试析新媒介环境下的网络问政

"网络问政"已经成为政府执政的重要补充方式,且作用日益显著。本文界定了网络问政的内涵,分析了网络问政的三种主要形式,并进而对政务微博的发展概况和运用中的关系把握做了尝试性探讨。     

Inventory and transshipment decisions in the rationing game under capacity uncertainty

In this paper, we consider the inventory decisions of two retailers who are supplied by a single supplier with uncertain capacity. When capacity is allocated in proportion to the retailers׳ orders, the retailers compete for the capacity by inflating their orders (i.e., the rationing game). In addition, we allow the retailers to implement transshipment between them such that they cooperate by transshipping the surplus stock of one to another who is out of stock. Our analysis of Nash equilibrium orders shows that, while order inflation in the equilibrium orders persists in the rationing game with transshipment, it may not occur if the amount of capacity shortage is small and the transshipment prices are low. Thus, carefully chosen transshipment prices may alleviate order inflation behavior. We also characterize centralized orders that maximize the total profit of the retailers and compare them to equilibrium orders. In particular, we investigate coordinating transshipment prices that induce the retailers to choose centralized orders. Our numerical analysis shows that, even for two identical retailers, coordinating transshipment prices exist in a more limited range of parameter values in the rationing game than they do outside the rationing game due to capacity uncertainty and limitation.     

中国高校泛行政化的源与流——基于对古代官学系统的图谱分析

高校的泛行政化并不是当下才有的现象,而是古已有之。弄清高校的这种泛行政化现象的源头所在以及高校泛行政化的具体流变过程,需要对我国古代官学系统进行系统的分析,用图谱演绎的方法来对古代官学系统演进过程进行研究,是实现对高校泛行政化溯本求源的有效方法之一。     

流水不腐,户枢不蠹:创新型地方政府与经济高质量发展——基于僵尸企业的研究视角

本文采用文本分析法从政府工作报告中提炼出创新型地方政府的风格特征,在验证该量化方法合理性的基础上,以僵尸企业为研究切入点,以我国工业企业为研究样本,实证检验政府施政风格所扮演的角色。研究发现:当地方政府施政风格创新程度越高时,当地企业僵尸化程度越低。异质性检验还发现:创新型地方政府会更多地促进社会重要性相对较低的僵尸企业“脱僵”,减少这部分企业的僵尸化现象。本文研究对于探索新发展格局下如何转化政府职能、寻求经济增长新动力、实现经济高质量发展具有积极的实践意义。     

现代社会转型与法治政府的变革路径

伴随着中国改革开放的进程,转型成为社会变迁的主题和基本特征。与此相应的却是,改革日益呈现出一种“锁定”的状态。在社会转型时期出现的诸多根本性问题,并不能用过渡性的办法来解决。在国家和法律的现代化进程中,特别是构建法治政府的进程中,政府不能再像过去那样,一味运用相机决策和政策调整来处理社会利益矛盾,不能再对不同群体在基本权利上区别对待。同样,在工农、城乡、区域乃至人与自然生态之间,要实现统筹协调发展的目标,更需要加强普遍性的努力,这种普遍性努力以法治和体现法治精神的整体性政策为特征。     

Building Community Leaders in Underserved Communities: An Exploration of the Role of Seed-Funding for Community Projects by Program Graduates

Investing in community leadership development (CLD) remains a strategy with promise in creating vibrant communities. Although many low-income CLD programs teach effective leadership skills, these often lay fallow due to lacking opportunities for graduates to apply the skills. This study explores how providing competitive minigrants fuels the creation of value-adding community projects. In-depth interviews were conducted with 55 graduates of a low-income CLD program, 19 facilitators, and 12 community members knowledgeable about the program. The study observed that by providing seed money for graduate projects, CLD programs can help translate skills into practice thereby increasing community engagement and socio-economic wellbeing.     

The Role of the Government in Addressing Social Issues in India: The Perceptions of Indian Undergraduate and Graduate Social Work Students

Using a convenience sample of 318 undergraduate and graduate social work students (193 women and 125 men) from a public university in India, this study examined the differences between Indian social work students' perceptions toward the role of government in addressing social issues in India. Using Predictive Analytics Software (PASW) 18, several statistical procedures were conducted to analyze the relationship between social work students' demographic variables and their perceptions of the government's role in addressing social issues in India. The results indicated that older social work students were more likely to perceive that the government should ensure equal opportunities for citizens. Female social work students were more likely to perceive that the government should ensure housing for citizens. BSW students were more likely to perceive that the government should ensure employment of citizens. Macro social work students were more likely to perceive that the government should ensure equal opportunities, housing, food, employment, and health insurance for citizens. The findings of this study may help social work educational administrators and faculty in India to develop a curriculum that provides social work students with the opportunity to critically examine the complex relationship between age, gender, marital status, number of children, socioeconomic status, educational status, area of concentration, and the role of the government in addressing social issues. Doing so will prepare social work students and professionals to think and engage in a manner that will allow them to challenge and advocate for a change to the status quo.

建设法治型政府、责任型政府和服务型政府是我国政府进行政府改革的有益尝试,是用新的价值取向和路径选择对传统政府管理模式进行根本性或方向性的调整.本文将对这三种政府管理模式作一番现实考量和理论分析,以求正确处理好它们之间的关系,努力彰显出它们在目前我国市场经济发展水平和社会整体发展水平中的本色和个性,并使其相辅相成、相互促进,塑造"三合一"型政府管理模式,可以实现社会理想的崇高意蕴,契合"和谐社会"的构建,这对促进我国经济社会协调发展和全面进步,具有重大的理论和实践意义.     

赫德与中国海关

赫德在中国工作长达52年，他兴办了近代海关，使关税成倍增长；设置了近代助航设备，便利了航运；创办了近代高等学校，设置了天文台、物理实验室；翻译了西方书籍，引进了西方科技；兴办了近代邮政，为中国培养了各方面的人才。成效卓著。他曾受到清政府多次表彰，官至太子太保，以肯定他为中国近代化作出的巨大贡献。

民国时期的第三次康藏纠纷由国民政府主持调解,反映了国民政府对康区和西藏的统属关系。由于康藏纠纷的复杂性,国民政府在处理过程中的措施和原则,实际上是国民政府的治藏政策的综合反映。研究这一历史事件,有助于认识近代中国治理西藏的历史事实。
