福利彩票事业是我国社会保障体系的重要组成部分,发行福利彩票可以广泛筹集社会资源,弥补政府财政社会保障资金投入的不足,促进社会救助、社会福利事业的发展壮大。当前,随着福利彩票业的进一步发展,出现了监管机制与市场发展需求不相符合的矛盾。因此,改革并创新我国福利彩票业监管机制就成了当务之急。     

Inducing risk-neutral preferences: Further analysis of the data

The lottery payoff procedure does not successfully induce risk-neutral bidding behavior in first-price, sealedbid auctions. This conclusion follows from both ordinary-least-squares estimation with natural data and leastabsolute-deviation estimation with transformed data from numerous experimental designs. Lottery payoffs do not succeed in inducing behavior predicted from standard expected utility theory assumptions or from assumed utility from winning and/or income thresholds. In contrast, first-price auction experiments with monetary payoffs yield results that are consistent with general models of bidding in the independent private values information environment.

Three areas in the running of a lottery may be distinguished: the design of the prize structure, the marketing of the product, and the selection of the winners. The rules and regulations in each of these areas governing the large-scale Canadian lotteries are not clear. Some examples show the need for an independent body which would clarify these regulations and provide control over the large lottery operations in Canada.     

Direct and Indirect Effects Based on Difference-in-Differences With an Application to Political Preferences Following the Vietnam Draft Lottery

Abstract

We propose a difference-in-differences approach for disentangling a total treatment effect within specific subpopulations into a direct effect and an indirect effect operating through a binary mediating variable. Random treatment assignment along with specific common trend and effect homogeneity assumptions identify the direct effects on the always and never takers, whose mediator is not affected by the treatment, as well as the direct and indirect effects on the compliers, whose mediator reacts to the treatment. In our empirical application, we analyze the impact of the Vietnam draft lottery on political preferences. The results suggest that a high draft risk due to the draft lottery outcome leads to an increase in mild preferences for the Republican Party, but has no effect on strong preferences for either party or on specific political attitudes. The increase in Republican support is mostly driven by the direct effect not operating through the mediator that is military service.

Alcohol’s Effects on Video Lottery Terminal (VLT) Play Among Probable Pathological and Non-Pathological Gamblers

This study tested whether alcohol increases behaviors associated with video lottery terminal (VLT) play, particularly among probable pathological gamblers. Forty-four regular VLT players were designated either probable pathological gamblers or non-pathological gamblers on the basis of scores on the South Oaks Gambling Screen (SOGS); [Lesieur & Blume (1997). American Journal of Psychiatry, 144, 1184–1188] Gamblers from each SOGS category were randomly assigned to either a moderately intoxicating alcohol dose or a control beverage condition (n = 11 per cell in the 2 × 2 between-subjects design). Following beverage consumption and absorption, participants played a video poker VLT game for up to 30 minutes. Four behaviors were measured: “power-bets” (doubling bet after viewing only two cards of the five-card poker hand); total money spent; mean bet magnitude; and number of minutes played. Alcohol increased time spent playing and rate of power-bets, particular among the probable pathological gamblers. Post hoc analyses revealed that alcohol also influenced the proportion of losing hands played––increasing them among the probable pathological gamblers while decreasing them among the non-pathological gamblers. Clinical and policy implications of the findings are discussed.     

Lottery marketing in Québec and social deprivation: excessive exposure,insufficient protection?

In 2008, the Institut national de santé publique du Québec (INSPQ) undertook a research programme on lotteries. The preliminary qualitative exploratory component enabled us to observe the diversity and ubiquity of lottery advertising to which the vast majority of the population is exposed, including minors and non-players. The aim of a second component was to better comprehend the relationships between exposure to lottery marketing, lottery purchasing habits, attitudes towards gambling, and socio-economic vulnerability indicators. The study's data was collected by a polling firm from a representative sample of adults in the Québec population (n = 2001). Our survey revealed significant links between exposure, gambling behaviour and certain socio-economic indicators: for example, individuals with lower levels of education more often play the lotteries and spend the most on them. In addition, a greater number of people who are less educated and from a low-income household considered that lottery advertising was very or excessively present in their daily lives and that the amount of advertising has increased in recent years. From the perspective of creating healthy environments and protecting vulnerable populations, legislative measures to control the quantity, location and contents of gambling marketing would be promising preventive measures.
