高校学报是党和国家意识形态工作的重要宣传工具和阵地 ,学报编辑身处特殊环境 ,其职业道德如何 ,直接关系着学报的生存与发展 ,对学校的科研工作也有着重大的影响。因此 ,学报编辑必须意识到职业道德的重要性 ,认真领会职业道德规范的内涵 ,提高自身职业道德。     

儒家行政伦理思想基本内涵解读

行政伦理思想是儒家学说的一个重要组成部分。儒家以内圣外王为理想诉求 ,以以民为本为核心 ,以修身正己为关键 ,以礼法并用为保证 ,构成自己的行政伦理思想体系。认真梳理和全面解读儒家行政伦理思想的基本内涵 ,对于当前中国行政伦理建设有着重要的借鉴意义。     

Risk Management for Catholic Priests in the United States

Abstract

Following the disclosure of decades of Episcopal cover-ups of child sexual abuse, the United States Conference of Catholic Bishops (USCCB) promulgated the Charter for the Protection of Children & Young People(USCCB, 2002). This document requires that all U.S. dioceses and eparchies identify a code of conduct for clergy, employees, and volunteers. The Virtus Model Code of Pastoral Conduct (National Catholic Risk Retention Group, Inc., 2002) has been selected by many dioceses/eparchies. Other dioceses and eparchies have used similar variants. While codes of conduct for priests may seem reasonable, current codes do not distinguish between the functions of mental health providers and priests. As a result significant ministerial implications may effect pastoral service delivery. This paper focuses on risk management strategies, similar to those used by social workers and other mental health practitioners, that will become increasingly necessary for priests who provide pastoral counseling, spiritual direction, or any clinical-type intervention to parishioners and those seeking pastoral services. Specifically, dual relationships, mandated reported, duty to warn/protect, and documentation will be addressed.     

The Complementary Roles of Mitigation and Insurance in Managing Catastrophic Risks

This paper examines the impact that insurance coupled with specific risk mitigation measures (RMMs) could have on reducing losses from hurricanes and earthquakes as well as improving the solvency position of insurers who provide coverage against these hazards. We first explore why relatively few individuals adopt cost-effective RMMs by reporting on the results of empirical studies and controlled laboratory studies. We then investigate the impact that an RMM has on both the expected losses and those from a worst case scenario in two model cities—Oakland (an earthquake-prone area) and Miami/Dade County (a hurricane-prone area) which were constructed respectively with the assistance of two modeling firms. The paper then explores three programs for forging a meaningful public-private sector partnership: well-enforced building codes, insurance premium reductions linked with long-term loans, and lower deductibles on insurance policies tied to mitigation. We conclude by briefly examining four issues for future research on linking mitigation with insurance.     

A-CDMA系统多址与保密结合的扩频码的研究(英文)

基于一个异步直接序列码分多址模型,给出了多址与保密结合的扩频码应具备的条件。为了研究这类扩频码对A-CDMA系统性能的影响,比较了纯随机序列和Gold伪随序列的偶互相关概率分布,得到一些有用结论。     

Nuclear Plant Systems Analysis Research at EPRI

A synopsis is given of research projects on probabilistic systems analysis conducted by the Risk Assessment Program of the Electric Power Research Institute. A brief outline of the value of systems analysis both within PRA and as a stand-alone discipline is used to show how the objectives of the research program are related to industry needs. Research projects and their deliverables are discussed in relation to three objectives: (1) to improve the credibility of the methods and results, (2) to provide computer tools and technology transfer, and (3) to develop use of the methods to improve safety and availability in operation. Recent achievements and future plans are briefly described and an up to date list of relevant EPRI publications is provided.     

试论明代贞节观的嬗变

本文通过对明代早、中、晚期妇女贞节观的演变论述,揭示了在明代三纲五常仍为束缚人们思想的绳索,即使晚明出现一股人文主义思潮,封建纲常对人性的扼杀并没有丝毫减弱,特别是妇女更是受到严重的迫害和摧残。     

A parametric approach for measuring the effect of the 10th revision of the international classification of diseases

Summary.  The World Health Organization revises the international classification of diseases about every 10 years to stay abreast of advances in medical science and to compare international health statistics. However, the new revision (i.e. the 10th revision) introduces discontinuities in mortality trends, making it impossible to compare the mortality statistics before and after the revision directly. The US National Center for Health Statistics published comparability ratios to correct the discontinuities between the two sets of mortality data: one coded by the ninth revision and the other by the 10th revision. We propose a parametric two-stage model to produce new comparability ratios and use these ratios to correct the discontinuities. The asymptotic behaviour of the comparability ratios is investigated. Our model not only measures the extent of discontinuities in trends in mortality but also can be used to forecast future mortality. Comparing with the National Center for Health Statistics's ratios, our comparability ratios smooth out the discontinuities better for most causes.     

基于EEOD码的一种有效的数据分布策略

在EVENODD码的基础上,提出一种新的基于EEOD码的数据布局分布策略。该策略只需要三个额外的存储设备保存校验信息,能容许任意三个存储设备同时故障。策略中的校验方程组用图的回路表示,可将其顶点逐步消除,把译码过程归结为图回路的叠加。讨论了基于EEOD码数据分布策略的性能,与其他策略相比,其容灾能力大幅度提高,编码和译码过程只需要简单的异或运算,但空间利用率和系统吞吐量的影响非常小。     

交织和BCH编码对蓝牙2.0数据传输性能的改善

蓝牙2.0+EDR规范新增DH分组没有有效的纠错机制,其抗干扰能力差。通过在新规范中加入BCH编码和交织编码,以改善蓝牙的数据传输吞吐量及抗干扰能力。对于新增的数据分组,根据蓝牙标准协议,推导了相应的分组特性;建立了GE信道下数据传输速率与信道突发错误水平的关系模型;获得了在不同信道突发错误水平下的数据传输吞吐量。结果表明,在蓝牙2.0+EDR新规范中加入BCH编码和交织编码,在较高突发错误水平的信道中,其数据传输吞吐量提高了一倍以上,明显改善了数据传输的抗干扰能力。
