推进人文奥运与奥运文化遗产研究

人文奥运是北京奥运会的核心理念,体现了当代中国的人文关怀和独特的历史价值。人文奥运是人本的奥运、文化的奥运、文明的奥运、和谐的奥运,将人文奥运理念转化为人文奥运工作战略,丰富了青岛市精神文明建设的生动实践,留下了宝贵的奥运文化遗产。加快城市文明创建、整理奥运文化成果、推动全民健身运动、大力发展志愿服务事业和创意文化产业是发挥后奥运效应的有益借鉴。     

Giving gifts (and then taking them back): identity,reciprocity and symbolic power in the context of Athens 2004

The paper identifies discursive tropes that informed the official Greek rhetoric of the Athens Olympiad. It is argued that in order to understand these tropes, which place emphasis on the Olympics as an aspect of Neohellenic heritage, we must re‐consider the impact the Orientalist movement had on the formation of a distinctively modern Greek identity. The version of Orientalism that informed the Greek rhetoric was based on the Eurocentric belief that Hellas is the cradle of civilisation. The Western conviction that the modern Greeks (or Neohellenes) are not worthy of “their Hellenic heritage” because they are more Oriental than European is coupled with Greece’s economic and political dependency on Western resources. However, in the context of 2004 Greeks contested this power relationship with “the West”, both European and American. The Greek argument was grounded on the equation of Greek‐Hellenic cultural, with Western economic‐political, capital. Tensions characterised the Greek argument: on the one hand, the Olympics were regarded as a relational (universal) value that ought to circulate in an international reciprocal system; hence, their return to their “cradle” was deemed a form of recognition of the Hellenic (and by right of heritage, modern Greek) contribution to human civilisation. On the other hand, Greeks demanded exclusivity in their organisation. This paper follows this debate, maintaining that we can trace its foundational principles in the Greek moral, cosmological, order.     

Guilty without trial: state-sponsored cheating and the 2008 Beijing Olympic women's gymnastics competition

One of the most widely covered news stories during the 2008 Beijing Summer Olympics involved several Chinese female gymnasts who had allegedly falsified their ages and were in fact ineligible for competition because they were underage. Using a news-framing analysis, this study examines how New York Times and Washington Post reporters framed the scandal. I argue that by employing the frames of state-sponsored cheating, assumed guilt, Western fair play and kowtowing, US journalists positioned the controversy as part of a larger ideological metaphor to represent China's refusal to adhere to Western standards, and to explain how this enables the nation to unfairly bypass the United States in the Olympics and in general as a world power. To rectify what they perceive to be a power imbalance, reporters craft a new narrative in which the Chinese gymnasts and, by extension, China itself, are not the victors in the contest for supremacy between East and West. In so doing, journalists evoke, support, and perpetuate the US' historical racialization of the Chinese as a slight, effeminate, deceitful people, thereby assigning these qualities to China as a nation and as a people. While journalists assuage US readers' fears of a future dominated by China, they close off avenues of understanding by positioning the US and China as enemies.

公共部门危机学习动态过程及其系统要素研究

以公共部门为考察对象,采用文献分析与案例分析方法,从系统论角度构建了公共部门危机学习四阶段的持续动态过程模型:预警学习、事中学习、事后反思学习及建立知识库,提出了危机管理过程中以系统学习与知识库建立为主导的学习模式,界定了构成公共部门危机学习系统的四大要素,即组织特征、有效的学习模式、知识管理以及危机学习能力,从而为提高公共部门危机管理能力提供了理论与实践依据。     

科技减灾服务于科技奥运的研究与思考

本文从 2 0 0 8年北京建设“科技奥运”的目标出发 ,利用科技减灾的大安全观集中探讨奥运建设这一庞大系统工程中的防灾减灾及其安全保障问题。文中列举了北京现在的“十大”灾害源 ,并对 2 0 0 8年前后北京城市减灾的最大危险源进行分析 ,进而提出了对北京奥运防灾减灾建设的思路及建议。     

北京奥运会法制危机及其消解

中国成功申办2008年奥运会,给国人带来惊喜的同时也开始对包括体育纠纷救济机制在内的“体育法治”进行清醒的反思。由于奥运会过分依赖国际体育仲裁院的纠纷救济机制,国际奥委会甚至将国际体育仲裁院指定为唯一的体育性纠纷解决机构。这种制度安排必然与中国包括《仲裁法》在内的立法所营造的纠纷救济体制造成冲击。如何协调中国立法与奥运会解纷机制中的仲裁合意性、体育纠纷的可仲裁性、临时措施和保全措施、仲裁裁决国籍以及仲裁裁决的承认与执行等问题,是2008年北京奥运会面临的,也是必须依法消解的法制危机。     

世界竞技体育发展趋势及我国与奥运大国竞技实力的比较研究

采用数理统计、逻辑分析等研究方法对24～27届奥运会成绩进行统计、分析和论证，结果表明：世界竞技体育向多极化方向发展，原有格局已被打破，新的格局正在形成；中国与美、俄等奥运大国的综合竞技实力尚存差距，要成为世界竞技体育第一集团，除保持现有优势项目外，需扩展新的金牌增长点；提高设项较多的两大基础项目、水上项目、影响较大的三大球项目和男子项目的竞技实力是我国挤身竞技体育大国的重要途径。     

National art and Britain made real: the London 2012 Olympics opening ceremony

Danny Boyle's opening ceremony for the London 2012 Olympics presented an extraordinary spectacle to the watching world. This article is about what it said to people in Britain, how it said it and why. By comparing (1) Boyle's version of a new Jerusalem with William Blake's ‘Jerusalem’, and (2) the content of the ceremony with the realisation of Britain in works of art around Blake's time as analysed in Anthony D. Smith's The Nation Made Real, it is possible to see how Boyle reworks old themes and where he breaks new ground. There follow discussions of the ceremony's reception according to polling evidence, its broad-left political message, and the singular character of an event that sparked something akin to a moment of ‘collective effervescence’.
