Extended scaled prediction variance optimality for modified central composite design

Robust parameter designs (RPDs) enable the experimenter to discover how to modify the design of the product to minimize the effect due to variation from noise sources. The aim of this article is to show how this amount of work can be reduced under modified central composite design (MCCD). We propose a measure of extended scaled prediction variance (ESPV) for evaluation of RPDs on MCCD. Using these measures, we show that we can check the error or bias associated with estimating the model parameters and suggest the values of α recommended for MCCS under minimum ESPV.     

A new confidence interval in measurement error model with the reliability ratio known

For the slope parameter of the measurement error model with the reliability ratio known, this article constructs a fiducial generalized confidence interval (FGCI) which is proved to have correct asymptotic coverage. Simulation results demonstrate that the FGCI often outperforms the existing intervals in terms of empirical coverage probability, average interval length, and false parameter coverage rate. Two examples are also provided to illustrate our approach.

Medicare and Amyloid PET Imaging: The Battle Over Evidence

We examine a recent dispute regarding the Centers for Medicare and Medicaid Services’ (CMS) refusal to unconditionally pay for amyloid positron emission tomography (PET) imaging for Medicare beneficiaries being assessed for Alzheimer’s disease. CMS will only pay for amyloid PET imaging when patients are enrolled in clinical trials that meet certain criteria. The dispute reflects CMS’s willingness in certain circumstances to require effectiveness evidence that differs from the Food and Drug Administration’s standard for pre-market approval of a medical intervention and reveals how stakeholders with differing perspectives about evidentiary standards have played a role in attempting to shape the Medicare program’s coverage policies.     

Wang Ming-hui and Blacklist Production: the Third World/Asia turn of Taiwan’s new music production

ABSTRACT

The paper discusses the music group ‘Blacklist Production’ (also known as Blacklist Studio) that was established in the late 1980s when the Martial Law was lifted in Taiwan, and the group’s original works of music. It investigates the music composition and thinking process of Wang Ming-hui, the founder of Blacklist Production, and analyses two albums produced by the music studio, Songs of Madness (1989) and Lullaby (1996), as a way of reconsidering and reflecting the feeling process and limitations of the nativist ideology from 1989 to 1996 that took shape in Taiwan’s society. In addition, the paper also explores Wang’s musical practices through which he has tried to answer the question of ‘how to express thoughts with music’. Through the historical analysis of musical works and interviews with Wang Ming-hui, the paper suggests that ‘Taiwan’s New Music Production’ brought up and practiced by Wang and Blacklist Production is embedded with the possibility for Taiwan’s culture and imagination of modernity to ‘turn’ the referent point to the Third World/Asia.     

Beyond Petliura: the Ukrainian national movement and the 1919 pogroms

On the basis of largely unused archival materials in Kyiv, this article re-examines the responsibility of the Ukrainian People’s Republic (UNR) for the pogroms of 1919. It consciously puts aside the question of Symon Petliura’s personal guilt, preferring to concentrate on the broader responsibility of members of the Ukrainian national movement for propagating antisemitic stereotypes and engaging in anti-Jewish violence. This approach reveals a widely held belief among members of the UNR that they were fighting a Jewish Bolshevik enemy. This led to pogroms but also probably prevented the UNR from punishing its soldiers who had perpetrated them. Despite the declarations by UNR figures condemning pogroms and the creation of an organ to investigate them, there were apparently very few, if any, convictions, at least in 1919, the year of the worst pogroms.     

Sexuality in Older Adults (65+)—An Overview of the Literature,Part 1: Sexual Function and its Difficulties

Objectives: The aim of the current article was to provide an overview of literature on sexual function and sexual difficulties in older adults. Method: The authors conducted a narrative review of papers published in English between January 2005 and July 2015 based on an extensive search in PsycINFO. Results: The review showed that although common biological changes may adversely affect sexual function in old age, sexual experience seems to also be affected by psychological and interpersonal factors. Conclusions: Greater life expectancy and better medical care will result in older individuals with chronic diseases living longer. The need for help to cope with changes in sexual health is likely to increase in older adults, as sexuality may be negatively affected through several pathways.     

The Impact of HIV Pre-exposure Prophylaxis (PrEP) Use on the Sexual Health of Men Who Have Sex with Men: A Qualitative Study in Seattle,WA

This study explores the impacts of HIV pre-exposure prophylaxis (PrEP) use on the sexual health of men who have sex with men (MSM). The authors conducted in-depth interviews with MSM who use PrEP (n = 14). Data was analyzed using interpretative phenomenological analysis. PrEP use reduced fear and shame associated with sex and facilitated greater sexual satisfaction and intimacy. Although participants generally viewed PrEP as empowering and beneficial, they also experienced PrEP-related stigma. The authors’ analysis emphasizes the importance of understanding the reasons MSM use PrEP and highlights opportunities for reducing harm and fostering sexual health among MSM who are using or considering PrEP.     

All Data are Wrong,but Some are Useful? Advocating the Need for Data Auditing

In a recent article from the Annals of Applied Statistics, Cox discussed the main phases of applied statistical research ranging from clarifying study objectives to final data analysis and interpreting results. As an incidental remark to these main phases, we advocate that beyond cleaning and preprocessing the data, it is a good practice to audit the data to determine if they can be trusted at all. A case study based on Ghanaian Official Fishery Statistics is used to illustrate this need, with Benford's law being the tool used to carrying out the data audit. Permuting incomplete paired data: a novel exact and asymptotic correct randomization test

Various statistical tests have been developed for testing the equality of means in matched pairs with missing values. However, most existing methods are commonly based on certain distributional assumptions such as normality, 0-symmetry or homoscedasticity of the data. The aim of this paper is to develop a statistical test that is robust against deviations from such assumptions and also leads to valid inference in case of heteroscedasticity or skewed distributions. This is achieved by applying a clever randomization approach to handle missing data. The resulting test procedure is not only shown to be asymptotically correct but is also finitely exact if the distribution of the data is invariant with respect to the considered randomization group. Its small sample performance is further studied in an extensive simulation study and compared to existing methods. Finally, an illustrative data example is analysed.
