Can we remember differently? A case study of the new culture of memory in voluntary organisations

This article analyses the positive contribution that Slovenian voluntary, non–governmental organisations, users' organisations and community–based services in the field of mental health have made to the 'new culture of memory' of helpers and users. The conceptual differences between Slovenian psychiatric (institutional) treatment and voluntary community care are presented through the case study of Clare, a young woman who was diagnosed as a chronic schizophrenic. This example shows the importance of community care in voluntary organisations for the reduction of disability associated with mental disorders. The development of the new culture of memory in voluntary organisations and community–based services is not only the 'narrative turn' within social welfare, but also symbolises the 'implicit turn' in the relationship between the helper and the user. The real challenge of the new culture of memory in the process of help to disabled people (in respect of individuals working through traumatic memories) is that the helper can bear and support the user on a daily basis. During the process of their relationship, the deep implicit relational memories of both become activated and influence the change within the user as well as the helper.

长期以来,学者们在研究中经常将“乡约”与“乡规民约”不加区别地混为一谈。事实上,“乡规民约”是基层社会组织的社会成员共同制定出来供大家共同遵守的一种社会行为规范,而“乡约”是乡村社会中以社会教化为主要目的的一种民间基层组织形式,二者的内涵并不相同,其历史发展也遵循着不同的路径。将“乡约”等同于“乡规民约”的研究方法既违背了历史事实,也混淆了两种不同性质的社会文化现象。

Beyond recruitment: Predictors of differential participation in a national antihunger organization

Surprisingly little research has sought to explain differential participation after recruitment into social movement organizations (SMOs). This study examines the influence of several sets of predictors on participation by members of a national organization in the antihunger movement. The findings highlight the importance of incentive, ideological, and microstructural factors for differential participation and suggest that favorable perceptions of SMOs also promote participation. Final remarks address the implications of the findings for the social movement and voluntary organization literatures.     

The Evolution of Knowledge and the Dynamics of an Industry Network

The paper moves a step forward in the direction of establishing a connection between the structure and evolution of knowledge bases and the structure and evolution of organizational forms in innovative activities in a science-intensive industry. The paper has an explicit focus on the dynamics of the network of collaborative agreements in R&D in the pharma/biotech industry after the “molecular biology revolution”. Using a comprehensive dataset, built by the authors integrating several sources in the industry, the dynamics of the network over time is extensively analyzed. With regards to network structure, it is found that, while the size of the network increases over time due to net flows of entry, its topological properties remain relatively unchanged. The evolution of the network has occurred without relevant deformations in the core-periphery profile. With regards to age-dependent propensity to collaborate, the paper finds that the extent of inter-generational collaboration is much more significant than intra-generational collaboration. In addition, the propensity of firms of a given generation to enter into collaboration with firms of a different generation increases with the distance between the two, while the total number of intra-generational collaborations decreases over time and, moreover, tends to decrease for most recent generations. In the paper a unitary and coherent explanation of the evidence is developed, coming to reveal the existence of a striking isomorphism between structural properties of the dynamics of knowledge and of the evolution of network structure. 星星之火，何以燎原——论社会保障国际合作的兴起与发展

由于海外劳工在境外就业期间往往会遭遇社会保障双重缺失、社会保障双重缴费以及社会保障待遇支付障碍等诸多困境,使得西欧国家于20世纪初开始探索开展社会保障国际合作,主要方式是国家之间签署社会保障国际协定,合理地承担和分享海外劳工社会保障的责任与效益。经过一个多世纪的发展,社会保障国际合作开始由探索时期步入成熟时期,不仅在覆盖区域、惠及人群以及主要内容方面实现了由小到大、由少到多和由点到面的发展,而且在合作方式上实现了由双边协定到双边与多边协定并举的发展,进而成为了全球各国维护海外劳工社会保障权益的有效途径。

府际治理视阈下地方政府合作协议的规范化——以成渝双城经济圈为例

区域协调发展战略目标的实现依赖区域所在地方政府的协同合作。地方政府签订合作协议已成为开展府际合作的主要方式。成渝双城经济圈战略提出以来,成渝两地政府合作极具急迫性和必要性。目前,成渝双城经济圈地方政府合作协议运行存在的主要问题是规范性不足、程序不固定、效力规定不明以及行为外溢影响第三人权益等。府际治理理论是推动地方政府合作的理性工具。在府际治理理论的指导下,地方政府合作协议要实现规范化运作,必须解决好协议缔结权的法定性问题,且通过设立中央批准机制、独立管理机构以及第三方参与机制等路径予以推动。     

我国外贸代理制度的法律冲突及其消解

我国《合同法》第402条和第403条引入的英美法上的代理制度,在逻辑上软化了我国《对外贸易法》中关于国营贸易经营权的强制性规定,破坏了仲裁条款的相对性原则,架空了行纪合同制度。所以,在实践中需要采用利益衡量的方法、体系解释的方法、目的解释的方法和历史解释的方法等来化解这些冲突与矛盾,从而符合立法本意。     

Policy Space: What,for What,and Where?

This article examines how developing countries can use, and enlarge, existing policy space, without opting out of international commitments. It argues that: (i) a meaningful context for policy space must extend beyond trade policy and include macroeconomic and exchange‐rate policies that will achieve developmental goals more effectively; (ii) policy space depends not only on international rules but also on the impact of international market conditions and policy decisions taken in other countries on the effectiveness of national policy instruments; and (iii) international integration affects policy space through several factors that pull in opposite directions; whether it increases or reduces policy space differs by country and type of integration.
