ABSTRACT With global governance experiencing a democratic deficit, the G20's formalized engagement with civil society – the C20 – seems to be an anomaly. However, there is a gap between the G20's rhetoric and practice, with the C20 incorporating civil society organizations (CSOs) into the G20, while also limiting their ability to contribute to its agenda. This article attempts make sense of this gap by analysing the C20 through the modes of participation framework, arguing it represents an attempt to organize and manage social conflicts emerging from civil society, but do so in a way that constrains its ability to contest G20 policy. The article analyses the ways in which the C20 is designed to do so, as well as CSO strategies to overcome these constraints. While these strategies increase CSO's leverage and independence, their effectiveness remains shaped by G20 practices and the underlying political economy structures of the global economy. 相似文献

This study empirically investigates the relationship between innovation and Research & Development expenditure in European Union countries over the period 1995–2014. The findings of the empirical analysis show that there is a co-integration relationship between innovation and R&D. The results also reveal the existence of a positive and significant effect of business, public and higher education R&D on innovation. Business R&D is the sector with the highest positive effect on innovation. The results indicate that EU should strengthen the cooperation between business, public and higher education R&D through the encouragement of partnerships between the private sector, R&D and innovation system. 相似文献

Can self-set normative goals restrain free-riding in a social dilemma? In a first experimental study, we test the effect of two different types of self-set normative goals on people’s willingness to cooperate in a public good game. Focusing on the level of contributions that one can at least be expected to make proves effective at restraining the material incentive to free-ride. Yet in two later studies, with only a minimal change in the wording of the goal, the effect does not replicate. The mental process is still present. But if the overall level of cooperation is higher, the effect is not strong enough to significantly increase contributions. The nudge does not work if the context is too cooperative in the first place. 相似文献

This study contributes to the understanding of how individuals make choices for themselves and on behalf of others in a risky environment. In a laboratory eye-tracking experiment, we investigate whether risk preferences, decision error, and information processing differ between decisions made for oneself and on behalf of others. While we find no differences in risk preferences when deciding for oneself or for someone else, individuals have a greater decision error when deciding for others. Process data partly explains these differences. Individuals spend less time, have less fixations, and inspect less information when deciding for others. We detect similar processing patterns when comparing intuitive and deliberative decision making. We argue that the processing of decisions for oneself is more effortful and involves more extensive deliberation which, in turn, is related to less decision errors. 相似文献

The Common Agricultural Policy of the European Union (CAP) is one of the oldest and most controversial of the UE policies. Different possible scenarios of the future reforms of the CAP are currently being discussed. They vary in terms of the extent and the type of the intervention and consequently the welfare effects for different social groups. The objective of this paper is to demonstrate that the partial equilibrium model (CAPRI) and the Theory of Moves (TOM) can be jointly used to test socio-political acceptance of the CAP’s reforms, informing subsequent changes to the policy. Our exemplary results demonstrate that liquidation of the first pillar of the CAP would negatively influence the socio-political acceptance of the CAP. 相似文献

This paper explores the debt threshold for fiscal sustainability assessment for 14 emerging economies during the period 1999–2016. The threshold point is identified as the level which, if exceeded, promptly raises sovereign risk to an unsustainable level. As such, we employ a panel threshold analysis to the determination of debt limit, which can serve as a distinctive feature from other studies on fiscal sustainability. Our results demonstrate that non-Latin American economies are considered to be sustainable in the short run, as their debts remain below the threshold bounds of 40–55% of GDP. However, the long-run sustainability risk may emerge from a continuous upward trend in debt paths, implying the need for rebuilding fiscal buffers. It is important to emphasize that fiscal sustainability is far more challenging for most Latin-American economies. This is indicated by their debt accumulation beyond the threshold level of roughly 35% of GDP which is relatively lower than that estimated for the other countries. Indeed, during times of high debt, emerging countries in Latin America also face higher default risk since their sovereign risk premium respond more strongly to debt rise. Their paths toward fiscal sustainability, hence, requires an immediate imposition of strict fiscal discipline to relieve the debt pressure. 相似文献

This study analyses the debt maturity of two groups of companies – unlisted and listed – throughout the period 2005–2013. The research takes an agency costs approach to explore the determinants of firms' debt maturity structure for a set of five countries, chosen for being representative of the European Union (France, Germany, Italy, Spain and the United Kingdom). Agency costs, as well as institutional and macroeconomic factors, turn out to be decisive in explaining firms’ financial policies regarding debt maturity, during the economic crisis that started in 2007–2008. Our findings indicate that contracting costs had a greater impact on unlisted firms during the post-crisis subperiod than on their listed counterparts. Additionally, the economic effect of this has been estimated, corroborating the overall findings of the study. 相似文献

We document an evolving pattern in the slope of the Phillips curve in Australia at different frequencies under different monetary policy regimes and labor market regulations. Our estimation strategy relies on the spectral analysis that includes the gain and phase spectrum but is also complemented by the time domain estimation. We document an upward sloping medium-run Phillips curve in the pre-1977 period, a downward sloping long-run Phillips curve from 1977 to 1993, and a flattened Phillips curve from 1993 onwards. Lag and lead relationship between inflation and unemployment varies across periods and frequencies. The Phillips curve at business-cycle frequencies is downward sloping in all periods. We explain our results in terms of the monetary targeting in 1976 and the inflation targeting in 1993 by the RBA, respectively, and important changes in labor relations from the mid-1980s to the mid-1990s. 相似文献
