清代道咸年间的边疆史地学研究 ,在继承前人的基础上 ,特别是在内忧外患与时势的激荡下 ,表现出了前所未有的发展新趋势和新特征。在这一时期 ,中俄边疆史地研究兴起 ;西北边疆史地学空前兴盛 ,并且与蒙元史研究相并发展 ;边疆史地研究中有明显的经世致用目的 ,方法上注重文献考辨与实地考察相结合。并且 ,此一时期边疆史地研究呈现出的空前的忧患意识和世界性意识 ,具有鲜明的时代特征     

Social Welfare Reform Since the 1997 Economic Crisis in Korea: Achievement, Limits, and Future Prospects

Social welfare reform has been implemented in Korea since the 1997 financial crisis. A dominant concern of the reform was on equality and social solidarity. A major means to this end was establishing universalistic social insurance programs like those in developed welfare states. The reform efforts produced some positive results but were not greatly successful. Income polarization and the deteriorating economic status of low-income families have become big social issues. Many low-income families have not gained many benefits from the reformed social security system. The rapid aging of the population is creating an exploding demand for social spending, risking the fiscal sustainability of major social insurance programs. The reform experience suggests that a social welfare system based on western-style universal social insurance may be too expensive to sustain and not very effective in protecting disadvantaged families in Korea. More attention is being paid to expenditure control and efficiency. Social insurance programs may need to be leaner than those in traditional welfare states. Targeted programs, such as the "making work pay" policy, are likely to be expanded more broadly to low-income families. The future of the Korean welfare state may hinge on successful employment support for working families and extensive investment in their human capital.     

非法吸收公众存款罪的司法认定———从神木县民间借贷危机谈起简

随着去年煤炭价格一路走低,资金链断裂,陕西省神木县爆发了民间借贷危机。危机爆发之后,与此相关的一些犯罪行为浮出水面。由于非法吸收公众存款罪的外延过于模糊和宽泛,导致实践中容易扩大犯罪圈,冲击民间融资的正常和健康发展。因此,只有牢牢抓住该罪的行为特征、后果及主观方面等构成要件,给非法吸收公众存款罪准确定性,才能正确适用刑法,也才能在尽可能的范围内给民间融资一个宽松的生存空间。     

美国次贷危机对中国保障性住房制度建设的启示

城市低收入人群的住房问题是一个世界性难题。以美国为代表一些西方国家实行了以市场为主导的政策,取得了明显的成绩,但次贷危机深刻地揭示了企图完全依靠市场化的手段来解决低收入居民的住房问题也存在很大的风险。文章梳理了美国低收入人群住房保障的具体措施以及次贷危机对中国制定住房保障措施带来的新思考。中国政府在保障性住房制度设计上至少应该采取以下的措施:政府提供足够的具备公共配套设施的居住用地、相应的土地使用权、建筑材料,给予经济和技术支持;提供足够的就业机会和收入以保障住房市场并建立相应的制度,加强监管;由政府、社会组织或居民分层次主导不同类型的房屋建设、扩建、改造和环境维护。

This is an autobiographical story in which Charles Feldman grows up absurd, wants to be a hippie, is briefly involved in a socialist organization, comes down with schizophrenia, doesn't realize at first that he has an illness, suffers at the hands of an incompetent psychiatrist, gets better treatment with new providers, comes to terms with the illness, advocates on behalf of people living with mental illness, and resolves his existential identity crisis by finding a spiritual home in the Vedanta movement, which provides the culmination of his recovery.     

It Takes a Community: Older Lesbians Meeting Social and Care Needs

Although specialized formal services are becoming more prevalent in addressing the needs of the older LGBT community, little is known about informal groups that have organized to meet the needs of this population. This article presents two case examples that depict the efforts of older lesbians to meet the social and care needs of members of their communities. The concept of psychological contracting is used to analyze these experiences, and combined with a review of the literature, practice implications for care and support for this special population are discussed.     

CRITICAL EXPLORATIONS OF GENDER AND THE CARIBBEAN: TAKING IT INTO THE TWENTY-FIRST CENTURY

ABSTRACT

In the years after the Greek Junta, activists who had been involved in anti-dictatorship movements abroad returned as the country’s new pool of left-leaning, well-educated political actors. Drawing on interviews with former activists and borrowing from recent developments in cultural sociology, I analyse these returns as political projects fraught with moral conundrums. I argue that the contemporary crisis structure accounts of returns by placing speakers within what Boltanski and Thévenot call a ‘situation subject to the imperative of justification’. I make two arguments regarding the critiques and valuations used in accounts: First, the idealized political subject put forward by former activists promotes withdrawal over participation and silence over speech. Second, failure is valorized as a principled mode of self-exoneration. This article further demonstrates the importance of theorizing return migration within an ethnographic treatment of the present.     

Chapter 14. Older Lesbian and Gay Caregivers

SUMMARY

This chapter will explore the experiences of older lesbian and gay men caregivers by examining the socio-historical times in which they have lived, the impact of a lifetime of adverse societal messages about homosexuality, family rejection, and internalized homophobia, as well as their development of resiliency and psychological well-being. Once the contextual issues have been identified, the research on older lesbian and gay caregivers for families of origin and families of choice will be explored.     

Chapter 16. Community Caregiving Partnerships in Aging

SUMMARY

Although greater numbers of families are providing support to older adults, a lack of comprehensive programming in resource allocation continues to exist at the social policy level. This chapter explores how community caregiving partnerships may contribute to a solution.
