The struggle over migration policy

We analyze the endogenous determination of migration quota, viewing it as an outcome of a two-stage political struggle between two interest groups: those in favor and those against the proposed migration quota. First, we compare the proposed policies of the two interest groups under random behavior of the government, with and without lobbying. We examine the effect of the status quo and government intervention in the proposal of the quota on its nature, assuming that, with and without government intervention, the uncertain approval of the proposal is the outcome of a lobbying contest between the two interest groups.

城乡一体化发展中的上海新农村建设,除了加快农业现代化、改善农村公共管理与服务外,农业人口自身的发展问题不容忽视。目前,上海城乡的人口格局发生了根本性的变化,农业人口已越来越少,本地农业就业人口面临数量和质量弱化等问题。展望上海农业人口发展方向与具体发展目标,在重视农业剩余劳动力转移的同时,必须进一步发挥农业科技对提升农业产业水平、转变发展方式的引领作用,实现生产者素质的稳步提高,培养有文化、懂技术、会经营的新型农民。     

Enhancing Estimation for Interest Rate Diffusion Models With Bond Prices

We consider improving estimating parameters of diffusion processes for interest rates by incorporating information in bond prices. This is designed to improve the estimation of the drift parameters, which are known to be subject to large estimation errors. It is shown that having the bond prices together with the short rates leads to more efficient estimation of all parameters for the interest rate models. It enhances the estimation efficiency of the maximum likelihood estimation based on the interest rate dynamics alone. The combined estimation based on the bond prices and the interest rate dynamics can also provide inference to the risk premium parameter. Simulation experiments were conducted to confirm the theoretical properties of the estimators concerned. We analyze the overnight Fed fund rates together with the U.S. Treasury bond prices. 城市化进程中失地农民市民化路径障碍研究

随着改革开放和城市化进程的发展,大量农民因城市自然空间的扩张失去了赖以生存的土地,因此,农民完成市民化进程成为城市化进程的重要任务之一。从空间理论的角度分析失地农民市民化存在路径障碍的原因,可以看出准市民阶段是一个很难逾越的阶段,因此,要着重研究失地农民市民化路径的障碍以及对策,以确保农民顺利完成市民化的过程。     

Interest rate determination in India: domestic and external factors

This paper examines the determinants of interest rates in India in the post-reform period in the context of a model that takes into account both domestic and external factors. The short- and long-run behavior of interest rates (commercial paper rate, 3-month Treasury bill rate, 12-month Treasury bill rate) is studied. The empirical results are robust across interest rates and indicate the existence of a cointegrating relationship between real interest rates, real government expenditure, real money supply, foreign interest rates and the forward premium. The estimations also show that movements in interest rates are Granger caused by both domestic and external factors.

利率市场化是我国金融改革和金融发展的必然趋势。目前 ,我国利率市场化改革已取得一定的成绩和经验 ,但也面临着许多风险和制约因素 ,因此 ,我国利率市场化改革必须循序渐进 ,稳步推进。     

利益关系协调与社会主义和谐社会的构建

改革开发以来,我国出现了多样的利益主体和利益群体,引起了利益格局的大调整,并带来人民内部利益关系的巨大变化。党的十六届四中全会提出了构建社会主义和谐社会的目标。如何协调各种利益关系,实现利益格局的平衡,是构建社会主义和谐社会的关键问题。本文着重就党群关系、干群关系以及劳资关系中存在的突出矛盾和问题以及产生矛盾、问题的根源进行了具体分析,并指出要协调好各方面的利益关系,关键是建立和完善利益分配、平衡与协调机制,实现社会的公平与正义。为此,需要不断增强党组织对多元利益关系的整合力,增强政府对多元利益关系协调的执行力,并同时增强社会对多元利益关系发展的承受力。
