湘南山区“边缘村庄”搬迁政策研究

湘南山区＂边缘村庄＂数量多、人口多,工作量大,任务紧迫,但缺失统一的规范性文件来指导搬迁工作。现今的搬迁现状令人堪忧,制定一套符合科学发展观要求的搬迁政策迫在眉睫。未来政策应考虑目前的现状、农户困难,体现自愿与强制相结合、统一规划与因地制宜相结合、现实性与前瞻性相结合、分类搬迁与标准统一原则、公开公平公正的原则,具体包含国土、林业、民政、教育、医疗、电力等一系列的扶持措施。另外,工作人员的权力、义务和责任、纠纷协调和权益救济渠道是搬迁工作的法律保障利器。

当代印度政坛中的雅利安人入侵理论争议初探

长期以来,由于受西方知识界对印欧文化百年研究积累的影响,＂雅利安人入侵理论＂始终位居学界主流,并进入印度与世界各国的教科书中,成为我们诠释印度古代历史的重要基础;时至今日,在后殖民学术批判风潮与印度教民族主义的推波助澜之下,此一理论却俨然成为具有高度政治争议性的论题。影响所及,不光是在印度国内的学界,更波及全世界的印度学研究社群。究竟对于＂雅利安人入侵理论＂的争论如何影响当代印度政治发展？此一理论为什么又能引起如此惊人的政治效应？各方对于此一理论的基本立场差异又是如何？透过本文的讨论,我们希望能针对这些问题提出回答。     

A Group Approach to Fostering Self-Cohesion and Developmental Progression in Female Adolescent Group Home Residents

In this project, the applicability of David Wexler's (1991a,b) multi-model Program for Innovative Self Management (PRISM) to adolescent girls in group home placement was explored. The model is based on self-psychological and developmental theory. Originally developed for use in adolescent inpatient settings, PRISM utilizes cognitive-behavioral and relaxation techniques to equip the acting out adolescents with skills to better manage a wide array of emotions and behaviors. A modified version of PRISM was conducted in a group psychotherapeutic format with eighteen residents of two group homes, ages 14 to 18. The study reflected that the participants embraced the model and applied the skills with encouraging results. Recommendations for future research in this area are presented.     

The Value of Information to the Acidic Deposition Debates

This article is addressed to those interested in how Bayesian approaches can be brought to bear on research and development planning and management issues. It provides a conceptual framework for estimating the value of information to environmental policy decisions. The methodology is applied to assess the expected value of research concerning the effects of acidic deposition on forests. To calculate the expected value of research requires modeling the possible actions of policymakers under conditions of uncertainty. Information is potentially valuable only if it leads to actions that differ from the actions that would be taken without the information. The relevant issue is how research on forest effects would change choices of emissions controls from those that would be made in the absence of such research. The approach taken is to model information with a likelihood function embedded in a decision tree describing possible policy options. The value of information is then calculated as a function of information accuracy. The results illustrate how accurate the information must be to have an impact on the choice of policy options. The results also illustrate situations in which additional research can have a negative value.     

Using Bayesian Techniques for Data Pooling in Regional Payroll Forecasting

This article adapts to the regional level a multicountry technique recently used by Garcia-Ferrer, Highfield, Palm, and Zellner (1987) and extended by Zellner and Hong (1987) to forecast the growth rates in gross national product across nine countries. This forecasting methodology is applied to the regional level by modeling payroll formation in seven Ohio metropolitan areas. We compare the forecasting performance of these procedures with that of a ridge estimator and find that the ridge estimator produces forecasts equal to or better than those from the newly proposed estimators. We conclude that the ridge estimator, which does not reference the pooled data information introduced by the newly proposed techniques, may serve as a benchmark against which to judge the relative importance of this kind of information in improving forecasts.

文章分两部分。首先疏释了泰否两卦,指出两卦的主旨乃在于天道循环,顺便也清理了传统《十翼》观点的错误。第二部分简略地论述了们司易》中循环思想在其它卦中的体现,《周易》作者创作这部分卦的时代体验和现实追求以及《周易》创立循环理论的价值及其在中国思想史上产生的重要影响。

广西西江流域地区近年来对构建和谐经济发展模式做了有益的探索,逐步形成了以流域生态循环经济发展模式、流域特色工业园区经济发展模式、流域特色文化产业经济发展模式、流域经济协调发展模式为主要形式的和谐经济发展模式。以流域经济后发跨越发展模式、流域国际贸易与合作发展模式、流域特色经济贸易发展模式、多区域开放经济发展模式为主要形式的和谐开放引领发展模式,促进了广西西江流域地区经济的又好又快发展。
