It is common to understand the governing of rural space as the outcome of a conflict between some romantic protectors of a lost past on the one hand, and the people who worry about creating economic values on the other. However, the power to shape the rural should not only be searched for in the open struggle between protectors and developers, but also should be analysed at the level of discourse, in the play between discourses about how to deal with the rural. In this paper I therefore present a modernist discourse and demonstrate how taken-for-granted truths about the rural – its history, its present and its future – are made possible by this discourse. Secondly, I will reveal how rurality takes on a different meaning in an alternative to the modernist discourse, emphasizing local and regional autonomy. In demonstrating that rurality is contingent upon a play between these two discourses, I want to provide some new insights into an important force behind the persistence of ideas about rurality in Norway.  相似文献

This study focuses on parental involvement in Sámi schools when developing a culturally sensitive school curriculum. The research recognizes a number of competing and complementary interests that play a role when constructing structures and policies in curriculum development. Two Sámi schools in Sweden with 115 pupils, their parents and 27 teachers were included in a longitudinal three‐year study. Interviews, school visits, videotapes and document analysis were used to gather information. The results indicate the invisible existence of culture‐based school practice and curriculum texts. The lack of contact among homes, schools and community culture was obvious. Parents and teachers expressed an interest in developing a culture‐based local curriculum through a process of reflecting on and creating an education incorporating the past, the present and the future. The study showed that parents, pupils and teachers experienced increased awareness in culture‐based schoolwork. The study pointed to a desire for cooperation between home and school in the development of a culture‐based school curriculum and a school practice supported by a culturally responsible teacher.  相似文献

Persistent simplistic binary discourses of young people’s citizenship portray them either as civically deficit and disengaged citizens or the creators of new democratic modes and approaches. This paper draws on field research with two groups of young people in Australia to better recognise the nuance of young people’s experiences of citizenship, power and influence. The study investigated the extent to which different groups of young people believe that they have the power to influence society; the ways in which they seek this influence; the current barriers to their influence; and what would enable them to have greater influence. Our analysis in this paper draws on Lukes’ concepts of power [2005. Power: A Radical View. 2nd ed. London: Palgrave Macmillan] and Arvanitakis’ framework of citizenship engagement and empowerment [in Arvanitakis, J., and E. Sidoti. 2011. “The Politics of Change: Where to for Young People and Politics.” In Their Own Hands: Can Young People Change Australia?, edited by L. Walsh and R. Black, 11–20. Melbourne: ACER Press], but also builds on an emerging scholarship concerned with the geographic dimensions of young people’s citizenship engagement and action, as well as with the affective, relational and temporal dimensions of this engagement and action. Our findings suggest that power works in different ways to both constrain and liberate young people as citizens – sometimes at the same time. The paper concludes with an argument for the continuing need to understand young people’s lived and located experiences of engagement, power and influence in more nuanced and sophisticated ways. This includes reframing the discussion about young people’s experiences in terms of the nature of their democratic engagement and action rather than simply their citizenship.  相似文献

The importance of good governance is praised by many academics and practitioners. The prominence of the subject suggests that measurement is important. However, setting out to measure the quality of governance empirically is controversial. Doubts regarding the feasibility and meaningfulness of this undertaking are widespread in the literature. Recognizing the potential caveats, the current article discusses a set of guidelines for structuring a theoretically sound local governance assessment tool based on the Decision Analysis and Operational Research literatures. The authors argue that using a multi-criteria model which employs several objective (quantitative and qualitative) indicators and relies on a participatory method to aggregate them is a suitable way of developing sensible Local Governance Indicators. The purpose here is to provide a detailed roadmap for any country (or region, or locality) willing to engage in the assessment of the quality of local governance. The real-world implementation of a model developed according to these guidelines could help raise awareness, promote good practices and increase the ‘governance literacy’ of citizens. By operationalizing good governance, analysts may also be able to further investigate the relationships between local governance practices and several socio-economic factors.  相似文献

ABSTRACT

With reference to the 2014 Umbrella Movement and Hong Kong’s uncertain fate come 2047, I ask how one un-imagines the cultural future of inhabiting the locality. As people take prompts from the present predicament to cope with real possibilities about the future, they realize that a strong embodiment of local consciousness permeates the sociocultural space. I discuss how such engagement takes place through cinematic experience, and examine tactics of the spectator’s critique centring around the erosion of hope at the core of everyday, intellectual and affective imagination. I trace the ways in which postcolonial subjects engage with hope and with the shock of hopelessness in a lived social imaginary. Examining in detail three differently representative recent films, namely, The Midnight After (2014. Dir. Fruit Chan, The Midnight After Film and One Ninety Films), Overheard 3 (2014. Dir. Alex Mak and Felix Chong, Sil-Metropole, Bona Film and Pop Movies) and Ten Years (2015. Dir. K. L. Ng (‘Local Egg’, Boon-deh dan), J. Au (‘Dialect’, Fong-yin), K. Chow (‘Self-Immolator’, Jee-fun jeh), F. P. Wong (‘Season of the End’, Dong sim), and Z. Kwok (‘Extras’, Fau gua), Ten Years Studio), I depict the modes in popular imagination that invoke people’s engagement with the ‘local’, albeit in its affective state. Accordingly, in the context of ‘externalized’ social realities, I identify three interlocking modes of cultural engagement, which I characterize as figurative, performative and prefigurative, respectively. In their ‘future’ imaginary, I look for ordinary people’s ways to face the absurdity of the status quo and the performativity of local struggles with the self.  相似文献

Different from the majority of past research on gender gaps in political officeholding, we adopt an intersectionality framework and move beyond traditional individual factors to explore what implications certain elements in the political opportunity structure may have for women and men of color elected officials serving in county, municipal, and local school board offices. We argue that structural and contextual factors, such as type of institutions, election systems, and jurisdictional racial makeup, may influence the calculations women of color make concerning the accessibility of elective office. Using data from the Gender and Multiracial Leadership (GMCL) project, we find county offices to be the least, and seats on school boards the most, accessible to women of color. Of the types of electoral arrangements, we find multimember districts (MMD) to be the most significant variable predicting the likelihood of women of color in office. Although both Black and Latina women benefit from having a significant share of coethnics or nonwhites in jurisdictions, the two groups of women have an opposite relationship to their racial constituent makeup than that held by their male counterparts.  相似文献

Partially linear models (PLMs) are an important tool in modelling economic and biometric data and are considered as a flexible generalization of the linear model by including a nonparametric component of some covariate into the linear predictor. Usually, the error component is assumed to follow a normal distribution. However, the theory and application (through simulation or experimentation) often generate a great amount of data sets that are skewed. The objective of this paper is to extend the PLMs allowing the errors to follow a skew-normal distribution [A. Azzalini, A class of distributions which includes the normal ones, Scand. J. Statist. 12 (1985), pp. 171–178], increasing the flexibility of the model. In particular, we develop the expectation-maximization (EM) algorithm for linear regression models and diagnostic analysis via local influence as well as generalized leverage, following [H. Zhu and S. Lee, Local influence for incomplete-data models, J. R. Stat. Soc. Ser. B 63 (2001), pp. 111–126]. A simulation study is also conducted to evaluate the efficiency of the EM algorithm. Finally, a suitable transformation is applied in a data set on ragweed pollen concentration in order to fit PLMs under asymmetric distributions. An illustrative comparison is performed between normal and skew-normal errors.  相似文献

We derive an empirical poverty index containing most of those proposed in the literature. Then, we study its asymptotic behavior by using empirical processes theory. From the results obtained, we derive a Wald-type test for comparing a vector of theoretical poverty indices to a vector of reference indices. We study the test statistic under the null hypothesis of equality, fixed alternatives, and a sequence of local alternatives. A simulation experiment conducted shows that our test performs well for exponential and Pareto data.  相似文献

This article examines the notion of ‘family’ to consider how it may be understood in people's everyday lives. Certain recurrent and powerful motifs are apparent, notably themes of togetherness and belonging, in the context of a unit that the person can be ‘part of’. At the same time, there may be important variations in the meanings given to individuality and family, evoking differing understandings of the self and personhood. I consider these ideas further through globally relevant but variable cultural themes of autonomy and relationality, suggesting the term ‘social person’ as a heuristic device to distinguish the sense of ‘close‐knit selves’ that may be involved in some understandings of personhood. I argue that this version of personhood may be powerfully expressed through ‘family’ meanings, with a significance which can be at least provisionally mapped along lines of inequality and disadvantage within and between societies around the world. These forms of connectedness may be hard to grasp through those theoretical and methodological frameworks which emphasize the (relational) individual. I argue that, in affluent English speaking societies, 1 there may be little alternative to the language of ‘family’ for expressing such forms of relationality and connection.  相似文献
