借鉴卡尔斯坦·菲恩克和马丁·莫林尤沃的研究方法,本文对中巴自贸区服务贸易开放水平进行了测度,结果显示中巴服务贸易协定分别是中、巴对外服务开放程度最高的区域服务贸易安排。在中巴服务贸易协定中,中巴给予彼此的"GATS+"承诺相对集中于"商业"、"通讯"和"运输"部门,且"GATS+"承诺多表现于在服务提供模式3(多以"允许外资拥有更多股权"的形式出现)。从中巴服务部门竞争力对比状况和各自服务贸易开放实践视角出发,本文对中巴服务贸易协定下,中巴服务贸易进一步深入开放方向进行了研判,结果表明中方会在"建筑"、"金融"、"旅游"和"商业"部门,巴方会在"通讯"、"商业"和"运输"部门优先做出更深入承诺。最后,本文给出了一系列对策建议。 相似文献

An understanding of policy implementation issues in many of the core fields of social policy requires attention to the mode of service delivery that is characteristic of those fields: face‐to‐face interaction between frontline service staff and service users. A focus on implementation as interaction between these groups reveals the significance of ‘agency’ to the analysis of why and how certain social policy outcomes occur – and in particular why outcomes may sometimes be different from those anticipated by formal policy objectives. This article considers how the agency of workers and users shapes the processes of mediation, negotiation and adaptation that occur in different service delivery contexts, and identifies ways in which resistance to intended policy outcomes, and to the practices expected to deliver them, is formed and expressed. Drawing on a wide range of empirical research material, the article shows how agencies of resistance produce outcomes that are uncertain, fragile and contested, and whose effect can be the subversion of formal policy intentions. 相似文献

This study examines knowledge management within multinational enterprises (MNEs) by analyzing whether greater interdependence of production between U.S. parent firms and their foreign subsidiaries increases the provision of headquarter (HQ) services from the home country. The findings suggest that U.S. parents provide more assistance to their foreign subsidiaries that are linked in a global value chain than to those that are not involved in production sharing. This study builds on the earlier studies of the relationship between intra-MNE product flows and knowledge flows in multiple ways. First, it separately examines the relationship for high-tech and low-tech manufacturing industries, and finds that knowledge services from HQ that could be combined with knowledge of the subsidiary, such as R&D services, are primarily associated with production sharing with subsidiaries in high-tech manufacturing industries, which are assumed to be more technologically capable. Likewise, it finds that knowledge services from HQ that might be considered to be more passively received from the parent, such as industrial-type maintenance and design, are primarily associated with subsidiaries in low-tech manufacturing industries, which are assumed to be less technologically capable. Second, this study is the first one, to our knowledge, that gauges intra-firm knowledge flows using dollar-denominated measures of HQ services provided by parents to their subsidiaries. 相似文献

Reported is the development and field testing of an evaluation model used to evaluate the vocational education programs at the Metropolitan Community Colleges (MCC) of Kansas City, Missouri which can be implemented on vocational programs at other institutions. The model evaluated a vocational program on the following six criteria: (1) program's relationship to job market profile; (2) program's level of community support; (3) program's success in meeting vocational aspirations of clientele; (4) program's success in terms of student performance; (5) program 's cost-effectiveness; and (6) program 's success in reaching the handicapped and disadvantaged. The evaluation model provides a strategy and a set of procedures for assessing the quality of existing vocational education programs of study at any post-secondary institution. The model can be easily and inexpensively implemented, thus providing a data base which is useful for administrative planning and decision making. 相似文献

The community is conceptualized as a “risk climate” in which the traditional child welfare services such as own-home services, foster placement, adoption and institutionalization are delivered. The community generates incidence of child welfare cases through the pressure of conditions, and affects prevalence by the extent of its response. Any method of allocating scarce resources should take variations in the risk climate into account in order to put resources where the problem is. This report presents an effort to achieve such a procedure through (1) a literature review to isolate variables related to child welfare service delivery; (2) a report of zero order relationships between these variables and outcome measures; and (3) the use of a multiple regression analysis to develop predictive procedures. 以自由化为基础的区块链技术为国际服务贸易的发展提供了新的机遇,但当前缺乏规范区块链的国际法律制度,妨碍了区块链技术的进一步应用。GATS生效后,区块链才出现,但其技术流程符合GATS中计算机及相关服务下数据处理服务的要求。这为国际法规制区块链提供了可能。区块链的国际法规制途径主要有三个方面:首先,将GATS适用于包括区块链在内的数字贸易;其次,推动《服务贸易协定》中的数字贸易议程,以促进区块链自由化;最后,签署包含规范数字贸易问题专章的区域贸易协定。 相似文献
