网络环境下地方政府公信力提升策略探微

公民意识的崛起与互联网的勃兴对我国政府管理提出了新要求,也使网络环境下的地方政府公信力问题日益突出。在深入分析网络环境对政府公信力的影响现状和特点基础上可知,官员腐败以及地方政府落后的网络舆情处理方法和机制是造成地方政府公信力不足的主要原因。促进政府官员执政能力提升,完善信息公开机制,建设服务型政府是构建网络环境下良好的地方政府公信力的必然要求和现实选择。     

中国传统诚信思想与构建和谐社会

建设和谐社会目标的提出是我们党在新的历史时期推进社会主义伟大事业的又一重大理论创新,为我国未来社会的发展指明了方向。本文通过对中国传统诚信思想的考究,认为社会主义和谐社会诚信体系的建构关键在于把握好两个纬度,即外在的社会诚信系统的保障和内在的个体诚信系统的价值建构。     

Inflation dynamics and monetary policy strategy: some prospects for the Turkish economy

This paper analyzes the dynamics of inflation in the Turkish economy, which has experienced increasingly high levels of inflation over the last 30 years. By conducting a Vector Autoregression (VAR) analysis, the variance decomposition (VDC) and the impulse response functions (IRF) show that the relatively high and inertial nature of inflation mainly stems from the increases in public sector prices and the depreciation of the Turkish lira. On the other hand, the Granger causality tests as well as the VDC and IRF demonstrate that high prices have not been as a result of an expansionary monetary policy. These results together with the previous results show that inertial inflation is not a monetary phenomenon in Turkey, but rather an outcome of a political misconduct, which therefore shows the fiscal dominance.     

Effect of monetary policy credibility on the fear of floating: Evidence from Brazil

Based on the argument that monetary policy credibility can reduce the fear of floating (FF), we analyze this hypothesis for Brazil. Since expectations play a key role under Inflation Targeting, we also analyze whether credibility can affect the expectations of financial markets about the FF of the Central Bank. The results show credibility can reduce the FF, and financial markets expect less intervention by the Central Bank when credibility is higher. Thus, policymakers must pay attention to the credibility of their policies, otherwise they may be misinterpreted regarding both the goals they pursue and how they conduct monetary policy.     

The Credibility Estimator with General Dependence Structure Over Risks

In almost all credibility models considered previously, the claims are assumed to be independent over risks. However, from the practical point of view, it is not always the case, and hence, in this article, we investigate the credibility premiums when risks are allowed to be generally dependent. Firstly, we re-build the credibility estimators for Bühlmann and Bühlmann–Straub credibility models under general dependence structure over risks. The methods are then extended to the regression credibility models.     

CREDIBILITY THEORY: A CONCISE PARTIAL SURVEY1

Developments in credibility theory in the last seventy years or so are outlined. Particular attention is paid to early work in the field and to more recent developments showing some of the many connections between credibility theory and other fields including linear Bayesian theory, linear filtering theory and constant coefficient regression.

本文结合"张钰事件",探讨了民事证据法上的一个重要问题——如何认定私录视听资料的证据能力。通过对最高人民法院两个相关司法解释对待私录视听资料证据能力态度上的解读,分析了"张钰事件"所涉私录视听资料的证据能力,并在对证据能力问题进行比较法角度考查的基础上,对私录视听资料证据能力认定规则进行了思考,认为要立足"三性",并引入利益衡量。     

诚信心理学研究的理论思考

诚信问题历来被人们所重视,但从心理学角度进行诚信的研究则只有很短的历史,我国心理学界关于诚信心理的研究尤其如此。诚信心理学研究的现状呈现出诚信概念的内涵不断拓宽、诚信心理结构研究结果的多样化和研究方法的单一性等特点。诚信是一种人格特质,还是中国人的行事风格;诚信因个体的差异性及有限理性、特质与状态的争论、外显与内隐的心理过程等问题的存在,给其进一步研究带来困难。因此,未来对诚信心理的研究宜采取质性研究的思路和量化研究的多维视角进行进一步的探索和突破。
