进城农民工的弱势地位分析

随着构建社会主义和谐社会目标的提出,城市弱势群体问题开始得到人们越来越多的关注。在这个群体中,进城农民工的弱势状况引起了人们更多的思考,因为,无论是在数量上,还是在弱势化的程度上,他们都已经成为城市弱势群体的主体。这个群体是怎样产生的;其弱势化的程度如何;造成其弱势的原因是什么;针对这种程度和原因,我们对其弱势状况又应做出怎样的判断,这是本文所要回答的问题。     

南方习俗与边疆民族文化产业的整合

文化产业是人类通过各种文化活动,借助文化基因,获取经济效益,满足人们的物质和精神需要的一种行为和举动。这些文化基因又比较集中地体现于不同地域、不同民族多姿多彩的习俗文化。通过它,可以使人类获得高标准、高层次的享受。边疆地区文化产业发展的目标是根据本土、本民族的特点,选择好自己的项目和类别,把握文化产业的运作工序,获取较大的经济效益,促进边疆地区经济的繁荣和发展,推动民族地区的四化建设。     

Examining the Gray Zones in Guardianship and Involuntary Protective Services Laws

ABSTRACT

Multidisciplinary focus groups were convened in three geographically diverse areas of Ohio to compare the application of guardianship and adult protective services interventions in the lives of vulnerable adults. The results suggest that there is general agreement in understanding the concepts of “incapacity” and “incompetence.” Professional differences in value orientation were found that may affect how these concepts are applied in given cases. Regional differences in modes of assessment, resource availability, and intervention style were found. A decision-making grid is presented to assist in the examination when one or both forms of involuntary intervention are appropriate.     

Nordic social workers' assessments of child welfare problems and interventions: a common model in child welfare?

In international comparison, the Nordic countries are characterised by similar policy goals and institutional contexts in child welfare. But is it also possible to talk about a common Nordic model in child welfare at the level of social work practices? And if so, to what extent do the results match the ideal model of ‘preventive and family service oriented Nordic child welfare’? This article investigates similarities and variations in Nordic social workers' assessments concerning child welfare problems and possible interventions by using vignettes and focus group interviews in case studies in four capital areas: Copenhagen, Helsinki, Oslo and Stockholm. The results seem to confirm the assumption of a preventive and family service oriented Nordic child welfare system regarding social work practices with smaller children, but not when adolescents are concerned.     

共生思想与包容性社会政策体系的构建

近年来,伴随着"包容性发展"概念的提出及流行,学界开始尝试将这种包容性理念转化为一系列政策措施,形成所谓"包容性社会政策体系"。在此过程中值得注意的是,对于包括中国在内的发展中国家而言,任何包容性社会政策体系的构建,除了学习借鉴欧美发达国家的相关理论和经验模式外,还必须努力寻找一定的本土思想文化体系作为支撑,必须得到包括政策制定者和政策作用对象在内的整个社会成员的认同,否则其政策将因缺少本土文化思想的内在支持而处于无根境地。     

对民族地区城市社区建设的思考

城市社区基层政权的建设,已成为新时期民族地区城市社会经济、政治、文化发展的中心任务之一,本文通过对构建合理有序的城市社区结构、给城市居民提供完善的城市基础设施、营造社区建设良好的软环境、建立高效的城市社区组织队伍、创建社区服务评价体系等七个方面的思考,全面地梳理了民族地区城市社区建设的思路,指出了当前城市社区建设在民族地区城市化战略中的重要意义。     

国外对弱势就业群体的研究及其政策启示

基于对国外弱势就业群体理论及其政策支持情况分析,认为发达国家主要从提高弱势就业者的就业能力、拓宽社会对弱势就业者的需求量、采取特别措施和相关法律程序保障弱势就业者实现充分就业等方面促进这一群体就业。这些积极的治理措施在一定程度上缓解了弱势就业群体的就业矛盾,有利于社会稳定,对我国解决弱势就业群体问题也有积极的政策启示作用。     

Effects of a Solution-Focused Mutual Aid Group for Hispanic Children of Incarcerated Parents

Children of incarcerated parents are five to six times more likely to go to prison than their peers (Johnston, 1995). Yet, there is a lacuna in the literature that examines the effectiveness of interventions for children with an incarcerated family member. The purpose of the present study is to describe a solution-focused, mutual aid group intervention and to examine the effects of the group on the self-esteem of elementary-age Hispanic children of incarcerated parents when compared to a no-treatment comparison group. Implications for social work practice and research with this vulnerable population are addressed.     

中国"小组"政治组织模式分析

小组,是广泛存在于中国各级党政机关中以议事协调机构和临时机构名义存在的一种特殊组织模式。基于制度层面的静态分析,影响小组产生并长期存在的因素,主要包括政府横向间机构设置的小部门结构、政府纵向间职责配置的职责同构格局等结构性因素,单任务—泛职能的功能性因素,分管型副职模式的制度性因素;其类型包括:根据存在时限可划分为常设型、阶段型、短期型,根据权属关系可划分为职责同构型、权责自属型。基于技术层面的动态分析,小组的中轴依附的组织结构特点,虚实结合的存在方式,倍量增减的运行过程,这三个要素共同构筑了小组独具特色的运转系统。
