AbstractThis article examines the impact of the latest wave of the social acceleration of time on the capacity for long-term strategic planning within contemporary global justice movements. Drawing upon the interdisciplinary body of literature on time and temporality, the article begins by delineating the changes to the future time perspective wrought by the shift from the modern ‘age of progress’ ruled by ‘clock time', to a global ‘network society’ characterized by speed, risk, and uncertainty. In the second, substantive part, the article draws upon several dozen semi-structured interviews with social activists in order to shed light upon the challenges to contemporary social justice movements posed by the pervasive sense of precarity and futurelessness associated with life in high-speed, global risk society. 相似文献

Information and communication technologies (ICTs) hold enormous promise for development efforts in developing countries. However, the potential of ICTs remains untapped for reasons that are largely unknown in sub-Saharan Africa (SSA). This region has the lowest level of ICT penetration in the world. The need to understand impediments to ICT performance are therefore most urgent in this region. This paper seeks to address this need by identifying factors that inhibit the functionality of ICT as a tool for improving urban management. It analyzes two cities in the region, namely Douala and Yaounde, respectively Cameroon’s economic/cultural and politico-administrative capitals. The following three factors are shown to impede the functioning of ICT devices, hence urban management in these cities: colonial racial segregation policies, the colonial legacy of land use compartmentalization and the lack of unambiguous physical addresses for structures in the built environment. It is suggested that concerned authorities institute the following measures. 1] Establish an unambiguous addressing system reposed on the municipal governance structure and the country’s vehicle matriculation taxonomy. 2] Actively promote ICT as an element of national development. There is a broad consensus that the corporate sector has an active role in facilitating community development through corporate-community investment. However, there remains uncertainty as to how much the sector should invest without taking on responsibilities and influencing decisions which are traditionally within the realm of the state. This paper explores the contemporary role of mining companies in regional governance through a case study of housing and residential land use planning and supply within the Bowen Basin coal mining and coal seam gas extraction region in Queensland, Australia. Mining companies were found to have a broad role in planning and development with far-reaching implications for land use and the wider regional community. These arrangements have emerged in response to corporate sensibilities, some recent policy requirements and most importantly, in pragmatic response to the institutional void apparent in many regional communities. In the absence of an effective regional framework with a clear and defined role for governments and corporations, powerful corporate interests risk effectively ‘capturing’ the regional development agenda within a framework that works on short-term paternalism rather than long-term regional partnerships. This also has implications for the efficiency of governance. Stronger institutional arrangements need to be developed to strengthen the capacity of the state to oversee these relationships. Regional governance and planning theory also needs to address this deficit. 相似文献

A noted feature of many less developed societies is that marital partnershardly discuss reproductive issues with the result that decisions on theseissues are usually taken by men and their kinsmen. Because of lack ofspousal communication, negotiation for individual reproductive preferenceshas been limited. Thus, the reproductive preferences of men who desirelarger family sizes and oppose contraceptive use have usually been foundto prevail. The need to encourage husband-wife communication aboutreproductive issues cannot be overemphasized. The present study examinesthe level of spousal communication and its impact on contraceptive useamong Yoruba couples in southwest Nigeria. Data for the study are obtainedfrom a survey on the Role of Men in Family Planning conducted in one of thestates inhabited by the Yoruba of Nigeria – Ondo. The sample for this study consists of 381 monogamously married couples. Multivariate analyses were used to determine the impact of background variables on dependent variables. The study shows that fairly high percentages of men and women perceive that decisions on reproductive issues are taken jointly by both partners. The significantly high proportion of women who perceive that they participate in decision making is particularly worth noting and is an indication that women's voices are heard in the study society. Although the impact decreases on controlling for other variables, spousal communication was found to affect contraceptive use: contraceptive is higher among marital partners who discuss and take joint decisions on contraception. The study also reveals that family planning counseling has a significant impact on contraceptive use. 相似文献

In this paper, we present an aggregate production planning (APP) model applied to a Portuguese firm that produces construction materials. A multiple criteria mixed integer linear programming (MCMILP) model is developed with the following performance criteria: (1) maximize profit, (2) minimize late orders, and (3) minimize work force level changes. It includes certain operational features such as partial inflexibility of the work force, legal restrictions on workload, work force size (workers to be hired and downsized), workers in training, and production and inventory capacity. The purpose is to determine the number of workers for each worker type, the number of overtime hours, the inventory level for each product category, and the level of subcontracting in order to meet the forecasted demand for a planning period of 12 months. Additionally, a decision support system (DSS) based on the MCMILP model is proposed. It will help practitioners find the “best” solution for an APP problem without having to familiarize themselves with the mathematical complexities associated with the model. Based on the example of Metropolitan Cork, this paper looks at strands of planning thinking as they apply to the city-region: economic and political arguments about the scale of a city; landscape arguments about identity and place; spatial arguments about urban form and environmentally grounded arguments about nature, ecology and the city. Bringing together the different theoretical contexts and disciplinary frameworks of these interrelated approaches and relating them both to the often contradictory principles of sustainable development and to the challenge of achieving appropriate systems of governance at this scale, it explores an initial argument for how holistic and mutually reinforcing approaches to the spatial resilience of a city region might re-emerge. 相似文献

In spite of continued efforts, India is still lagging behind in achieving its MDG goals. The objectives of this study were to identify stake-holders who have a role to play in childhood diarrhea management, to identify gaps in childhood diarrhea management and to propose strategic options for relieving these gaps. Bottleneck analysis exercise was carried out based on the Tanahashi model in six High Priority Districts (HPDs) of Gujarat in period between July–November 2013. The major bottlenecks identified for Childhood Diarrhea management were poor demand generation, unsafe drinking water, poor access to improved sanitation facility and lack of equitable distribution and replenishment mechanisms for Oral Rehydration Solution (ORS) packets and Zinc tablets till the front-line worker level. The main strategic options that were suggested for relieving these bottlenecks were Zinc-ORS roll out in scale-up districts, develop Information Education Communication/Behaviour Change Communication (IEC/BCC) plan for childhood diarrhea management at state/district level, use of Drug Logistics Information Management System (DLIMS) software for supply chain management of Zinc-ORS, strengthening of chlorination activity at household level, monitoring implementation of Nirmal Bharat Abhiyaan (NBA) for constructing improved sanitation facilities at household level and to develop an IEC/BCC plan for hygiene promotion and usage of sanitary latrines. Use of Zinc tablets need to be intensified through an effective scale-up. Adequate demand generation activity is needed. There is need to address safe drinking water and improved sanitation measures at household levels. Multi-sectoral engagements and ownership of Zinc-ORS program is the need of the hour. 相似文献

We develop a new model for the correct accounting of customs duties levied on a product. We examine inward and outward processing – that is, processed components can be either imported or produced in a foreign country – in the strategic planning of a global production network. This complex modeling problem is structured with path variables, and the duty drawbacks can be simultaneously and correctly entered for n production stages in m market regions (with corresponding duty regions) for all products with a maximum n-level bill of materials. We present a case study from the automotive industry to examine whether or not the possibility of future duty rate changes or free trade agreements, such as one between the United States and the European Union, could affect the design of a production network and hence should be considered in strategic planning. We show that correctly accounting for duty drawbacks can lead to changes in the global footprint of production. We also demonstrate that intercontinental trade barriers (in the form of duties) diminish working capital and entail longer delivery routes. Eliminating these political trade barriers could increase the returns to capital while reducing both delivery lead times and environmental costs. 相似文献
