in India. This article argues that many Indian NGOs are capable of serving the needs of women in informal work sectors and in addition, they can provide a broad non-traditional context for investigating HRD processes and services at a national level.  相似文献

当代中国NGO的发展一直是海外学者高度关注的话题,由于其复杂性与多样性,海外中国研究学者对改革开放后中国NGO的发展及其日益扩展的影响有着不同的理解,也引发了激烈的学术争论。本文运用文献研究方法,将海外学者的研究归纳为依托公民社会与统合主义理论的结构研究与关注NGO行为的行动研究,力图展现改革开放以来海外学者研究中国NGO的整体图式。 本文认为,“结构研究”基于 “国家-社会”的二元分离,在一国的政治与权力配置层面上思考问题,侧重于国家与社会之间的权力分配状态;“行动研究”则试图在中观和微观层面来洞察与把握国家与社会之间相互交融的机制、策略与路径,倡导关注NGO的行动。这两者之间存在明显的互补性。  相似文献
