在中国文学发展史上,词之美感特质的演进与历史之世变有着相互作用的密切关系.而词学家对于词之美感特质的体认也经历了一段漫长而复杂的过程.清代常州词派的理论家周济在积累和总结前人的基础上提出了"诗有史,词亦有史"的说法.伴随晚清之世变,产生了大量史词,委婉曲折地反映出世变的阴影,正是晚清史词优秀作品的共同特征.     

MFN tariff treatment of imports from China: Effects on U.S. employment

This article estimates the effects on U.S. output and employment of granting most-favored-nation (MFN) tariff treatment to imports from the People's Republic of China (PRC). Import demand elasticities are used to estimate changes in imports resulting from the lower tariff rates. A highly disaggregated U.S. input-output table and labor-output ratios are used to convert changes in imports into changes in domestic output and employment at a detailed sectorial level. U.S. import restraints on the textile and apparel industry are incorporated into the analysis. The article explores the implications of increased imports from the PRC for U.S., PRC, and LDC policy makers.     

Rockefeller Philanthropy and the Institute of Pacific Relations: A Reappraisal of Long-Term Mutual Dependency

Archival evidence is used to explore the development of funding for the Institute of Pacific Relations (IPR) and the Canadian Institute of International Affairs (the secretariat for the Canadian national council of the IPR) provided by the Rockefeller Foundation (RF). It suggests that the withdrawal of funding should be interpreted in a long-term perspective as a joint responsibility of mutually dependent recipients and funders, rather than simply as the fault of RF decision makers responding reactively to the prevailing climate of McCarthyism. Moreover, it is argued that the conventional wisdom as to the balance of influence within the RF between key staff and trustees is in need of revision. Conceptual implications of these examples of recipient dependence are explored, including the reasons for and dangers of such mutual dependence, the meaning of donor responsibility, and the mediating role of foundation officers.     

Using an alternative evaluation measure for assessing juvenile diversion programs

This paper describes the effectiveness of six juvenile diversion programs in the metropolitan area of Denver, Colorado. Program success was measured by recidivism reduction. However, by using a one-for-one statistical client-baseline matching method and a variable definition of recidivism, we managed to overcome drawbacks that often occur when using recidivism as an outcome indicator. Together, program participants showed a 26% reduction in recidivism rate over that of a matched baseline sample. Although four of the six programs studied accounted for the overall success rate, we explain why two of the programs showed no significant reductions in recidivism rates.     

宪法解释机关比较研究

各国宪法解释机关大体上分为三种模式 :即普通法院体系中的最高法院、独立的宪法法院和立法机关。其共同特点是宪法解释机关与承担违宪审查职责的宪法监督机关是同一个机关 ,并且基于一定的法理学基础。宪法解释需要一个最终的、权威的机关 ,但也离不开其他的机关为补充 ,这是各国宪法解释的共同特点。我国宪法规定全国人大常委会解释宪法 ,是指由全国人大常委会对宪法解释享有最终的、最后的解释权。在我国宪法解释的实践中 ,最高人民法院 ,全国人大常委会法制工作委员会 ,国务院 ,省一级人民代表大会工作机构对宪法解释的法案例 ,表明我国这些宪法解释机关的从属性、附属性与补充性。而最高人民法院在裁判案件中对宪法进行的解释的案例 ,正是宪法实施保障法理学与宪法解释本身的需要 ,与宪法规定的全国人大常委会解释宪法是一致的 ,并不矛盾与冲突     

陶澍与漕政改革

自隋炀帝开通运河之后，漕运成为历朝历代统治者所重视的一项内容。延续到了清代，更是被称为“三大政”之一。清中叶以后，清朝的封建统治日益腐败，世风日下，萎靡不振，漕政也是弊病丛生，已严重威胁到京师的粮食和财政供应。有着“干国良臣”美誉之称的陶澍，为了打通这条大动脉，维系清政府的正常运转，在“经世致用”思想的指导下，通过裁汰冗员，删除浮费；严禁包漕，严格制度；治理运河，疏通河道；另辟新径，漕粮海运等措施，对漕政进行了大刀阔斧的改革，并且取得了明显的成效，给后世留下了深远而广泛的影响。文章试以陶澍漕政改革为中心，做一些探讨。

社区的发展离不开社区居民积极而广泛的参与,社区居民公共事务参与程度的高低是衡量社区建设成功与否的重要标志。义乌市作为一个国际化商贸城市,越来越多的外来人口和外国人生活在义乌。义乌外来建设者社区公共事务参与的状况如何,分析这种状况的原因并提出相应的对策,有利于社区资源整合,有利于义乌社区整体水平的提高。

1945—1948年,具有自身组织结构特点的驻朝鲜苏联军事管制机构是苏联朝鲜政策的主要执行者。它以卫戍司令部为基层组织、以各道苏联顾问为联系中介、以北朝鲜苏联民政局为中心机关开展工作。     

1929年《中华民国海商法》船员制度研究

南京国民政府所制定的《中华民国海商法》是基于三民主义的立法精神,为追求扶助劳工的价值目标而设计的独特船员制度。在该制度下,对船员保护甚多,而令船舶所有者承担过重的义务。过分倾斜的制度设计最终也将不利于船员权利的保护。
