略论网络舆论对公共管理的影响

伴随社会经济和信息的高速发展,互联网作为生活和工作工具的价值进一步提升,以互动为特点的网络传播方式,为公众表达民意,参与经济社会及政治生活,提供了一个方便快捷的舆论平台。通过分析我国互联网发展的历程,提出了我国网络舆论发展存在的问题以及解决的办法。     

网络在政治沟通中的角色观

随着网络的不断发展,它的影响越来越大,已渗透到了社会生活的各个领域。在政治生活中,政治沟通好比是政府的神经,维系着政治系统的运转。网络的出现和使用给政治沟通带来了巨大的影响。一方面,网络以其特有的属性促进了沟通的效果,在政治沟通中扮演着积极的角色;另一方面,网络增加了政府对信息控制的难度,也难以辨别出信息的真实性,它在政治沟通中扮演着消极的角色。然而,网络不过是众多沟通媒介中的一种,切不可以救星或祸水视之,应客观看待。     

Extreme probabilities for contingency tables under row and column independence with application to fisher's exact test

Theorerms are proved for the maxima and minima of IIR_i!/IIC_j!/T!II_yij ! over r× c contingcncy tables Y=(y_ij) with row sums R₁,…,R_r, column sums C₁,…,C_c, and grand total T. These results are imlplemented into the network algorithm of Mehta and Patel (1983) for computing the P-value of Fisher's exact test for unordered r×c contingency tables. The decrease in the amount of computing time can be substantial when the column sums are very different.

parameters and studied by many researchers; describes the distribution of busy periods under a queueing system and has very interesting properties; The probabilities for successive classes depend upon the previous occurrences; The problem of admissible maximum likelihood estimators for for the parameters Is discussed and a necessary and sufficient condition is derived for which unique admissible maximum likelihood estimators exist; The first; order terms in the biases; variances and the covariance of these maximum likelihood estimators are obtained.

随着P2P技术的发展及网络流量的急剧增加,如何对不同类型的流量进行控制成为各园区网络管理人员要加以解决的问题。文章提出一种基于主机行为的流量检测方法。该方法不对数据包载荷部分的内容进行检测,而是分析主机通信时的连接特征,并根据特征得到流量的分类。

Keeping up with the digital age: How the American Red Cross uses social media to build relationships

Forty individuals from the American Red Cross were interviewed to explore the use of social media in communicating with key publics. Results show that practicing public relations through social media is effective and necessary in the emerging digital age, as shown through the Red Cross’ development of a two-way dialogue with younger constituents, the media, and the community. This two-way dialogue has been accomplished primarily through Twitter and Facebook, with barriers such as lack of staff and time, and opportunities to improve National Headquarters and local chapter relations. The insights shared by the American Red Cross are useful for both public relations scholars and professionals to help them understand and apply social media practices to build strong, lasting relationships.     

试论主权财富基金对21世纪国际经济关系的影响——兼论我国的应对策略

近几年来,主权财富基金迅速兴起,并以其雄厚的资金实力,庞大的数量规模及日益增强的国际影响力,成为世界关注的焦点。本文在介绍主权财富基金内涵、分类、特征及兴起原因的基础上,着重分析了主权财富基金对21世纪国际经济关系在经济格局的重组、贸易摩擦的加剧和发展中国家与发达国家未来发展方向的转变方面的影响。并据此提出中国应加强央行对主权财富基金的管理,制定长期、灵活且多元化的投资发展战略,适度提高透明度,严格准入条件和健全风险防范体系的应对策略。     

基于小波神经网络的油泵故障诊断

依据小波神经网络技术的各种优点，提出采用三层BP小波神经网络构造故障诊断模型，对油泵进行故障监测和诊断。该故障诊断方法对神经网络训练、故障特征参数提取和对应神经网络状态输出等均实现了数据库管理，对油泵多种常见故障取得了满意的诊断效果，不仅具有特征自动提取以及较强的自学习和自适应功能，而且操作维护简便。研究结果表明：信号的小波分析和神经网络识别的融合将为油泵状态监测与故障诊断系统的建立提供新的方法和更简便的途径；对油库安全维护与故障诊断具有重要意义。
