A frequently used indicator to measure social health protection performance is the extent of population coverage as stipulated in national legislation. However, this indicator does not provide meaningful information on performance in terms of effective access to benefits that are available, affordable and of acceptable quality, not least for the poor and workers in informal economies. This article proposes a new approach to measuring performance by applying a set of relevant indicators in an analytical framework for assessing the performance of social health protection. The approach allows policy‐makers to conclude from comparisons among groups of countries facing similar challenges. Preliminary results include comprehensive information on deficits that need to be addressed when striving for effective universal coverage. With further refinement, the suggested approach could become a standard assessment tool for measuring performance.  相似文献

To support the improved administration of social security programmes, this article presents a preliminary compliance risk management (CRM) model for social security institutions to use as a tool to help address the operational challenges of error, evasion and fraud. Within the model, error, evasion and fraud are collectively referred to as issues of non‐compliance. The model's framework addresses non‐compliance in an integrated manner with regard to the main functions of contribution collection and benefit administration. The model aims to facilitate tackling these important issues by better permitting the identified challenges to be prioritized and, thereafter, addressed based on the assessed severity of their impacts and the cost‐effectiveness of the selected responses. Three generic types of intervention are recommended to tackle non‐compliance worldwide: prevention, detection and deterrence. The article's objective is to contribute to ongoing work to develop an encompassing CRM framework for all social security systems.  相似文献

Growing interest on business collaboration motivates today’s industries, especially small and medium enterprises (SMEs) to establish and manage dynamic and non-hierarchical business networks to respond to market opportunities with added business benefits. This business environment requires concurrent work and real-time information sharing between key business partners in order to design and develop customised products. The use of traditional communication media such as e-mail, phone and fax is not satisfactory to get real-time information and is time-consuming and most often ineffective. In such environments, an Information and Communication Technology (ICT)/Web-based technology supports real-time information sharing among networked SMEs for the collaborative design and manufacturing of customised products. This study proposes an innovative ICT platform supporting SMEs collaboration, through Web and the Internet of Things technologies, which follows the Net-Challenge conceptual approach and methodological guidelines for SMEs to form and operate virtual organisations for the collaborative development and delivery of customised products. The ICT Platform was assessed in three different industry domains, namely the textile and apparel, the footwear and the machine tools, respectively. This ICT solution promotes collaboration, with substantial advantages for SMEs including the reduction of costs and delivery time and improvement of the innovation potential.  相似文献

There is a lack of clarity around intra-organisational evaluation roles and pathways into these roles in non-government organisations (NGOs). This article presents three auto-narratives from the authors who are working as internal evaluators in the NGO sector. We examine this phenomenon of role ambiguity by exploring our evaluation journeys and struggles to find identities in the formal evaluation community. Findings from the auto-narratives identify implications for the evaluation field regarding professionalisation. This article explores how aspects of professionalisation, such as clarification of roles and tasks of internal evaluators, could facilitate their recruitment, assess credibility and guide career trajectory. Elucidating internal evaluation career pathways contributes to the evaluation discipline by providing information relevant for evaluation capacity building, evaluator training, and the professionalisation movement.  相似文献

The aim of this article is to study how the corporeal and digital mobilities are spatially organised in relation to each other in everyday life. The dimensions of mobilities are modelled by using survey data (N = 612) collected from Finland in 2011, Multiple Correspondence Analysis (MCA) and Multiple Regression Analysis (MRA). The results show that the combined use of corporeal and digital means of mobility affect the spatial organisation of mobilities only little. The results indicate that young people and students are more likely to benefit from their mobility in networking activities as they are equipped with a larger variety of mobility means than older people and pensioners. Lastly, women and people living in essentially urban areas are more likely to augment their physical travelling practices by using small-sized digital mobilities than men and people living in rural locations.  相似文献

Abstract

This paper compares and contrasts the current attitudes towards, awareness of and take-up of eLearning in large and small organizations and outlines the implications for human resource development (HRD) professionals. An in-depth study was conducted in Ireland with a number of large multinational organizations and a number of small and medium-sized enterprises (SMEs) in the engineering, electronics, aerospace, pharmaceutical and medical device sectors. The study focused on awareness, perceptions, technology support infrastructure, current and planned involvement, most frequent and most preferred methods of delivery, benefits, barriers, the motivational factors and overall attitudes to eLearning. The comparison describes a number of similarities and a number of differences both within the large organization sector and within the SME sector and between the two sectors. The purpose of this study is to investigate the relationship between the use of temporary workers and the adoption of new forms of work organisation (NFWO) in production. This study aims to understand to what extent these two forms of human resources flexibility are synergic or mutually exclusive. In order to answer this main goal, we discuss different levels of temporary workers adoption in relation to different levels of use of NFWO, the level of integration of temporary workers within the overall production organisation and the joint and synergistic use of NFWO and temporary work. Evidence drawn from seven case studies in manufacturing plants in northern Italy is provided. Results highlight that, according to the characteristics of the production process, temporary workers and NFWO are not mutually exclusive, that temporary workers can be integrated with other workers in the shop floor, and that NFWO can also be adopted for temporary workers. In addition, NFWO has been proven to be a key enabler to integrate temporary workers within the organisation, thus showing an important synergistic effect between the two human resource flexibility practices.  相似文献

Ghana and Nigeria recently joined a number of countries that have incorporated fully‐funded defined contribution pension programmes into their national social security arrangements. Contemporary analyses of pension reforms, however, continue to focus on middle‐income countries in Latin America and Central and Eastern Europe, as well as on Member States of the Organisation for Economic Co‐operation and Development, thereby marginalizing recent pension policy reforms in sub‐Saharan African countries. This article examines the complete and partial shifts to defined contribution pension programmes in Nigeria and Ghana respectively, and points to a number of contextual and contingency factors that challenge the use of defined contribution schemes as a means to address problems of benefit adequacy in the sub‐Saharan African context.  相似文献

It is necessary to develop a social service system as an efficient and effective system that is fit-for-purpose from the moment it is commissioned and flexible enough to adapt to a different social economic environment. In this paper, the case being studied is a small-scale social work organization in X city of Guangdong Province. The agency has to restructure itself in order to face the external changes in the environment. A 3PE model is originally an industrial service engineering model which is adapted and applied in this case study. The 3PE concepts represent the product, process, people and environment. This article brings significant implications to knowledge building in the social service sector. Moreover, it suggests ways for social work managers on how to act quickly to environmental changes.  相似文献
