政府在农村人力资源开发中的职能探讨——以邯郸市为例

在农村人力资源开发过程中,政府尤其是地方政府负有重大的责任,发挥政府的职能对于推动农村人力资源开发的深入发展具有极大的现实意义.文章通过对邯郸市在农村人力资源开发中的职能定位分析,揭示了政府在农村人力资源开发中要发挥规划管理职能、服务职能、部门协调功能、就业培训职能、教育职能.     

信息素养对农户参与电商的影响 ——基于农户内在感知的中介作用和政府推广的调节作用

基于有限理性行为理论和卢因行为理论,构建了信息素养对农户参与电商的 理论分析框架,利用陕西省８２７个苹果种植户调研数据,实证检验信息素养对农户参与电商 的因果效应,以及农户内在感知和政府推广在信息素养影响农户参与电商关系中的作用机 理.研究结果表明,信息素养对农户参与电商有显著正向影响;农户内在感知在信息素养影 响农户参与电商关系中发挥部分中介作用,具体而言,信息素养通过提高农户对农产品电商 的感知有用性和感知易用性促进农户参与电商;政府推广在信息素养影响农户参与电商关 系中具有显著正向调节作用,推广内容的全面性、易于理解程度和推广频率会增强信息素养 在农户参与电商中的促进作用.     

Restoring trust through transparency: Examining the effects of transparency strategies on police crisis communication in Mainland China

Employing a 2 (accepting crisis accountability vs denying crisis accountability) x 2 (high vs low information substantiality) x 2 (high vs low participation) online experiment (N = 293), this study examines how different transparency strategies influence public anger and trust in a Chinese police crisis context, offering insights on government social media crisis communication. In general, transparency is crucial for Chinese local governments, especially police agencies, in managing crises on social media. Reporting organizational crisis accountability, delivering sufficient and evidence-based messages, and enabling public discussion on social media are three transparency strategies that can help minimize public anger and rebuild public trust. Results suggest the positive effects of delivering messages in crisis situations by using transparency. Furthermore, the study points out that police organizations in China should consider the possibility of information overload and unexpectedly low overall expectations for government transparency among Chinese publics.     

Putting place on the menu: The negotiation of locality in UK food tourism,from production to consumption

This paper uses a case study of tourism in the Lake District and Exmoor to explore the relationship between ‘local food’ and sustainable rural tourism in the UK. Drawing on qualitative interviews with tourists, food producers and café, pub and restaurant owners, I use an approach based upon the commodity chain to trace the shifts in the discursive and material understandings of the ‘local’ that take place throughout the tourist food chain. These shifts are shown to occur in response to the need to negotiate the tensions between the ideals and the practicalities of food production and consumption which occur as a result of the relationships that exist throughout the food chain. Such conclusions are shown to be important for our understanding of the links between ‘local food’ and sustainable rural tourism because they indicate that we must attend to the values, as well as the practicalities, that drive the contemporary food sector at all stages of the food chain, from production to consumption.     

创建服务型政府研究——以广州市深化行政审批制度改革为例

深化行政审批制度改革,对于加快转变政府职能,建设服务型政府,预防腐败,具有重要意义。近年来广州市加大行政审批制度改革的力度,削减一大批行政审批项目,取得了一定的成效。但行政审批制度改革仍有一些亟待解决的问题,需要我们不断地探索和完善。     

“服务型政府”的基本涵义、理论基础和建构条件

"服务型政府"是指在公民本位、社会本位理念指导下,在民主制度框架内,把服务作为社会治理价值体系核心和政府职能结构重心的一种政府模式或曰政府形态.服务型政府的主要理论基础是后工业社会理论、政府职能结构重心位移理论和科学发展理论.服务型政府在本质上是后工业社会的治理模式.弄清楚这些问题对当今中国"服务型政府"建设有着重要的理论和实践启示意义.     

崇文向学与尚武好斗——明清历修《赣州府志》对赣南民风的表达

民风是各类地方志都会涉及到的普遍话题.在明清历修<赣州府志>中,崇文向学与尚武好斗是两幅主要的民风图景,这两幅图景既是地方志作者对赣南民风已然世界的白描,也是对赣南民风应然世界的期待.地方志对民风描写及诠释的微妙变化,既映射出地方社会治乱环境的变迁,更标示着国家与地方、地方与地方、精英与民众以及土著与移民之间的诸多权力关系和利益诉求,具有多元话语的特征.正是这一特征,规限着地方志在对地方民风做某种程度客观呈现的同时,又要做符合特定利益关系的建构.     

地方政府行为与环境污染的空间面板分析

基于地方政府行为理论并提出地方政府行为对环境污染的影响假说,利用空间面板回归模型对1997--2009年中国29个省、市的面板数据进行实证研究。研究表明：地方政府的财政分权程度越大、寻租腐败程度越严重以及人均财政赤字水平程度越高,该地区的工业“三废”排放量也越大;工业的比重与工业“三废”的污染排放量成正比以及中国存在环境库兹涅茨曲线趋势的结论。     

Optimal designs for tumor regrowth models

Most growth curves can only be used to model the tumor growth under no intervention. To model the growth curves for treated tumor, both the growth delay due to the treatment and the regrowth of the tumor after the treatment need to be taken into account. In this paper, we consider two tumor regrowth models and determine the locally D- and c-optimal designs for these models. We then show that the locally D- and c-optimal designs are minimally supported. We also consider two equally spaced designs as alternative designs and evaluate their efficiencies.     

湖南村落经济发展问题及政府职责
