高速公路资产证券化融资的应用探讨

在阐述高速公路资产证券化融资的内涵及其研究与动态实践的基础上,文章分析了当前我国高速公路公司资产证券化融资的动因及其实施的可行条件,进而在兼顾投资者收益和融资者成本的前提下设计了四种高速公路资产证券化模式,为高速公路资产证券化融资提供有益的借鉴。     

论社区工作三大模式在我国的适应性

社区工作模式是社区工作实务的提炼和总结。目前社区发展、社会策划、社会行动三大社区工作模式广受关注的同时也被不断延用。但由于这三大模式来自于美国学者罗斯曼1979年对美国的社区工作实践经验的总结,并不是一套可以应用于不同场合及环境的固定模式,而是一套供工作者灵活运用的工作技巧。社区工作者如何针对我国的实际状况运用不同模式,有必要对社区三大工作模式进行比较和分析。     

论实际社会工作者专业转化的实现途径——以“播撒社工之种”社会服务行动工程为例

本文以广西人文社会科学发展研究中心资金支持的＂播撒社工之种＂社会服务行动工程为例,以桂林市、贺州市民政部门及其二级福利单位为服务行动点,从服务行动的缘起、宗旨、项目实施及相关讨论,探讨了民政系统的实际社会工作者专业转化的实现途径,即进行专业价值体系、专业方法、实务技巧的培训和运用＂学中做、做中学＂的互动学习模式,是较好的专业转化途径。     

妇女社会工作教学法初探

妇女社会工作是社会工作专业的主干课程。笔者在刚性比较强的理工科大学开设妇女社会工作课程,作了一定理论思考和行动创新,特在本文加以总结。一是紧扣教学目的,精选教材,灵活编写教学大纲。二是教学相长,尊重学生主体性,将互动式教学引入课堂。具体包括情景模拟法、影碟及其他文本教学、分组讨论、让学生走上讲台进行讲授。三是热心学生工作,支持大学生社团活动。     

Learning social work law: An enquiry-based approach to developing knowledge and skills

This paper, written jointly by tutors and students, discusses an enquiry-based approach to learning and assessing law as part of social work qualifying training in England. It is argued that social work law is an area of learning particularly suited to an approach in which enquiry and analysis skills are promoted through practical problem solving. The paper considers the theoretical rationale for this approach and identifies how this conceptual frame informs the learning and assessment structure. It identifies how students present evidence for assessment of their skill and knowledge development, through both written and verbal submission, and considers the learning outcomes achieved. The paper concludes with an evaluation of the approach as an example of knowledge and skill development through problem solving and reflection.     

Improving the Archiving of Records in the Out-of-home Care Sector

Abstract

Senate Inquiries into the lives of people who grew up in care, highly critical Ombudsman reports, and advocacy groups for recent and past “care leavers” draw attention to the significance of the records for children growing up in out-of-home care. This article reports on a project in which an interdisciplinary team of social workers, archivists, and historians worked together with 12 community-sector (nongovernment) organisations to look at the question of how to improve the management of the records for people with experience of out-of-home care. A Self Assessment Tool was developed and deployed at two points in time to provide feedback to organisations about the quality of their record-keeping practices. Clear improvements could be documented over a 2-year period in all 12 of the organisations involved.     

From Solidarity to Fluidarity: Social movements beyond 'collective identity'--the case of globalization conflicts

Over the 1980s 'collective identity' became established as one of the orthodoxies of the sociology of social movements. This paper considers this development, and argues that 'collective identity' does not allow a conceptualization and exploration of critical dimensions of action and identity emerging in contemporary globalization conflicts. Drawing on fieldwork undertaken with Direct Action groups in Australia and the USA, this paper considers (i) the role of affinity groups, (ii) the question of representation, (iii) network culture and fluidarity, and (iv) the narrative structure of action. In the light of these, the paper critiques the 'collective identity' model, while also suggesting limits to the 'personalized commitment' thesis (Lichterman, The Search for Political Community , Cambridge: Cambridge University Press, 1996) advanced in relation to Green activists. The paper argues in the context of network societies, the analysis of processes of action and identity within contemporary social movements must shift from 'solidarity' to one of 'fluidarity', and from 'collective identity' to one of 'public experience of self'.     

Accessing local knowledge: action learning and organizational learning in Walsall

This paper addresses a central question in organizational learning, namely: how can local knowledge be accessed to improve organizational direction, performance and learning (Argyris 1957; Argyris and Schon 1978, 1996; Kim 1993)? It is partly provoked by Nonaka and Takeuchi's (1995) claim, via their 'Theory of Organizational Knowledge Creation', that the knowledge of individual members can be systematically accessed and harnessed for corporate benefit. A related focus concerns the practice of action learning within a whole systems perspective and how it may serve to support local actors and promote a mutual learning exchange with their organizational leaders. A case study from local government centres on a group of 'neighbourhood facilitators' pioneering community regeneration and local democracy in the Borough of Walsall in the UK's West Midlands. The experiences and learning of this group, together with their interactions and dialogue with the leadership of the initiative and with the wider political system, are used to draw some lessons for facilitating organizational learning. The paper concludes that this is a hard-won and far from predictable accomplishment and questions the apparently reproducible process proposed by Nonaka and Takeuchi.
