俄罗斯图瓦人的民族国家认同

当今世界多民族国家大多面临如何实现国家社会凝聚,民族认同与国家认同如何一致起来的问题。利用“田野回望”这一认识和研究方法,从生活实际出发,在无论是作为俄罗斯地理的边缘,还是人文的边缘——图瓦,回望莫斯科,回望俄罗斯,回望中央、核心,在图瓦感受俄罗斯民族国家认同,把脉俄罗斯社会凝聚状况。研究显示,图瓦族传统文化功能依然发挥核心作用,同时大量吸收了俄罗斯文化及现代文化要素;“图瓦族”-“我们是图瓦人”的民族意识、民族情感、民族认同意识尚很浓厚,同时俄罗斯国家认同明确,并迫切希望本族、本地区获得高速发展。图瓦个案表明,二十一世纪俄罗斯民族关系的主流表现为民族共生,文化吸收,民族认同与国家认同日益一致的发展趋势。

Governing Deviance in Public Space through Mayoral Orders: Fields Mismatch and Metropolitan Turbulence

This article addresses the issue of policy change and its consequences on the organizational field and institutional context, looking at the role of an instrument transfer process. We adopt a political sociology approach to policy instruments to account for the impact that the introduction of a securitarian instrument, the mayoral order, had on the implementation process of a social policy. Through a genealogy of the instrument we identify a constitutive, normative and cognitive dimension. Our aim is to explain the interaction between these institutional dimensions, the re‐definition of the organizational field of the policy, and the dynamics of metropolitan politics. Following a synthesis of the policy process and the institutional arrangements where the policy is implemented, we show how the instrument transfer triggered a division within the organizational field, and the rise of institutional tensions amongst local authorities. In the conclusion, we identify the institutional dimensions of the instruments and the policy implementation scale as elements that are to interact with public‐private relationships and institutional arrangements, and that have an impact on implementation process and policy outcome.

职业院校思想政治教育应重视“五结合”

论述了职业教育在经济社会发展中具有不可替代的重要作用。指出我国职业教育在实施中存在更多地关注了学生专业能力和技术的培养,相对忽视了一些非智力、非技术性的品质、素养的塑造与提高等问题。针对职业院校学生的实际情况,提出了结合学生心理、结合学生专业、结合顶岗实习、结合社会实践、结合学生就业等加强学生思想政治教育的措施,以增强德育教育的科学性、针对性、实效性,全面提升学生的综合素质。     

比较视野的中国职务发明专利授权的分类统计与政策含义

职务发明专利授权意味着企事业单位或机关团体作为专利权人取得其雇员所发明技术的专利权。职务发明专利授权量可反映一个国家企事业单位或机关团体在其发明专利申请受理国运用专利制度获取技术竞争力的水平。根据世界知识产权组织的《国际专利分类号与技术领域对照表》,对我国1986—2006年发明专利授权按技术领域进行分类统计;从静态和动态比较的角度,对我国国内和国外发明专利授权格局及其演变进行分析;并对上述分析结果的公共政策含义进行探讨。     

Two-dimensional generalisations of dynamic programming for image analysis

Dynamic programming (DP) is a fast, elegant method for solving many one-dimensional optimisation problems but, unfortunately, most problems in image analysis, such as restoration and warping, are two-dimensional. We consider three generalisations of DP. The first is iterated dynamic programming (IDP), where DP is used to recursively solve each of a sequence of one-dimensional problems in turn, to find a local optimum. A second algorithm is an empirical, stochastic optimiser, which is implemented by adding progressively less noise to IDP. The final approach replaces DP by a more computationally intensive Forward-Backward Gibbs Sampler, and uses a simulated annealing cooling schedule. Results are compared with existing pixel-by-pixel methods of iterated conditional modes (ICM) and simulated annealing in two applications: to restore a synthetic aperture radar (SAR) image, and to warp a pulsed-field electrophoresis gel into alignment with a reference image. We find that IDP and its stochastic variant outperform the remaining algorithms.     

高校博物馆场域下的文化育人

随着高校博物馆的蓬勃发展,博物馆的文化育人功能逐渐得到重视.在场域理论的视角下,以文化资本为主体的高校博物馆,若想进一步加强自身的文化建设,应当从文化育人的角度进行完善.文化育人具体到高校博物馆场域下,呈现出"身临其境"的文化育人氛围、"润物无声"的文化育人生态、"言传身教"的文化育人优势、"水到渠成"的文化育人效果等特点.结合上述典型特征,高校博物馆应通过举办高水平展览、建设文化活动平台、实现辅助性教学、鼓励志愿者实践等路径实现传播知识、传承文化的育人目的.
