网络经济时代,网络公司的价值评估为传统价值评估理论带来了挑战,如何让投资者正确认识网络公司的价值,本文就网络公司的特点与网络公司的价值评估的理论模式与方法进行了探讨。     

村庄公共权力:村治研究的切入视角及其解说模式

村治研究的重心从民主问题转向治理问题引发了学术界的激烈争论,研究村庄公共权力则是搭建学术对话平台、消解学术分歧的重要突破口。以村庄公共权力为村治研究的切入视角,不仅有着特定的村治研究意义,而且具有明显的现实价值取向。国家与社会关系框架作为村庄公共权力研究的传统解说模式,因其解释空间的有限,难以将村治研究继续推向深入。借鉴并运用治理理论解说模式,是深化村庄公共权力研究的理想选择。     

民主、信息公开与国家治理模式的变迁

在很长一段历史时间内,信息公开与民主制度并无关联,因为"精英民主"模式通常与保密文化密切相关,它既不鼓励公民参与,也不希望公民知悉政府的信息。直到参与式民主在近几十年取得主流话语权,信息公开才与公共参与一道成为民主制度不可或缺的组成部分。中国《政府信息公开条例》的实施,不仅有利于国家治理模式的转变,而且未来必将有助于民主的发展。     

The governance of social enterprises: Mission drift and accountability challenges in hybrid organizations

We examine the challenges of governance facing organizations that pursue a social mission through the use of market mechanisms. These hybrid organizations, often referred to as social enterprises, combine aspects of both charity and business at their core. In this paper we distinguish between two ideal types of such hybrids, differentiated and integrated, and we conceptualize two key challenges of governance they face: accountability for dual performance objectives and accountability to multiple principal stakeholders. We revisit the potential and limitations of recently introduced legal forms to address these challenges. We then theorize about the importance of organizational governance and the role of governing boards in particular, in prioritizing and aligning potentially conflicting objectives and interests in order to avoid mission drift and to maintain organizational hybridity in social enterprises. Finally, we discuss future research directions and the implications of this work for rethinking traditional categories of organizations, namely business and charity.

Governing Deviance in Public Space through Mayoral Orders: Fields Mismatch and Metropolitan Turbulence

This article addresses the issue of policy change and its consequences on the organizational field and institutional context, looking at the role of an instrument transfer process. We adopt a political sociology approach to policy instruments to account for the impact that the introduction of a securitarian instrument, the mayoral order, had on the implementation process of a social policy. Through a genealogy of the instrument we identify a constitutive, normative and cognitive dimension. Our aim is to explain the interaction between these institutional dimensions, the re‐definition of the organizational field of the policy, and the dynamics of metropolitan politics. Following a synthesis of the policy process and the institutional arrangements where the policy is implemented, we show how the instrument transfer triggered a division within the organizational field, and the rise of institutional tensions amongst local authorities. In the conclusion, we identify the institutional dimensions of the instruments and the policy implementation scale as elements that are to interact with public‐private relationships and institutional arrangements, and that have an impact on implementation process and policy outcome.     

Governance and Economic Transformation in Taiwan: The Role of Politics

This article analyses the strengths and weaknesses of the developmental‐state approach as compared with a broader and more flexible developmental‐governance approach – in relation to economic transformation in a single case country, Taiwan. It argues that both approaches have strong and weak points, and comes down in favour of the view that it is only through a ‘thick’ study of political forces, processes and circumstances that the reasoning behind developmental policies and institutions can be understood and the processes of economic transformation explained.     

论北京“城中村”改造——兼述流动人口聚居区合作治理

2009年以来北京开始进行大规模的城中村改造。这场由政府主导的乡村社会变革,对城乡结合部流动人口聚居区产生了重要影响。本文在概括北京城中村改造模式的基础上,对城中村改造的作用给予了积极评价,同时指出城中村改造周边地区可能面临更深的发展困境,应通过合作治理寻求解决城乡结合部流动人口聚居区社会问题的治理之道。目前北京已经具备了实现流动人口聚居区合作治理的基本条件,可以在市区政府是主导、乡村组织是枢纽、社区成员是核心、社会团体和社会单位(企业)是支撑、专业NGO是助推器的合作治理框架下,以生活设施改造和社会管理体制创新为突破口,统筹兼顾尚待城市化地区的协调发展。     

中东地区的防核扩散治理机制建设探析

本文以机制建设为分析视角,讨论中东地区的防核扩散治理机制建设。本文认为,中东国家若以地区安全论坛为对话平台,通过在争议较小的非传统安全领域开展的合作治理行动增进信任,在防核扩散问题上引入“分步走”的治理措施,将更有可能在防扩散治理机制建设方面取得进展。     

Pension scheme fees and charge ratios in 44 countries: A comparative study

Based on data received from pension supervisory authorities, the article reviews 85 different pension schemes in 44 jurisdictions by looking at fees and charges as well as their legal ceilings and their development since 2014. A key finding is the observed decrease in fees and caps. The article presents jurisdictions according to clusters, i.e. by groups of countries with identical or very similar items already covered by pension fees, and analyses the extent to which various cost and fee elements are covered by fees charged to members. Finally, we calculate charge ratios for each cluster to quantify the impact of fees and charges on pension savings. Occupational defined contribution pension schemes and personal plans linked to employment tend to be much more cost effective than personal schemes that have no direct employment link.
