Of bodies captured: the visual representation of the Paarl march and Poqo in apartheid South Africa

This article examines the visual representation of the violent march on the Western Cape town of Paarl in November 1962, and the place of photographs as employed by the media, a state-appointed commission of inquiry, and a series of judicial trials in the making of this event and its subjects. It is particularly concerned with a file of photographs of men accused of participating in the march, as a means to potentially enabling more complex and nuanced readings of the uprising than those provided by the textual archive surrounding the event. It considers the ways in which these photographs were used and why, while seemingly meant to give a face to a united Poqo organisation they never take on an altogether-public life. Clearly photographic occasions which were not as rigidly controlled as one would expect from police photographs, these photographs reference a multiplicity of genres. Yet at the same time, as the products of police surveillance, they remain deeply complicit in discourses of power and subjectification.     

Small Parts Aspiration, Ingestion, and Choking in Small Children: Findings of the Small Parts Research Project

Obtaining information on current child injury trends and their associated issues is an important factor in developing products that meet or surpass acceptable toy safety boundaries. Understanding these boundaries helps determine safe product design characteristics that reduce the risk of product-related injury. Inchcape Testing Services developed a Small Parts Aspiration, Ingestion, and Choking Hazards Research Project, independent of an ongoing consumer Product Safety Commission (CPSC) project. The project's purpose was to determine, independent of CPSC, whether a more stringent small parts regulatory standard was necessary and, if so, to ensure that the standard was determined objectively. This article reports on the project's findings relating to critical characteristics (size, shape, and consistency) relative to the victim's age, of objects responsible for child choking injuries and fatalities.     

Probabilistic Risk Analyses: NRC Programs and Perspectives

The historical basis and more recent activities and products of probabilistic risk analysis (PRA) in the Atomic Energy Commission and Nuclear Regulatory Commission (NRC) are reviewed. Current NRC program activities and objectives are described. The author's opinions on the best uses of PRA are presented.

产生于规制改革背景下的欧盟委员会的影响评估机制在提升欧盟提案质量、促进决策和沟通交流,改善规制环境方面发挥了重要的作用,经过四年多的实践,该制度取得了显著成效,其在制度设计方面的诸多做法值得关注。不过该机制在实践运作时与其理想目标尚有一定的差距,需要进一步调整完善。     

WCD的水坝偏见--印度、加拿大、中国评世界水坝委员会的报告

2001年,由世界自然保护协会和世界银行发起成立的临时组织世界水坝委员会提出<水坝与发展--新的决策框架,世界水坝委员会的报告>,其基本精神是不赞成水坝的修建,因此在国际上曾经引起公众对水坝认识的混乱.印度、加拿大、中国等国家水坝委员会对报告中的某些观点提出了批判.     

20世纪30年代的乡村公务人员--见之于农村复兴委员会的调查

1933年民国行政院农村复兴委员会的调查表明,乡村中区的设置比较普遍,并成为重要的政治机构,区以下的自治系统,则遗留下浓重的传统痕迹,对国家规制变异情形严重;乡村公务人员的产生途径,除区长一般由上级任命外,选举、推选、指定、轮充等方法不一而足,但不管通过何种途径产生,选择时的经济趋向至为明显;乡村公务人员的法定收入有限,而中饱现象严重,社会评价低劣;乡村自治在国民政府核心统治区域流于形式,在较为偏远的地方则恶性变质,成为乡村社会的破坏性力量.     

金融监管体系改革对商业银行的影响及对策

中国银行业监督管理委员会的成立，标志着我国银行监管体制的重大变革已进入具体实施阶段，银监会今后将加大对商业银行的监管力度和频度，这必将对商业银行的经营产生深刻的影响。在新的金融监管形势下，商业银行应按照有效监管的要求，达到合规经营和风险防范的长效管理，实现可持续发展。本文从分析我国现行的金融监管体制和商业银行现状入手，指出了金融监管体系改革对商业银行的影响并提出了相应的对策。     

勒菲弗尔“重写”理论视域下的华兹生《史记》英译

华兹生通过向西方英语世界介绍其英译的《史记》取得重大成就,享誉学界。本文借用勒菲弗尔＂重写＂理论,从意识形态和诗学形态对华译《史记》进行描述性分析,说明华译《史记》是在意识形态和诗学形态影响下对原文的操纵。华兹生成功地在原文诗学形态和译入语文化主流诗学间求得平衡,达到两者和谐相融。     

公共经济主体的多元化与政府治理结构的改革

20世纪70年代以来,新自由主义和西方公共经济学开始兴起。公共经济主体日益多元化,西方国家的政府治理结构出现了放任市场的转型。私人部门、第三部门、社区、国际组织纷纷成为公共经济的主体,甚至黑社会组织也为资产阶级提供公共产品。而对人民群众和社会主义国家来说,劳动者组织和公有制经济部门才是政府部门之外的最主要的公共经济主体。只要西方国家的政府还是资产阶级的政府,那么,无论其治理结构如何转型,都阻止不了政治经济危机的发生,相比之下,只有社会主义国家才有可能依靠人民群众来实现政府治理结构的改革,使国家的职能只限于几项符合普遍性、全国性目的的职能。其中比较重要的是实现政企分开,将国有资产管理委员会成建制地从各级政府划归同级人大管辖。
