Protectionism and real wage rigidity: A discussion of the macroeconomic literature

The paper discusses the macroeconomic literature on the relationship between real wage rigidity and the case for protectionism. First, it gives an account of the analytical arguments that lie behind the protectionist position of the Cambridge Economic Policy Group (CEPG). Then, it provides a critical appraisal of the model of the CEPG; the discussion is focused on its supply side, on the role it assigns to financial markets as well as on the issue of retaliation. Finally, the paper considers and evaluates the subsequent work by Eichengreen, which incorporates aggregate supply and wealth effects into the CEPG analysis.

被增设于我国信托法中的"社会保障基金投资信托"一章应当规定:社会保障基金为具有公益性质的事业单位法人且社会保障基金投资信托以这种基金为委托人与受益人,这种信托的投资对象限于股票与金融资产,有资格担任这种信托的受托人的人限于信托投资公司与基金管理公司,这种信托的有关当事人负有分散投资义务与确保投资收益不低于法定的最低收益率的义务,对这种信托的国家监督适用存在于其他法律中的关于社会保障基金投资的国家监督制度。     

Fund-raising models at public historically Black colleges and universities

This empirical study examined whether public historically Black colleges and universities (HBCUs) predominantly practiced the press agentry, public information, two-way asymmetrical, two-way symmetrical or mixed motive models of fund raising. The findings reported the heavy usage of press agentry model of fund raising by advancement officers. The most interesting concept emerging from the research was the emergence of a mixed motive model of fund raising. The model describes the practice of fund raising in an adaptable and changing environment and incorporates asymmetrical and symmetrical tactics that describes the actual practice of fund raising.

The SDR Aid Link: It's Now or Never

The international community, in the form of the United Nations and, more recently, the G20, has committed itself to the Millennium Development Goals. The global financial crisis of 2008/9 served to increase the economic problems faced by low‐income countries, making it much less likely that the goals will be attained. At the same time, the decision has been made to reactivate the SDR scheme by making a new allocation of SDRs in order to create additional international liquidity. This article explores the idea of linking SDR creation with the provision of development assistance. Although the idea of a link is not original, contemporary global economic and political circumstances may generate an environment particularly conducive to the acceptance of the proposal.     

Strategic public management for financial condition: Focus on fund balances of school districts

Scholars have emphasized the roles of strategic public management and the financial condition but little is known about the link between the two. Finding the missing link is the purpose of this study. By analyzing data from K-12 Texas school districts, this study investigates how top managers’ strategic efforts toward their superiors, subordinates, and external stakeholders affect the financial condition of school districts. The findings suggest that superintendents’ managing upward toward school boards increases fund balances, whereas managing downward toward school principals decreases fund balances. Apparently, the relationships between school boards, superintendents, and school principals contain different priorities and incentives that influence their behaviors in managing school district budgets.

产业投资基金对技术创新的影响：芯片企业的实证研究

我国芯片企业实现技术创新仍面临挑战。基于资源基础理论、市场失灵理论和良性循环理论，提出国家集成电路产业投资基金（简称“国家大基金”）促进企业技术创新的五个假说，选取2014-2021年间获得国家大基金的芯片企业，检验国家大基金对企业技术创新的影响，并探究国家大基金分别作用于芯片产业链的三个分支产业链企业的作用效果差异。结果表明：获得国家大基金的芯片企业比未获得的企业有更多创新产出；国家大基金通过融资约束缓解机制显著促进了企业技术创新；国家大基金保障年限与芯片企业技术创新呈U型关系，且芯片企业所在的地区创业投资环境在二者中起调节作用。
