Although some attempts are being made to increase children's participation in Norwegian child protection cases, much needs to be done in order to comply with the participation principle in the United Nations Convention on the Rights of the Child. This paper reports on a study of factors that are likely to predict if social workers will attempt to give children an effective voice in decision making processes. 53 child protection case managers and 33 social work students participated in a questionnaire survey in which they were asked to agree or disagree with 20 statements about child participation. Statistical factor analysis was used in order to identify underlying factors in the dataset. The results suggest three main reasons for children not being allowed to participate: communication difficulties (communication factor); because child participation was not deemed necessary (participation advocacy factor); or that participation was considered inappropriate because it might be harmful (protectionism factor). This research suggests that, if we are to improve participation within the child protection system, formal regulations and guidelines need to be accompanied by a greater attention to development of social work skills in working with children through participatory processes. This review summarises the research literature on children’s and parents’ involvement in social work decision making, which is regarded, in policy terms, as increasingly important. In practice, however, it tends to be messy, difficult and compromised. Different individuals or groups may have different understandings of participation and related concepts, while differences of age and disability also mediate effective user engagement. The literature highlights common themes in effective participatory practice with both children and their parents. Central to this are the establishment of relationships of trust and respect, clear communication and information and appropriate support to participate.  相似文献

This article details an evaluation of a research project based on participatory research methods organized by the Swedish Disability Federation from 2008 to 2011. In Sweden there has been a lack of productive dialogue with the traditional academic world and the question was raised whether proposals for future research would be different if disabled people formulated them. Nine idea-circles with disabled participants and invited researchers from fields of interest close to the participants produced ideas, developed out of the life experience of being a disabled person. These ideas were developed into 72 research drafts that often reflected key advocacy areas, rather than operationalized research issues. The adjustment from the familiar discourse of political struggle to discussion of research was a complicated process for many. When asked to prioritize among areas for research, the representatives from the disability movement chose areas that are not stressed in mainstream disability research in Sweden.  相似文献

In this paper we argue that human rights approaches for intellectually disabled people have failed to recognise the complexity of rights claims made by and on behalf of this group. Drawing on a research project into discourses of education for intellectually disabled people in the Eastern Cape, South Africa we discern three rights discourses; namely, rights to full participation, rights to special services and rights to protection. These draw off a social model, a medical model and a protective model, respectively. We note that these discourses may be set up in contestation with each other. However, we argue that they can be seen as complementary if viewed within an ethics of care that enables participation. Within this conceptualisation, participation is viewed within relations of care but is subject to a critique that examines the role of context and disciplinary power in constructing dependency.  相似文献

The article introduces four case studies from Wales, France and Finland and explores the situated, intergenerational and dynamic nature of collective participation in child welfare settings. Collective participation is conceived of as a process of engagement in which children and young people have some influence over the initiation or direction of a project; and as seeking a product, or outcome. The case studies represent a range of forms of collective engagement and highlight some key resources which supported children's participation (communicative spaces, time, money, knowledge, social position, attitudes, social networks, institutional commitment, equipment, food and transport). Challenges encountered in achieving effective participation in different nations within Europe are also identified, related to generation barriers and the distribution of resources. These elements are used to construct a lattice of participation: a model for conceptualising children and young people's collective engagement in participatory projects. The model provides a tool for visualising how, at different stages of a project, actors (children, young facilitators, adults and institutions) exercise influence by directing the use of different resources, such as finance and time. It invites reflection on why influence is limited in some stages of a participatory project, and how it is supported in other stages.  相似文献

Retirement is a complex life transition. Women’s retirement, like their work lives, may be further complicated, for example, by family or financial obligations; they may feel forced to retire or to continue working or feel they have the choice to do so. This study examines the role of voluntary versus involuntary retirement or continued work participation among retirement-age women; specifically, the relationships between choice, work status, and well-being. Compared to women forced to retire, women who chose retirement or continuing to work had higher levels of life satisfaction. Findings highlight the importance of examining retirement within the life course context.  相似文献

The paper explores the degree to which Indigenous groups perceive that resource management plans they develop are able to help deliver outcomes they seek through formal planning systems. It does this by a case study of practice in Aotearoa New Zealand. Some Indigenous groups are concerned they are being encouraged to devote considerable effort to production of major planning documents for use in interaction with environmental agencies, yet in practice, such plans can appear to have a limited role in bringing about desired change or affecting wider planning processes. As a decentralised virtual community, Anonymous has been characterised by its oppositional tendencies. Helped by a collective persona and horizontal management structure, Anonymous has facilitated a myriad of differentiated agenda. However, we can observe a distinct change in its participatory form over time. So, while Anonymous, more broadly, functions as a virtual community, its means of engagement has shifted from a social movement to a decentralised cell network. 建设社会主义新农村,是我们党从国家发展的全局出发确定的一项重大历史任务。随着社会主义新农村建设的进行,我国农民的政治参与出现了许多不规范的形式,诸如行贿活动、越级上访、黑恶势力的渗透与干预等,在一定程度上妨碍了新农村建设。因此,分析农民非制度化政治参与的现状和原因,寻求解决目前我国农民大量非制度化政治参与问题的措施,逐步将农民的政治参与引入制度化的轨道就显得尤为重要。  相似文献
