借鉴美国经验,促进广州大数据产业发展

基于海量数据资源的挖掘和应用催生的大数据产业,是新一代信息领域的重点产业及大数据时代的基础支撑产业,是全球下一个发展创新、角力竞争、提高生产力的战略性产业。目前,国内外大数据产业标准和产业格局尚未形成,这是广州促进大数据产业跨越发展的难得机会。广州应借鉴美国等发达国家经验,把握大数据时代到来的机遇,高度重视和超前谋划,整合资源合力加快广州大数据产业跨越发展,抢占战略性新兴产业发展的制高点。     

现阶段全球经济失衡与中国的作用

现阶段全球经济失衡并非临时性失衡,而是全球经济结构调整与国际分工格局长期演变的必然结果;同时,由于其得到美国与东亚之间贸易—资金双重循环的支撑,具有长期性与持续性。在这一双重循环中,中国作为部分生产过程的最终聚合地和资金循环的重要中介,发挥着关键作用。在短期内,由于美国“市场提供者”的地位难以改变,发达国家私人资本对顺差国的产业转移以及“美元体制”的存在,全球经济失衡可以维持,不致造成严重的破坏性后果。正因为如此,相关政策调整不能仅限于中美之间,需要在全球贸易与金融领域中展开多边磋商与协调。     

A New Kuznetsian Dynamic: The Knowledge Economy and Income Inequality in the United States, 1917–2008

The rise of the knowledge economy resulted in higher levels of income inequality in the United States and forced many to question the Kuznets Inverted‐U hypothesis. However, this study argues that the establishment of a knowledge economy does not negate the importance of employment shifts for income inequality. Instead, the expansion of knowledge employment alters the major sectors that are responsible for the overall distribution of income. To this end, this article presents the key argument that the current service–knowledge transition impacts income inequality trends, of today, in a way that is similar to the agricultural–industrial transition, of the past. According to the autoregressive conditional heteroskedasticity regressions, the agricultural–industrial transition returns stronger associations with income inequality in the United States before 1950. The agricultural–industrial transition's impact diminishes thereafter as the service–knowledge transition shares a more robust association with income inequality after 1980.     

援苏抗德与丘吉尔的现实主义外交

Immigrants,Refugees and Asylum Seekers

Abstract

This article reviews policies and services related to immigrants, refugees and asylum seekers in the U.S. Definitions of immigration categories are provided to clarify the context in which services operate. Particular attention is given to issues that are unique to populations of the Southwest. Historical information on this region is offered; immigration trends and recent statistics are presented. The article is based on published data; field interviews with personnel in selected immigrant and refugee serving social agencies are used to compliment the literature. The authors highlight the social consequences of the global phenomenon of migration, whether motivated by economic or political realities. Recommendations for those who serve immigrants, refugees and asylum seekers are offered.     

“9·11”事件后美国与印度尼西亚军事关系的正常化

冷战时期，美国与印度尼西亚在大部分时间里保持着密切的军事关系。1991年帝力事件后，美国政府行政部门在国会的压力下中止了对印度尼西亚的军事援助。1999年8月东帝汶公投独立后，印度尼西亚军方及其支持的民兵对东帝汶进行了攻击，美国国会对两国军事关系进一步作出限制，两国军事关系跌入低谷。“9·11”事件后，随着亚太地区安全形势及力量平衡的微妙变化，美国政府行政部门积极推动恢复两国的军事关系，在印度尼西亚有巨大利益的美国大公司和印度尼西亚政府也都积极游说美国政府行政部门和国会。这些因素促使两国军事关系实现了正常化，美国全面恢复了对印度尼西亚的军事援助。     

Language,Identity and Empowerment

Abstract

This article addresses the relationship between language and identity and language and power. Language is viewed as an important vehicle through which empowerment can occur in society and through which social workers can contribute to the empowerment of dual language individuals and communities. Language suppression is viewed through the framework of bilinguaphobia, a term coined by Faltis and Coulter in 2004. Because of the long and unique history of Spanish in Southwestern communities, the authors suggest that true empowerment must overcome the prevalent discourse of fear of bilingualism. This article suggests that the present status and identity of Latinos in the Southwestern United States would be enhanced and affirmed by the healthy co-existence of two tongues and two cultural frameworks and that social workers should recognize and advocate for the power of bilingual discourses.     

Serials Clutter in Online Catalogs

Abstract

Finding and deciphering serials records in online catalogs is a challenge to many library users. To understand and analyze these challenges, the author conducted searches for scientific journal titles in the online catalogs of Committee on Institutional Cooperation (CIC) libraries. The first part of the study measures the difficulty of retrieving serial records from online catalogs comparing one-word versus multiple-word titles. The second part analyzes displays for complexity by measuring the length of the complete record and the length of the holdings statements. These data show the complexity of displays and indicate the potential confusion that these displays may induce in library users.     

The role of market-oriented relations in public relations: The differing perspectives of managers and practitioners in the U.S. and Taiwan

This study explored the role of market-oriented public relations. The study involved two surveys; one explored the perspectives of business managers and another of the perspectives of public relations practitioners, and compared their views concerning market-oriented and non-market-oriented relations. While business managers and public relations practitioners of non-market-oriented relations valued the contribution of market-oriented public relations to organizational effectiveness in terms of revenue generation and cost reduction, practitioners of market-oriented public relations ascribed their contribution to organizational effectiveness in terms of media publicity and exposure. This paper concludes with a discussion of practical applications and theoretical implications.
