Pleas,priors, and prison: Racial/ethnic differences in sentencing

Final case disposition and sentencing decisions for whites, blacks, and Chicanos are modeled with event-history data from the State of California. Dynamic analyses are used to link processing models and theories. The three-way interaction of (1) pleading guilty × (2) racial/ethnic group membership × (3) the extent of prior court experience on rates of moving through the legal system is assessed, controlling for other legitimate and nonlegitimate influences. In a jurisdiction handling large numbers of defendants representing diverse racial/ethnic and cultural groups under determinate sentencing, the timing of legal processing is shown to be critical. Results demonstrate that pleading guilty increases the speed of processing most when sentences do not involve incarceration, though this effect is not found for second or later arrests of Chicanos. Generally, theories of resource mobilization receive greater support than cultural stereotyping.

契约化是现代社会的重要特征,契约在追求平等的同时,会产生一定程度上的社会公平问题。克服社会契约化所带来的负面影响,保护弱势群体的权益,使社会在一种和谐有序的状态下发展,是政府面临的重要问题,也是建设和谐社会的内在要求。从契约与身份二者关系入手,尝试在契约社会的整体构架下,建立“有限身份化”的相应机制,具有重要的理论与现实意义。     

跨太平洋伙伴关系协议与美国贸易保护的新路径

从贸易限制的视角,依据国际关系中的现实主义和自由主义理论,提出两大核心假设：构建中的TPP条款为因变量,成文后的TPP条款为自变量,二者皆为美国贸易保护提供了新路径。选取核心议题里的知识产权、竞争政策、劳工和环境规则,水平与交叉议题上的监管一致议题作为主要研究对象,分析作为因变量的TPP条款提供贸易保护的方法,它们分别是：白金标准、体系竞争、主协议条款且有争端解决机制、监管机制规则。尝试用中美两国在WTO发生的贸易摩擦案例分析并预测作为自变量的TPP条款对于中美贸易的影响,预期未来中美两国在服务贸易领域以及新议题领域摩擦加剧,美国在TPP制定的贸易规则对我国贸易方式影响深远。     

广东入境旅游规模差异及其演变趋势研究

文章以广东省21个地市的2002-2013年共12年的入境旅游人数为样本数据,运用位序规模理论,标准差(VOC)、基尼系数(G)以及赫芬达尔系数(Hn)等计量指标,以及分形理论的R/S分析法依次分析了广东省入境旅游规模分布现状、区域差异化程度及未来入境旅游规模的演化趋势,得知广东省入境旅游规模呈高度首位型分布、区域间差异化较为明显且集聚程度下降,其入境旅游规模将在未来一段时间内持续扩大。     

Political confrontation over fiscal processes: The impact of the U.S. Congressional Budget Act

In July 1974 the U.S. Congressional Budget Act was signed into law. This legislation was the result of a heavily fought political confrontation between President Nixon and Congress over who controlled the Federal budget. In addition to the issue of control, the Act was prompted by dissatisfaction with the procedures used by Congress to determine Federal receipts and expenditures. The purpose of this paper is to assess the impact this legislation had on the U.S. economy in its early years.The first section of the paper sets up a simple modeling framework. The model is specified so as to illustrate how a change in the budget process resulting from the Congressional Budget Act could potentially produce changes in the level of total output. This section also explains the derivation of a tax and expenditure series used in the model's empirical testing. The second section addresses some of the theoretical issues, and presents the results of simulations based on the Chase, Wharton, and Data Resources econometric models. Broad conclusions are gathered in the final section.
