Imagined mosque communities in Russia: Central Asian migrants in Moscow

ABSTRACT

The article aims to shed light on mosque communities in Russia through the example of mosques frequented by Moscovites and by Central Asian migrants. I will make use of Anderson’s theoretical framework of ‘imagined community’ in analysing the material presented in the article. The main argument is that there are no real mosque communities and rather that the sense of community formed around mosques is imagined. There are nevertheless a variety of networks, groups and institutions within and around mosques. The article is based on fieldwork conducted in 2016 and 2017.     

央行沟通对于货币政策实际干预的预测能力研究

信息沟通有助于公众理解和预测货币政策的实际干预,进而提高货币政策有效性。研究中国人民银行的信息沟通对实际政策干预的预测能力需要解决沟通文本的测度问题,同时考虑实际政策干预多工具并用的复杂性。基于此,本文通过文本分析方法提取《货币政策执行报告》的信息,进而考察央行沟通对于货币政策实际干预的预测能力。研究表明,整体而言,市场对中国人民银行“听其言”有助于“观其行”。具体来看,央行沟通对于直接可控的基准利率和存款准备金率具有持续的预测能力,但对于市场利率的预测能力较差,对于M2增长率的预测甚至存在方向不一致的情况。     

Applications of quadrivariate exponential distribution to a three-unit warm standby system with dependent structure

Two-unit warm standby systems have been elaborately dealt within the literature. However, the study of standby systems with more than two units, though very relevant in state-of-the-art practical situations, has received little attention because of mathematical intricacies involved in analyzing them. Also, such systems have been studied assuming: (i) the lifetime or repair time of the units to be exponential, or (ii) the lifetime and repair time to be independent. The present contribution is an improvement in the state-of-the-art in the sense that three-unit warm standby system with dependent structure is shown to be capable of comprehensive analysis.     

How to Make the Law Work? Budgetary Implications of Domestic Violence Laws in Latin America,Central America,and the Caribbean

SUMMARY

This study focuses on budgetary implications of domestic violence (DV) laws in the Latin American, Central American, and Caribbean (LAC) region. It is based on a survey of literature and data on DV legislation, literature reviews on the social and economic costs of DV, and an analysis of policies on DV in the region based on a survey of nonprofits working on DV in the region. The study shows DV is not being mainstreamed into ministerial budget line items as would be expected following the passage of law. There is clearly a difference between what is ratified in laws and the implementation of activities that follows those decisions. Funding for DV programs is insufficient to reach the entire target population and address the magnitude of the problem. Even after laws were passed, major sources of funding for DV services have continued to be discretionary funds from the ministries' budgets and international donor funds.     

Competing for the diaspora's influence at home: party structure and transnational campaign activity in El Salvador

ABSTRACT

How do parties in migrant-sending countries engage with the diaspora? Migrants exercise an increasingly important voice in electoral politics in their home countries, though they often either cannot legally vote or vote in very low numbers, yet parties attempt to leverage the influence they believe migrants have over voters at home. However the degree and manner by which parties reach out to diaspora citizens varies widely. A case study of El Salvador points to party organisation as a determinant of variation among parties in diaspora campaigning, based on interviews with Salvadoran party elites in the U.S. and El Salvador, party documents, and historical comparison of campaign activities of El Salvador's two major parties, ARENA and FMLN, over three presidential elections and one mayoral election. FMLN, with a hierarchical model and base committee structure, more effectively mobilizes diaspora support while ARENA, with a horizontal model and sectoral structure, exhibits difficulties in party-diaspora coordination and largely makes indirect and symbolic references to diaspora issues.
