1920年烟潍路工赈述论

我国北方五省1920年发生特大旱灾。灾情发生后,国内外救济机构和团体对救灾表现出了极大的热情,投入了大量的财力和物力实施救济。在有关方面的建议下,北京政府交通部利用所辖的路、电、邮、航四政附收赈款筹集资金,采用以工代赈方式修筑烟台至潍县公路。可工程开工后不久,由于交通部把持赈款,引发社会不满,遭到舆论抨击,不得不将所收的一半赈款用来办理急赈,这对工赈产生了直接的影响。烟潍路工赈在取得成绩时,也存在工程离灾区过远、赈济人数太少、拖欠工资和地价、管理不够完善等诸多问题。

Educational equity in ethnically diverse group work

Educational research in cooperative learning suggests that inequity based on perceived status may be an issue with heterogeneous cooperative learning groups. This paper explores issues of status based on race, ethnicity and cultural background in the New Zealand tertiary classroom where there is a diverse mix of domestic and international students. A four-year research project examined attitudes and perceptions of both domestic and international tertiary students towards cooperative learning. The findings of the research project indicate that initial assumptions of relative status and ability of group members have a major effect on the outcomes of the group. These assumptions, demonstrated by both domestic and international students, may be based on expectations of language ability and familiarity with the pedagogical environment, including the assumed norms and behavioural patterns of the host educational setting, and may disadvantage students from different cultural backgrounds. This can become a self-fulfilling prophecy limiting the effective interaction and participation in the group by international students and other students perceived to be of low status, and the development of trust and reciprocal interdependence among group members. Strategies to weaken the effects of status, promote more equitable interaction and foster productive group outcomes are proposed.

Service Utilization Patterns Among Adolescent Mothers Residing in Three-Generational Households

ABSTRACT

This qualitative study used in-depth interviews to better understand the social service experiences and identified needs of 26 demographically diverse adolescent mothers and their mothers, who resided together in three-generational households. Most dyads accessed community services, particularly parenting and emotional supports, financial and material assistance, and medical care, and desired short-term assistance related to their circumstances and newly expanded families, rather than long-term support. The most commonly identified barrier to service utilization involved income eligibility guidelines. In light of welfare reform policies and the current economic climate, this research underscores the need for transitional supports for families, including assistance with basic needs. In terms of implications for social work practice and future research, adolescent mothers may need formal supports as they pursue independence after they leave their mothers’ care. Future research could further explore, within other communities and longitudinally, whether these preliminary trends hold true.     

Global economy of signs and selves: A view of work regimes in call centers in the Philippines

Reflecting on the global nature of third-party offshore call center and its implications on the agent, this piece is an account of the researcher's own experience, observations, and interactions as a call center worker. Using the theoretical frame Global economy of signs and selves, weaving ideas from Scott Lash and John Urry, Pierre Bourdieu and Erving Goffman, the study looks at some dimensions and conditions of global service work experienced by Filipino agents. With the relocation of accounts offshore, call centers in the Philippines have given rise to a growing section of society required by the imperatives of their work to “defy” time and space, synchronizing their cycles and routines according to the rhythms and cycles of a distant social dimension and the imperatives of globalized production. Although relocation has allowed firms to reduce costs and make use of cheaper labor, the distance traversed by this new call center platform comes with some hidden costs, borne by workers, who may themselves take these other forms of work they deliver for granted. Highlighting under-emphasized, undervalued and misrecognized aspects of call center work, the study attempts to link the global, the local and the personal, while emphasizing the social and symbolic work involved in call center production.     

A Cognitive Approach to Direct Practice with the Aging

The recent prominence of cognitive approaches in psychotherapy and more recently in social casework holds considerable promise for direct practice with olderpersons on both an individual and group basis. Several central concepts in cognitive theory are delineated and found to have particular advantages for the aging. First, they deal with conscious concerns and avoid the dangers of affective or regressive approaches in breaking down defenses. Second, they are heavily concerned with questions of meaning and self-concept, issues that are central to the last stage of life, as delineated by Erikson, and the task of achieving ego integrity over despair. Two case illustrations of the application of a cognitive approach in a group context are given.

Should mothers work? Age and attitudes in Germany,Italy and Sweden

Welfare states are constructed around values and political and economic preferences, creating social relationships between the genders. As women increase their labour market participation, new patterns of conflict within families and around policies arise. In this article, attitudes towards family and gender relations among men and women in different age groups in Germany, Italy and Sweden are analysed. The findings show that national policies seem to influence the level of attitudes among men and women. Despite the differences between the countries, an overall pattern emerges in which both age and gender influence people's understanding of women's paid work within and between the three countries. Finally, some implications of changing attitudes on welfare state policies for gender equality are discussed.

针对实验室工作各指标量纲不统一,较难定量度量的情况.笔者力图采用集对分析,给定一指标优值,将被评人员各指标连同其量纲与指标优值直接比较定量评价,以合理、全面反映实验室工作的质与量.使分配更能体现多劳多得的原则,进一步词动实验室人员的工作积极性.
