中国公共服务30年的制度变迁与发展趋势

改革开放30年来中国公共服务制度变迁的特色体现为一个目标、三个转变、四个阶段.梳理30年来我国公共服务制度变迁的历程,总结其阶段性特征、发展脉络与趋势,可为进一步完善公共服务体系,加快服务型政府建设提供经验借鉴.     

浅析社区残疾人公共服务体系的建构与发展

本文分析了社区残疾人公共服务的概念、特点、内容,并提出了残疾人社区公共服务的组织框架。指出社区残疾人公共服务体系是指政府及其公共部门运用公共权力,通过社区这一平台,通过灵活运用多种机制和方式,根据残疾人的需求为残疾人提供服务的过程。而目前我国的社区残疾人公共服务体系应当是一个以街道、乡镇政府为责任主体、以居（村）委会以及基层残疾人组织为依托和实施主体,以商业性服务为补充的社会公共服务体系。     

做好农村外来建设者服务和管理工作的几点思考——以奉化市溪口镇班溪行政村为例

在对奉化市溪口镇班溪行政村的外来建设者的基本情况进行全面深入调研的基础上,分析了外来建设者的管理和服务工作情况、存在的主要问题和原因,提出了简化程序、健全网络、深化内涵、整合信息,在提高“四种功夫”上做好工作的对策和措施。     

Reliability Evaluation of a Multi-state Network with Multiple Sinks under Individual Accuracy Rate Constraint

From the viewpoint of service level agreements (SLAs), Internet service providers and customers are gradually focusing on transmission accuracy. The Internet service provider should provide the specific bandwidth and individual accuracy rate requirement by their SLAs to each customer. This paper mainly evaluates the system reliability that a stochastic computer network can fulfill all requirements at all sinks. An efficient algorithm is proposed to generate the lower boundary points, minimal capacity vectors satisfying the demand and accuracy rate requirement for all sinks. The system reliability can be computed in terms of such points by applying recursive sum of disjoint products.

＂服务群众＂是中国共产党性质和宗旨的题中之义,在新时期加强农村基层党组织的＂服务群众＂功能意义重大。农村基层党组织＂服务群众＂功能的内容主要包括政策法律服务,思想文化服务,资源环境服务,人才培养服务等。当前,完善农村基层党组织的服务功能,关键是完善制度机制建设,着重构建联系群众机制、宣传机制、服务激励机制、服务反馈机制和人才培养机制。     

麻风康复社区长者综合服务模式及介入策略——来自三个麻风康复社区的行动研究

文章运用行动研究法和个案研究法,对三个麻风康复社区现状和问题进行评估,收集资料,制定服务计划,实施计划,评估计划;整合社会工作各种方法和资源,从个人、群体、社区三个层面进行介入行动及分析,以此研究长者综合服务模式的可行性和科学性,从而促进麻风康复社区和谐发展。     

国内社会工作专业实践教学引入服务学习的思考

目前国内社会工作专业实践教学面临着独特的本土化处境,在国外及我国港台地区适用的社会工作专业学生到社会工作专业机构参加实践的教学模式在国内基本上无法照搬使用。由于我国社会工作的发展属教育先导型,国内社会工作实践教学与服务学习具有高度的契合性,可引入服务学习,增强实践教学实效,为此需要创造相应的条件。

假冒注册商标罪的客体是注册商标专用权和注册商标的使用管理制度。与WTO规则相适应是2 0 0 1年 10月 2 7日修订商标法的重要任务 ,作为法定犯的假冒注册商标罪也随之有所变化 ,其侵害的对象应包括服务商标 ;我国应该扩大假冒注册商标罪的对象范围 ,将假冒注册证明商标行为规定为犯罪 ,并给予驰名商标特殊的刑法保护。     

La tournée des facteurs Normes gestionnaires, régulation collective et stratégies d’activité

The work of mailmen is mainly defined by the delivery routes to which they are assigned. Since this special organization of work grants them broad autonomy, the processes for delimiting, defining, and conducting routes must be analyzed by taking into account observations from three levels. The first one focuses on the French Post Office’s managerial standards, which, though increasingly determined by objectives for making a profit, have little impact on mail deliverers’ activities. The second centers around this occupational group’s own regulations, which stem from a hierarchy based on seniority and control over mail delivery and routes. The third level of observation takes into view the strategies for delivering mail that postmen adopt on their routes. These strategies reflect different relations to managerial objectives and to customers; and they reveal contrasting conceptions of the job of delivering mail. Emphasis is laid on the fact that the situations for working at lower levels in the service sector cannot be separated from the factors defining and organizing these situations.
