Unsettling the 'learning community': From 'dialogue' to 'difference'?

The focus of this article is adult learning theory and the concept of ‘communities of learning’. Drawing on the authors' experiences as educators, it offers a critique of liberal-humanist and critical ideas about pedagogy, and draws on feminist poststructuralism to disrupt notions of ‘dialogue’, ‘community’and ‘difference’. The aim is to interrupt critical pedagogies through recognition of partial knowledges, exclusionary practices, and differences and similarities within learning communities. The article argues the need for an understanding which acknowledges both the universal and the particular, and engages with the discursive and the material realities entailed. El foco de este artículo es la teoría de aprendizaje para adultos y el concepto de ‘comunidades de aprendizaje’. Recurriendo a las experiencias de los autores como educadores, ofrece una crítica de las ideas liberales-humanistas e ideas críticas acerca de pedagogia, y recurre tambien al postestructuralismo femenista para trastocar nociones de ‘diálogo’, ‘comunidad’ y ‘diferencia’. El objectivo es interrumpir pedagogias críticas mediante el reconociemto de conocimientos parciales, prácticas exclusionarias y diferencias y similitudes entre comunidades de aprendizaje. El artículo sostiene la necesidad de un entendimiento que reconoce tanto lo universal como lo particular, y que aborda las supuestas realidades materiales y discursivas.     

A Critique of the New Public Management and the Neo-Weberian State: Advancing a Critical Theory of Administrative Reform

The New Public Management (NPM) has often been favorably contrasted with European Public Administration (EPA). This paper attempts to balance this Anglo-American perspective with a relatively new European critique of NPM which its authors call the Neo-Weberian State (NWS). Despite their differences in some key respects, however, it is argued that the NPM and NWS are similar in their sweeping paradigmatic character, their ambiguities and internal inconsistencies, their inability to go beyond instrumental rationality and incorporate forms of hermeneutic and critical reason, and in their advocacy of bureaucracy via participation under certain historical conditions, hence consistent with Weber’s characterization of modern organization and management. The paper, based on the authors’ rendering of critical social theory, provides a fresh means for bridging the two perspectives.

阿多尔诺的文化工业批判理论再研究

在法兰克福学派批判理论中,阿多尔诺的文化工业批判理论占有重要地位。在阿多尔诺看来,文化工业产品的拜物教特性导致真正艺术的终结;大众消费兴趣表面上左右文化工业,实际上却落入文化工业操控的社会预构中;文化工业的标准化、齐一性,不仅操控了个体主体而且操控了整个社会。尽管阿多尔诺在一定程度上承认大众文化的娱乐作用,但在总体上对文化工业采取否定态度。在大众文化充斥整个社会的氛围中,阿多尔诺文化工业批判理论至今仍然具有重要意义。     

Understanding How Policy and Culture Create Oppressive Conditions for LGBTQ2S Youth in the Shelter System

This study examined the experiences that lesbian, gay, bisexual, transgender, queer, questioning, and two-spirit (LGBTQ2S) homeless youth have in shelters and the disjunctures that occur for this population in Toronto’s shelter system. The attitudes and behaviors of shelter workers and management toward LGBTQ2S youth were also explored. A critical action research approach, informed by critical ethnography and institutional ethnography was employed. Thirty-three people participated in this study in the Greater Toronto Area. The study triangulated data from interviews, focus groups, observations, and document analysis. The systemic enactment of homophobia, transphobia, and hegemonic masculinity are often normalized in shelters and create significant barriers to safe, accessible, and supportive services for LGBTQ2S youth. Excessive bureaucratic regulation and the lack of necessary bureaucratic regulation in highly significant areas play a key role in creating the disjunctures that occur for LGBTQ2S youth in shelters.     

Effecting Change through Peace Research in a Methodological ‘No-Man’s Land’: A Case Study of West Papua

This article reflects upon the disciplinary and ethical challenges I have navigated as an ethnographer in the academic ‘no-man’s land’ of West Papua-related research. I contend that the peace and conflict studies concept of conflict transformation articulates productively with a critical ethnographic methodology, assisting me in charting a research path. Using examples from my own research relating to West Papua’s independence movement I argue that the ethnographer’s role is powerful and carries attendant responsibilities to research participants and to the world of knowledge for increasing peace with justice. This article provides a case study example of how researching the ways the vulnerable interpret the world can be an act of justice, arguing that emergent critical interpretations are essential to preparing the world for long-lasting, positive change.     

NATO's strategic communication as international public relations: The PR practitioner and the challenge of culture in the case of Kosovo

The role of supranational organizations is changing as they are becoming more involved in, responding to, and finding solutions for, many different events occurring in our world. This article discusses one such organization, the North Atlantic Treaty Organization (NATO) and its public relations strategies during its military campaign in Kosovo in 1999. The circuit of culture model provides the basis for a discussion of the public relations practitioner as cultural intermediary, and aligns the model with the method of critical discourse analysis to examine the public relations strategies used by NATO during this campaign. The article contends that the charismatic skill of the NATO spokesperson played an important role in establishing the organization as a humanitarian military powerhouse through discursive positioning of the organization acting in the interests of the international community. By doing so and, at the same time, NATO legitimized its own continuation as a viable supranational organization for the 21st century.
