文章主要阐述了英国割占香港这一对华政策及其特点,首先,从中国割占一块领土(香港)本身是英国长时期对华外交的既定政策和目标。其次,英国处心积虑三次割占香港是其在华占领一地外交政策的具体实施。再次,英国割占香港的外交手段随着各个时期的具体条件和环境变化发生着相应的调整和变化。最后,在割占香港的过程中,为与其他国家争夺在华权益,英国传统的“均势外交”起着独特而重要的作用。  相似文献

中国香港实行市场私营和政府公营的双轨制住房供应体系。对该体系中的政府公营保障性住房部分进行研究。自20世纪50年代从私人救灾力量中萌芽,香港保障性住房经过半个多世纪的发展,至今呈现出横向覆盖多样化,纵向保障一条龙的格局特征。总体来说,目前中国香港保障房体系处于良性运行状态,但在配屋效率和流转公平上还存在诸多问题,而该体系从宏观模式上对中国内地借鉴意义不大,内地只能学习其管理经验而不能复制其运行模式。  相似文献

The sociology of homosexuality lacks engagement with queer theory and postcolonialism and focuses primarily on the global metropoles, thus failing to provide a plausible account of non‐Western non‐normative sexual identities. This research adopts the author’s newly proposed transnational queer sociology to address these deficiencies. First, it critiques the Western model of sexual identity predominantly employed to elucidate non‐Western, non‐normative sexualities. It does so by examining not only the queer flows between West and non‐West but also those among and within non‐Western contexts to produce translocally shared and mutually referenced experiences. Second, the proposed approach combines sociology with queer theory by emphasizing the significant role of material, as well as discursive, analyses in shaping queer identities, desires and practices. This article employs the approach to examine young gay male identities, as revealed in 90 in‐depth interviews conducted in Hong Kong (n = 30), Taiwan (Taipei, n = 30) and mainland China (Shanghai, n = 30) between 2017 and 2019. More specifically, it highlights the interplay between the state and identity by investigating the intersection and intertwining effects of these young men’s sexual and cultural/national identities, revealing three different forms of civic‐political activism. The article both demonstrates the way in which sexuality and the state are mutually constituted and provides nuanced analysis of the heterogeneity of contemporary homosexualities in Hong Kong, Taiwan and mainland China. In applying a new sociological approach to understanding sexuality, this research joins the growing body of scholarship within sociology that is decentring the Western formation of universal knowledge.  相似文献

With an emphasis placed on supply‐side interventions such as skills training and incentives enhancement, active labor market polices (ALMPs) are strongly promoted by international organizations and widely adopted across different welfare regimes to boost employment rates. This article first presents the under‐examined relationship between ALMPs and employment precariousness, which has posed a challenge to the neoliberal notion of employability and activation. Youth‐focused employment policies tend to speed up employment entry whilst downplaying the risk of precariousness and the importance of job quality, and thus further reinforcing the belief that engaging in precarious employment is tolerable if not inevitable. The article then examines the case of Hong Kong, which illustrates that its relatively low rate of youth unemployment may conceal the unfavorable employment conditions confronted by youth. It is argued that the service‐led employment policies and short‐term vocational training define the employability of young workers in terms of labor flexibilities. The coined phase of “flexi‐employability” is characterized by promoting youth's readiness for, and adaptability to, the volatilities and changing demands of the labor market. Arguably, the disciplinary approach to youth activation would only strengthen the work‐first principle by enforcing young people to take up jobs available and leave welfare as soon as possible, but without thoroughly addressing the risks and insecurities generated by the labor market in undermining their well‐being.  相似文献

This study aims at ascertaining how Hong Kong people perceive Hong Kong as a harmonious society. It also identifies the elements that are most conducive to social harmony in Hong Kong, so that the government could take reference when formulating new policies. 1,062 adults residents were asked to rate their perceived level of social harmony and their satisfaction with 36 items (divided into three dimensions: public governance, society, and economy, family and work) for which the research team believes would be influencing the perceived level of social harmony. Results show that the average rating of social harmony was 5.57 (out of 10), delineating a moderate level of social harmony. Subsequent multivariate factor analysis and regression analysis show that the four extracted factors (from the three dimensions) had significant impacts on the level of social harmony. These were, in order of significance: (a) public governance, (b) social solidarity and respect, (c) economy/family/work and, (d) social tolerance and progressiveness. According to the factor loadings of each significant factor, we identified four core values which we hope the government would consider when formulating new policies, as follows: (1) A Justice Government with Sincerity on Communication, (2) Mutual Support and Respect with Integrity and Dedication, (3) Dedication to One’s Job and Community by Helping the Needed and, (4) Creativity and Progressiveness with Tolerance. Implications for policy making are discussed. The study was conducted under the direction and guidance of the Fostering Social Harmony Task Force of the Hong Kong Professionals and Senior Executives Association (HKPASEA). 中国的现代行政法与中国古代法律传统没有多大的延续性。相比较而言,英国行政法有着其引以为荣的绵延数世纪的历史,其重心在于对行政行为的司法审查。中国行政法的结构与英国行政法的结构截然不同。在中国的行政诉讼制度中,就司法审查的范围而言:首先,抽象行政行为不受司法审查;其次,内部行政行为不受司法审查;再者,《行政诉讼法》只授权对某些类型的具体行政行为案件进行司法审查。就行政行为的审查理由或标准而言,中国法律的有关规定要比英国或香港的较为有限。但就一方面而言,中国法律提供的审查空间和力度似乎比英国或香港更为宽泛,这便是对行政行为的事实依据的审查。  相似文献

新加坡英语和香港英语在许多方面具有共性和差异,在词汇上表现得尤为明显。新加坡英语的构词方式主要包括借词、译借词、杂交词、创新词和习语等五种,而香港英语则较少出现杂交词,借词的种类也相对单一。新加坡英语和香港英语在词汇方面的异同体现了英语与本土语言文化的交融,也反映了两地社会生活、语言政策、身份象征等因素对英语使用的影响。  相似文献
