试论两晋时期的国家出版机构

作为国家编撰出版机构,秘书监、著作郎等到两晋时期有了进一步发展,这个发展可概括为几个方面:首先,二者职掌更加明确,朝着专职图书编撰机构的方向靠近,主要职掌图书典籍的编撰、收集、整理,而与现实政治之间愈加疏远;其次,二者的组成人员、办事机构都已经基本固定,都有固定朝服,其人选在多数情况下,由本省长官独立选取;再次,已从著作官员发展成为著作局,隶属于秘书监,并从此摆脱隶属中书省的地位而独立成府。

从创新、创新型人才和人才培养模式的视角,通过对欧美及日本一些发达国家研究生培养模式的研究,探讨国外研究生教育模式的特点,并与我国西部高校研究生创新型人才培养现状相结合,得出一些启示。     

20世纪40年代四川省新县制下地方自治的施行

本文探讨了 2 0世纪 4 0年代四川省新县制下的基层社会控制及民主的实际状况 ,指出四川省在当时所推行的基层地方自治仍未摆脱受行政控制的从属地位 ,行政工作先于、多于自治工作 ,“民意机构”非民众直接选举产生并且多反映地方有力者的意志 ,它在解决民众最感痛苦的诸如“摊筹派募”、“征丁”以及“吏治腐败”等问题上的作用十分有限。国民政府在基层所实行的“以官治求自治”的所谓地方自治政策 ,非但未能发展地方事业 ,反而从根本上动摇了其统治基础     

社会信任、法律环境与企业社会责任绩效

社会信任作为一种重要的非正式制度,对企业履行社会责任的行为具有深远影响。以2010—2019年沪深A股上市公司为样本,检验了社会信任对企业社会责任绩效的影响。研究结果表明:社会信任水平越高的地区,企业的社会责任绩效越好;这种促进作用在法律环境相对不完善的地区更为显著。进一步研究发现,社会信任还有效提高了企业社会责任的信息披露质量,并显著改善了企业履行社会责任效率。上述研究结果表明,社会信任作为一种重要的非正式制度,对促进企业社会责任履行产生了积极影响,并能弥补诸如法律环境等的不足来提升社会责任绩效。因此,监管部门在不断完善法律环境的同时,也应关注地区社会信任等非正式制度对企业社会责任履行的促进作用,提升企业社会责任绩效。     

高校会计制度改革初探

根据《中华人民共和国会计法》等法规条例,参照国际会计准则,高等学校的会计改革应当按基金会计原则,采用＂资产＝负债＋基金结余＂的会计平衡公式,实行预算会计模式的转换．     

提升高校学术期刊国际影响力的路径简析

高校学术期刊是衡量一个国家科技创新水平和综合国力的重要标志。在信息技术革新不断加深的今天,提升高校学术期刊国际影响力既是适应时代发展的需要,也是促进国家文化软实力发展的需要。目前,我国高校学术期刊存在着英文期刊数量偏少、中文期刊质量参差不齐、对论文质量把控不严等问题,国际影响力难以有效提升。为了不断提升期刊的国际影响力,我国高校学术期刊需要做到：积极参与国家重点项目,获得国家政策的有效支持;通过外引内联提升国际知名度,努力吸引优秀的国际论文;严把论文质量关,提供高质量高水平的学术论文;与新媒体合作,共享最新科研成果。只有这样,我国高校学术期刊才能不断提高自身学术质量,积极参与国际学术交流,实现期刊国际影响力的有效跃升。     

Who governs or how they govern: Testing the impact of democracy,ideology and globalization on the well being of the poor

This paper examines the effects of regime type, government ideology and economic globalization on poverty in low- and middle-income countries around the world. We use panel regression to estimate the effect of these explanatory variables on two different response variables: national poverty gap (104 countries from 1981 to 2005) and child mortality rate (132 countries from 1976 to 2005). We find consistent and significant results for the interactive effect of democracy and government ideology: strong leftist power under a democratic regime is associated with a reduction in both the poverty gap and the child mortality rate. Democracy, on its own, is associated with a lower child mortality rate, but has no effect on the poverty gap. Leftist power under a non-democratic regime is associated with an increase in both poverty measures. Trade reduces both measures of poverty. Foreign direct investment has a weak and positive effect on the poverty gap. From examining factors that influence the welfare of poor people in less developed countries, we conclude that who governs is as important as how they govern.     

Partners,Institutions and International Currencies: The International Political Foundations for the Rise of the Renminbi

The use of an international currency is not just a natural market phenomenon; it relies heavily on international political foundations. The historical lessons of the four major international currencies—the pound, dollar, euro and yen—show that a strong partner network and a favorable international institutional environment are the two major political foundations for the formation of a stable international currency. The rise of the renminbi, as a late starter looking to become a major international currency, depends not only on the requisite economic conditions but on governmental diplomacy aimed at attracting more monetary cooperation partners and creating international institutions that support its worldwide use. This strategy reinforces the political foundations for the rise of the renminbi. Building a network of partners supporting the renminbi as an international currency and creating a system of international monetary institutions are the real tests of the issuing country’s political leadership. This political leadership capacity has three dimensions: public trust founded on reputation building; a centripetal force driven by provision of benefits; and coercive force applied through sanctions. Comparatively speaking, the renminbi is still in the early stage of its ascent, so the development of its political infrastructure should concentrate mainly on gaining public trust through reputation-building and employing centripetal force involving provision of benefits.     

The duty to care and the need to split

This paper arises out of psychoanalytically oriented consultancy to teams of staff in the helping professions where there is a statutory 'duty to care'. It takes as its premise the seemingly paradoxical hypothesis that workers may need to split off part of their emotional experience in order to preserve their own mental health and provide reliable services to their clients. I argue that while a professional 'duty to care' requires us to be emotionally 'in touch', the demands of our clients together with the demands of the institutional response to the 'duty to care' cause us to split off parts of our awareness. I also argue that provided the splitting does not become extreme we are doing no more or less than the rest of society. In other words, there is a degree of 'normal splitting' which numbs our awareness of danger and destructiveness and seeks to protect us from too much anxiety and pain. Yet if professional workers are charged with the responsibility of assessing risk and acting accordingly for the protection of all concerned they need ways of being 'in touch' (re-integrating the splits) for some or enough of the time. Finally, I will describe ways of being 'in touch', illustrating the difficulty and the pain of re-integrating the splits and some of the insights that can arise out of this work with examples from my consultancy work.
