从1980年我国出生性别比越过正常值域至今,党和各级政府制订了种种措施进行综合治理,但取得的成效甚微。这一时期我国治理工作的特点有:重视禁止性法律法规的制定,但与之相配套的规章制度比较缺乏;重视目标任务的提出,但落实目标的措施比较缺乏;部门性、专项性规章制度较多,综合性规章制度比较缺乏。今后一段时期内综合治理工作,可以按照避实就虚、避难就易的原则,在大力发展社会经济、建立健全社会养老制度、相关法律法规的制定与完善、加大对两非行为的打击力度等方面有所作为;而在人口生育政策的调整、传统文化的改变等方面有所不为。 相似文献

本文对基层民主自治进程中乡村计划生育政策落实的困境及出路进行了探讨。基层民主自治是我国的一项基本政治制度,实行基层民主自治是发展中国特色社会主义民主政治的重要内容。但是在乡村推行基层民主自治的过程中,乡村计划生育政策的落实陷入一些困境,这些困境集中表现为计生政策与村民生育愿望、与村委会选举、与社会保障体系、与利益导向机制及与其它相关部门和政策的冲突与矛盾。鉴于此,本文相对应地提出了加强宣传教育、完善村民自治、健全社会保障体系、健全舆论导向机制以及加强政策的同向性与协调度等对策建议,以期推动计划生育政策在乡村进一步落实。 相似文献

The development of third sector policy in the UK since 1997 has seen changes which have been of significance both for analysts and practitioners. This period has seen government engagement with and support for the sector extend far beyond the levels found throughout much of the last century. This has led to a growth in the size and scale of the sector and a closer involvement of sector representatives in political debate and policy planning. These changes have taken place at the same time as third sector policy has been devolved to the new administrations in Scotland, Wales and Northern Ireland. This article explores the impact of devolution on these policy developments and assesses the extent to which political devolution has led to policy divergence across the four countries in the UK. The conclusion is reached that policy devolution has created important new space for policy development for the third sector across the UK, but that the direction of travel in all four regimes has remained remarkably similar. 相似文献

One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. The Narrative Policy Framework has a growing number of researchers seeking to apply the framework in policy process scholarship. This article is intended to assist those interested in conducting an NPF study that is ‘clear enough to be wrong’ (Sabatier, 2000). While graduate programs offer critical methodological training, this article focuses on the specific application of the NPF to research inquiries about the role of policy narratives in the policy process. We approach our discussion by examining various decisions in the research process and include a detailed discussion of specifying the model and obtaining narrative data. The present study uses the concept of technological efficacy derived from ecological psychology and design studies to offer an alternative way of analyzing how policy instruments affect change. Reasoning from this, the paper outlines a framework for analyzing policy instruments in terms of their affordances. We define affordances as the means through which an instrument exerts influence on its intended target audience. Using this approach, we contend that policy instruments may be analyzed as interfaces that organize social relations and create structures of opportunity and/or restrict possibilities for action. We argue that explicating the pathways through which instruments afford or constrain action is a central task for policy analysis. Our proposed framework of analysis builds on the idea that instruments yield effects by facilitating action and learning. We further contend that the actions that an instrument can facilitate or inhibit are determined by specific affordance modalities of the instrument in conjunction with contingencies of the actor and the policy environment.
