This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. The article departs from the argument that research on welfare attitudes is, so far, dominated by large‐scale survey‐studies, which allow for generalizable insights into citizens' preferences and evaluations, but are necessarily limited in their ability to capture the dynamic and contextual aspects of attitude formation. In order to broaden the horizon of welfare attitudes' research, this article introduces a new qualitative method, namely deliberative forums. In these large group discussions—originally developed for participatory decision‐making—attitudes, opinions, and preferences are core aspects of the deliberation process, and the article argues that by observing deliberation, we can observe attitude construction “in vivo ”. The evidence from a two‐day German deliberation event illustrates in an exploratory manner how information, reasoning, and group processes can influence people's evaluations and expressed policy preferences with regard to redistribution. By linking participants' answers from a survey before and after the event to their statements during the discussions, the article not only shows that the preferences for redistribution people expressed in the survey answers are often higher after the deliberative event, but also seeks to make sense of attitudinal dynamics on the basis of the qualitative material by pointing towards the role of information, reasoning, and group processes. 相似文献

20世纪80年代以来,北京城市化步伐加快。人口分布变化的特点是从居住地看,城市中心区人口减少、人口分布趋向于均等化;外围区人口迅速增长、地域人口密度差别很大;郊区人口缓慢增长。人口分布向单极集中。从工作地看,从业人口继续向城区,特别是市中心区集中,但城区第二产业从业人员减少,第三产业人员增加,且比例在提高。由昼夜人口算得,中心区的昼夜人口比提高,外围区的昼夜人口比减少。以上变化说明,北京在城市发展过程中,在城市地域扩大的同时,中心区的中心地功能也在加强,各地域的功能定位进一步明晰。 相似文献

Data from the nationally representative 1993 Migration and Urbanization Survey of Nigeria are used to simultaneously examine
the patterns of rural-rural and rural-urban migration in Nigeria. A multinomial logistic regression model predicts the independent
and collective association between individual, household, and regional variables and migration from rural areas to rural and
urban destinations. Associations between education, religion and ethnicity and migration propensities exist at the national
level. The Kanuri-Shua Arabs are generally non-migrants, the Hausa-Fulani and Yoruba are predominantly rural-rural migrants
and the Igbo-Ibibio and Urhobo-Isoko-Edo are predominantly ruralurban migrants. Christians are significantly more mobile than
Muslims. While the highly educated are most likely to choose an urban destination, a significant proportion migrate to other
rural areas. Concern over population concentration is not supported, as rural migrants move to all regions and to urban and

通过重新分析“再分配”的概念,本文跳出以往社会主义国家社会分层研究中,对于精英与普通民众区隔的过分关注,提出了一个新的社会分层模型。本文认为,社会主义社会的分层结构是由平等主义(egalitarian)国家理想与区隔主义(particularistic)官僚体系间的矛盾所决定的。1 再分配本身并不产生不平等,而是再分配过程中的官僚及官僚政治行为造成了社会主义的社会不平等。与再分配中心的距离远近不仅决定了在再分配体系中的地位高低,也决定了遭受官僚政治影响的程度大小。在社会转型时期,基层官僚在再分配时期的优势将进一步继续,而整个社会分层结构上的差异也将逐步扩大。 相似文献

In constitutional states, representatives exchange information, discuss the budget direction and agree on a budget. The agreement is assumed to hold for one fiscal year. To test the validity of this constitutional assumption, we implemented an online panel survey with a randomized conjoint design three times over one year in Japan to track the direction of respondents’ preferences within a multidimensional public policy space. The policy space consisted of spending on education, infrastructure, health insurance, pensions, and poverty relief programs, as well as fiscal retrenchment. Providing information on the poverty rate in the first wave directed respondents’ preferences toward support for poverty relief programs by either increasing or reallocating the budget. The effects persisted in the second wave 5 months later across a diverse range of respondent backgrounds and political positions. By the third wave one year later, the effects had diminished. Once placed in a multidimensional space, information exchange might have a more extended scope than unidimensional approaches have shown. This finding, we believe, can broaden our capability to implement policies for poverty reduction. 相似文献

对铸币税及铸币税率计算方法进行概述的同时,对美、日、中及东盟等相关国家/地区铸币税率进行了详细比较分析,并进一步分解说明了完全货币替代后这些国家/地区铸币税率损失情况,得出如下结论:顺利推进一国货币国际化进程,实现对他国货币替代的前提条件是必须对被替代国的铸币税损失进行补偿,且再分配效应值(RE)占总损失率越高补偿效果越好。 相似文献

Between 2000 and 2007, 34 Romanian families living in shanty towns in a Parisian suburb participated in a local group-specific social integration project. A socio-anthropological study was undertaken 2 years after it ended, including documentary analysis of its archives, interviews with its beneficiaries and the professionals involved and ethnography among three families with distinct integration histories. Using the analysis of the project’s implementation and outcomes, this article sheds light on how exceptional acts of minority identity recognition – sporadic and on a case-by-case basis – were ultimately functional in the performance of a republican redistributive policy on individual access to rights and resources based on the denial of racialised inequalities. 相似文献

基于1988-2007年间的城镇住户调查数据,结合相应时期的收入分布变化,研究了调查期间个税制度的再分配效果.文章将收入分布变化分解为平均收入水平、收入构成和收入差距,用三个假说阐明它们对个税再分配效果的影响机理,并用六组反事实模拟进行估算和验证.同时,从收入变动的动态角度评价了四类税制的再分配效果.经过测算发现,近二十年的收入分布变化将1980年税制的再分配效果提高了44倍左右,后续的税制改革削弱了再分配效果.不过,在当前收入分布持续变化的趋势下,新税制的最大再分配能力将优于旧税制,因此有必要在合适的条件下及时调整税制. 相似文献
