新形势下建立公安青年民警队伍管理体系的思考

公安工作要实现长远发展、科学发展,必须进一步重视和加强青年民警队伍管理。分析了当前青年民警队伍的特点,探讨了青年民警队伍中值得关注的问题,提出以加强思想阵地建设感召青年,以公道正派待才引领青年,以加快岗位成长平台建设锻炼青年,以完善落实从优待警机制凝聚青年,不断建立健全科学、规范的公安青年民警队伍管理体系的相关对策。

This study examines the connection between organisational factors and local social assistance expenditures in Swedish municipalities. The organisation of social assistance units, particularly those for the intake of social assistance inquirers, and the possible implications for local social assistance costs are highlighted. The study is based on interview data from medium‐sized Swedish municipalities combined with register data covering the years from 1997 to 2001. The results show that socioeconomic factors have an overall dominant effect, but also that organisational factors co‐vary with local social assistance expenditures. The results show a cost‐reducing effect for special intake units: firstly, when these units are analysed together with other forms of specialisation and secondly, when staff resources are taken into account. Thus, specialised intake organisation by itself does not play a cost‐reducing role, but does so in combination with certain other factors that characterise the internal organisation of the social welfare office.     

A longitudinal study of depressiveness in children in public care

The aim of this article is to analyse the challenges involved when making longitudinal observations of depressiveness in children raised in public care. The first measurement comprised 375 children from children's homes and foster families; however, most of the results are based on an analysis of the 139 children who participated in both parts of the research. We used the Child Depression Inventory and the anxiety/depression subscales of Youth Self Report and Child Behaviour Checklist as measures of depressiveness. The comparison of results from the first and second measurements showed that depressiveness in children in public care decreased over time. Children who grew up in children homes were, in the first measurement, more depressed than those living in foster families, but after five years that difference had disappeared. Furthermore, decrease in depressiveness is predominantly associated with less frequent delinquent, aggressive or hyperactive behaviour, less withdrawal and better control over uncomfortable emotions.

论公益征收关系人

作为一类征收主体,征收关系人的范围是非常广泛的,但我国现行法规就征收关系人的范围并未做出系统规定,这是我国未来统一征收立法必须解决的一个问题。根据立法通例,登记并非成为适格的征收关系人的必要条件。对于预告登记权利人的关系人地位,应分不同情形作具体分析。     

论反垄断法实施中的专家参与问题

反垄断法的一些特点决定了专家参与其实施的重要性。专家参与既可以发生在司法程序中,也可以发生在行政程序中,还可以发生在民间程序中。专家参与的身份可能是案件审理人员,也可能是证人,还可能是咨询人员。在专家参与时,对专家的独立性、专家的选择和专家意见的冲突等难题应当有良好的法律对策。我国的《反垄断法》对专家参与问题没能很好地解决,尚需通过其他法律机制解决,但解决问题的最好办法是完善我国的《反垄断法》。     

注重公共图书馆的服务职能 提升社会公众的有效阅读

公共图书馆是社会公众学习的场所,也是满足读者阅读需求的主阵地,面对当前社会出现的阅读危机,图书馆应该充分发挥它独有的社会教育职能,开展多元化的服务,提高服务的质量与服务水平,并要求图书馆从业人员提高自身素质,注重知识的更新与补充,为读者阅读进行有效的指导。     

“众大”与“大众”,勃兴与规范——网络时代诗歌发展的出路

以＂第四媒体＂网络为依托的诗歌,从备受关注到趋于平淡,它的存在已经不置可否。它与以纸质为媒介的新诗相比,无论是创作主体还是受众的数量都有很大的差异,但这并不代表以网络为依托的新诗就是一种诗歌的新的突破。尽管多数学者乐观地认为这是一次诗歌空前狂欢的盛宴,却不得不面对这样一个事实：网络时代的诗歌并没有在这种盛景下再度掀起大众对诗歌的狂热追逐——纸质传媒时代曾经有过的辉煌。这其中的原因除了市场经济对人本位的冲击外,恐怕最深层的还是新诗自身发展的病态——借助政治的力量和＂大众＂联盟,换来的却是一种被利用的＂活跃＂与和平的＂消沉＂,因此笔者大胆认为网络时代诗歌真正的勃兴还远没有到来,寻找出路才是当下的题中之意。     

对现阶段我国网络舆论影响公共政策制定的思考

随着社会经济的发展,网络舆论在社会管理中的作用日渐凸显。公众通过网络媒体实现公众政治参与,推进民主法制进程,并通过影响我国公共政策的制定,实现民众的公共利益,促进了社会和谐发展。但是,网络舆论还存在着法制建设不健全,容易被利益集团操控,主流媒体信息失真等缺陷。提高我国网络舆论监督作用,不仅有赖于政策与法规的进一步完善,更有赖于政府、网络舆论、公众三者的整体发力。     

学校最适办学规模分析——以广州市黄埔区为例

文章通过对广州市黄埔区21所学校生均教育成本、生均办学条件、生师比,以及学校招生地段内户籍人口数的实证分析,可以推算出黄埔区公办小学的最适办学规模及最适班额。根据研究结果,需要采取撤并、分流等措施,调整办学规模,保证区域内每所学校都能达到适度规模,取得规模经济效益。
