On the asymptotic normality of the L1- and L2-errors in histogram density estimation

The L₁ and L₂-errors of the histogram estimate of a density f from a sample X₁,X₂,…,Xn using a cubic partition are shown to be asymptotically normal without any unnecessary conditions imposed on the density f. The asymptotic variances are shown to depend on f only through the corresponding norm of f. From this follows the asymptotic null distribution of a goodness-of-fit test based on the total variation distance, introduced by Györfi and van der Meulen (1991). This note uses the idea of partial inversion for obtaining characteristic functions of conditional distributions, which goes back at least to Bartlett (1938).

Block external bootstrap in partially linear models with nonstationary strong mixing error terms

The authors extend the block external bootstrap to partially linear regression models with strongly mixing, nonstationary error terms. In addition to providing an approximate distribution for the semiparametric least square estimator of the parametric component, they propose a consistent estimator of the co‐variance matrix of this estimator.     

按“知”分配何以可能？

我国高校教师薪酬在计划经济时期以平均分配为价值取向,在市场经济时期以效率为价值取向。在中国特色社会主义新时代和知识经济时期,鼓励知识创新和兑现知识价值成为新的取向。我国高校现行岗位绩效工资制度虽然将教师的实际贡献与薪酬分配联系了起来,但也存在薪酬结构缺陷、薪酬测量失真、薪酬激励偏移和薪酬调整滞后等问题。与岗位绩效工资相比,按“知”分配的3P-M薪酬模型改进了人力资本薪酬（P₁）,以补偿教师人力资本的前期投入、当期追加和后期增值;调整了岗位薪酬（P₂）,通过强化保障性薪酬以轧平薪酬曲线斜率;优化了绩效薪酬（P₃）,以解决教师多任务“委托—代理”的契约设计问题;新增了市场薪酬（M）,以补偿因内部薪酬总量不足给教师带来的潜在损失。其中,3P重在盘活存量,M重在扩充增量,两者共同构成了3+X薪酬体系。     

战术移动通信网的频率复用技术研究

战术移动通信网的网络拓扑结构随战场环境的变化而变化,为此网络拓扑结构具有重组的能力,网络拓扑重组后必须进行链路频道的重新分配,文中提出的频道分配技术是在避免同频道干扰条件下任一频道可在全网内多次重复使用,以提高频道的重复利用率,同时分析了该情况下网络至少应拥有的频道数,以保证网络有足够的频道供分配。     

A probablistic analysis for an optimal screening problem

Summary We consider a lotL formed byN apparently similar unitsW ₁,…,W _N, where each of theW _i may come from one of two different populationsP ₁ andP ₂;T ₁,…,T _N denote the corresponding lifetimes. The units fromP _i undergo a failure of kindi and their survival function isS _i (t). We assume that the failure rate function are known and that the units fromP ₁ are ?substandard?: λ ₁ (t)≥λ ₂ (t), ∀t≥0. We want to putW ₁,…,W _N under a pre-operational test (burn-in test) in order to eliminate at least a great part of the substandard units and we face the problem of obtaining a rule for stopping the test under the assumption that, with the failure of a unit, it is possible to recognize the population from which the unit comes. Such a problem will be formalized as an optimal stopping problem for a suitably defined Markov process. Our study shall evidentiate some fundamental aspects of the problem and the role of the prior distribution of the (random) numberM ₀ of those units inL coming fromP ₁ (substandard). The latter distribution has a great influence on the form of the solution. This research was supported by the C.N.R. 村干部“名”与“实”的历时性嬗变——基于浙江赵村的实地调查

关于村干部角色行为的研究有两种取向：一是对村干部应该如何的“名”的研究,二是对村干部实际如何的“实”的研究。赵村的村干部的“名”与“实”经历了从融合到偏离的历史性嬗变。改革开放后,因对村干部有了新的要求与期待,历史变迁的惯性及相应的政策及制度性规定为村干部角色行为提供了基础,包办型村干部经历了“名”与“实”的短暂融合。但随着村庄出现可赢利的巨额集体资产,村干部以派性斗争为核心争夺村庄权力,以自我获利为目的,造成村庄集体资产流失,村民利益受损,赢利型村干部的“名”与“实”严重偏离。以制度治村为核心的纠偏机制的运行,以期扭转赢利型村干部“名”与“实”偏离的行为,却导致了放任型村干部的出现,这实际上是另一种形式的“名”与“实”的偏离,村干部“名”与“实”偏离的困境依然没有摆脱。
