ABSTRACTThe policy diffusion literature has often focused on external pressures on domestic policy. However, by analysing the evolution of China’s monetary policy regime, we demonstrate a pattern of highly selective diffusion that is largely shaped by domestic political and institutional dynamics. We use an historical institutionalist approach to probe how the most relevant institutionally embedded agents, in this case, those within the Chinese central bank, have strategically engaged with this process. We show how selective diffusion has been shaped by epistemic policy learning through international engagement by China’s central bankers, and, in particular, how they have strategically used imported policy ideas as an institutional empowerment strategy, furthering the interests and agenda of the People’s Bank of China. 相似文献

The altering policy environment in emerging markets and the surge in their outward foreign direct investment (OFDI) calls for an empirical investigation. Accordingly, this paper examines the effect of home country macroeconomic conditions and Government policies on the OFDI flows from India during the period 1984 to 2015. Incorporating the structural breaks in the empirical model, results indicate the existence of a long-run relationship between OFDI flows and home country macroeconomic and Government policies. Government policies relating to foreign trade and investment and financial sector development are found to be significant determinants. The results also suggest the need for the Government to enhance its effort on the development of knowledge infrastructure in order to support the OFDI from India's manufacturing sector and thereby contribute to the success of “Make in India” programme. ABSTRACT Significant national reform activity is occurring that concerns the abuse of older people by trusted others. This includes an Australian Law Reform Commission report entitled Elder Abuse – A National Legal Response (2017), and the adoption in 2019 of the first ever “National plan to respond to the abuse of older Australians (elder abuse)”. While service responses in this field largely exist at, and will continue to be provided at, state and territory level, this article considers current and needed reform initiatives in a field of increasing national government attention. Although the supply situation of the Swiss population is sufficient in terms of food security, contributions to security of food supply have been made since 2014 as part of the country’s current agricultural policy. Amounting to around CHF 1.17 billion, such contributions account for more than a third of Switzerland’s total direct payments budget. The effectiveness and the efficiency of this policy in terms of both calorie production and income transfer were analysed. With the help of an agent-based model approach, the extent to which the achievement of targets is guaranteed in the long term was examined. Possible gains in efficiency become visible alongside a stepwise reduction in the levels of the contributions. If the current policy is continued, Switzerland will barely achieve its actual operationalised calorie production targets. A focus on demand during times of supply shortages and a stronger focus on maintaining production factors could release the resources necessary to close existing gaps in relation to meeting targets. With an income ratio of about 0.3, the payments have a high income transfer effect and, therefore, make a major contribution to securing agricultural income. This fact is not evident in either the formulation of targets or the labelling of the policy. The present study contributes to the discussion concerning the possible reasons and likely impacts for the mislabelling of this policy measure. 相似文献

This paper explores some of the challenges involved in designing a monitoring framework for a complex policy initiative designed to support climate change adaptation in a highly varied and dynamic implementation environment. It looks specifically at the UK’s Department for International Development (DFID) initiative called Action on Climate Today, a five-year programme that aims to support the mainstreaming of climate change adaptation into policy systems in five countries and ten locations in South Asia.This paper presents a theory-based approach to designing a monitoring system for the ACT programme that seeks to account for the programme’s design and implementation complexities. It does so by providing an example for monitoring the causal processes and mechanisms that underpin the programme’s theory of change. The paper highlights a systematic approach to context monitoring through periodic context assessments and evaluative indicators; the use of categorical indicators to capture a diverse portfolio of support; and a flexible results framework structured around the adoption and implementation of programme outputs into the targeted policy systems. 相似文献

European Union’s Cohesion Policy aims to foster development and reduce disparities among regions by redistributing more than one-third of the European budget. Given the policy’s importance and complexity, an elaborated monitoring and evaluation system has been established. While attention has been dedicated to evaluating policy impact, the monitoring of inputs (i.e., allocated financial resources) has been limited to the control of financial dimensions (i.e., funds’ absorption rate). As the implementation process entails a sequence of steps, this research explores whether financial proxies alone are adequate to monitor the policy inputs. To test this hypothesis, a system dynamics model is built. Simulations highlight that the absorption rate captures shocks that might occur during the inputs’ expenditure with significant delay. To that end, we elaborate three novel operative monitoring indicators (i.e., funds’ demand, funds’ offer, procedural efficiency), which may overcome the financial indicators’ mono-dimensionality and time lags’ limitations. 相似文献

In the second decade of the 21st century, research on work and family from multiple disciplines flourished. The goal of this review is to capture the scope of this work–family literature and to highlight both the valuable advances and problematic omissions. In synthesizing this literature, the authors show that numerous scholars conducted studies and refined theories that addressed gender, but far fewer examined racial and class heterogeneity. They argue that examining heterogeneity changes the understanding of work–family relations. After briefly introducing the broad social, political, and economic context in which diverse work–family connections developed, this review uses this context to address the following three main themes, each with subtopics: (a) unpaid work including housework, parenting as work, and kin work; (b) paid work including work timing and hours, money (i.e., motherhood penalty, fatherhood bonus, marriage bonus, kin care penalty), relationships (i.e., coworkers, supervisors), and work experiences (i.e., complexity, autonomy, urgency); and (c) work–family policies (i.e., scheduling and child care). Given the breadth of the work–family literature, this review is not exhaustive but, rather, the authors synthesize key findings on each topic followed by a critique, especially with regard to the analyses of differences and inequalities around gender, race, ethnicity, and social class. 相似文献

ABSTRACTThis study contributes to debate on three related questions in Policy Advisory System research. Is the Policy Advisory System concept applicable in countries other than developed democracies? How does it function in a state-centred authoritarian regime? How does the authoritarian environment affect tendencies such as “politicization” and “externalization”? These questions are addressed using materials on the current Russian governance structure and advisory practices, focusing on two broadly defined “governance subsystems” in the Presidential Administration of Russia, “Political Bloc” and “Economic Bloc”, both acting as regular customers for advisory communities. One finding is the phenomenon of “Dual Demand” from the same centre of power—“stability” for “Political Bloc” and “innovation” for “Economic Bloc”—which contributed to creation of two different clusters of policy advisory agencies with different statuses. Other findings include transformation of “politicization” to policy control mechanisms and attempted “externalization” turning into the reverse—“internalization”—bringing independent advisory organizations under the supervision of government structures. 相似文献

Under what conditions do sovereign governments agree to create a common policy institution? And what model of supranational policymaking may be preferable? To answer these questions, we introduce a policy game of two interdependent countries with reciprocal negative externalities created by shocks to a socially relevant variable. Depending on national preferences over policy options and their outcomes, both countries incur welfare losses if governments pursue non-cooperative policy choices. Then we examine what kind of supranational policy regimes may be endorsed by both governments according to the Pareto criterion. Two regimes are “technocratic” (they do not take national preferences into account), two are “political” (they do). One political regime that we call “union” aggregates the national preferences additively. The thrust of our analysis is that the technocratic regimes are dominated by non-cooperation, so that the single alternative is between the union and non-cooperation. Yet an important point is that the union is the Pareto-dominant regime only within a limited range of asymmetry between countries’ preferences. This result has notable implications for the debate on the reform of the European Economic and Monetary Union (EMU) facing the challenge of further integration of member countries. Application to the EMU case is assisted by numerical simulations based on empirical parameters drawn from qualified external sources, which show that aymmetries in national attitudes towards policies that “Europe wants” may jeopardize the creation of a union in alternative to non-cooperation. 相似文献
